Questions and Answers
Question Answer
1 Licensed Professional Geologists are also categorized as hydrologists. Will the VA consider allowing for licensed Professional Geologists to fulfil the role as a hydraulic/hydrology geologist?
Submit based on the Selection Criteria and Position Definitions as defined in the Pre‐solicitation Notice.
2 Given the unique geology of Florida and its soil and water resources, should a Professional Geologist be permitted to fulfil the role as a hydraulic/hydrology geologist, will the VA require that the position be qualified by a Florida licensed Professional Geologist?
The VA does not require the Professional to be licensed specifically in Florida. Per FAR 52.236‐25 ‐ Requirements for Registration of Designers, architects or engineers registered to practice in the particular professional field involved in a State, the District of Columbia, or an outlying area of the United States shall prepare or review and approve the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work.
3 Licensed Geotechnical Engineers are licensed by the State they work in and cannot qualify as a Geotechnical Engineer in other states without passing that state’s examination for geotechnical engineer.
Will the VA require the Geotechnical Engineer to be licensed in the State of Florida?
The VA does not require the Professional to be licensed specifically in Florida. 4 In the RFQ document, you list that the Cost Estimator is required to have a P.E. license. Upon reading the position descriptions attachment, the role is defined below: Cost Estimator Responsibilities include material estimates, bill of materials, cost estimating, cost analysis, claims analysis, value engineering, and other similar tasks. Bachelor's degree in the related area and/or a minimum of 5 years of professional experience. Could you clarify the requirements for the cost estimator? Generally, if a certification (not license) is required, it is a CCP, CCP.
The P.E. for Cost Engineer as listed in evaluation Factor 1 is changed to the requirements as listed in the attachment entitled "position definitions" for the cost estimator as listed on page 25. A P.E. is not required.
5 Regarding 36C24822R0003, VISN 8 Architect Engineering MATOC ‐ will this be a follow‐on to the multiple award IDIQ awarded back in Nov. 2018 under Contract # 36C24819D0019 through 36C24819D0023?
This is a new contract in its entirety.
6 Our corporate HQ is in X with an active/working branch office in Orlando, Florida, but the only registered address in https:\\SAM.gov is our X office which is not within the 500 miles of 13800 Veterans Way, Orlando, FL 32827. Can your office be more flexible for Factor 3 requirements? Our FL office is technically X miles away to 13800 Veterans Way, Orlando, FL 32827 which we believe should be considered to satisfy Factor 3 criteria.
This evaluation factor will remain as written in the Pre‐ solicitation Notice and will not be modified.
7 Can you confirm that the CEO/President needs to manage and direct the organization, but is not required to be a licensed architect/engineer (pg 1)?
The CEO/President must be a licensed architect or engineer as listed in the attachment entitled "position definitions" for the CEO/President as listed on page 1.
8 Can you confirm that Cost Engineer (pg 10 of the solicitation) is equivalent to the Cost Estimator position (pg 25 in the “Position Definitions”), thus a CCM with 10+ years of experience would suffice in fulfilling that position?
The cost engineer and the cost estimator are equivalent positions.
9 Can you confirm that the Project Manager position definition (pg 2 in the “Position Definitions”) is what we should follow, thus 10+ years of experience would suffice over a P.E.?
The P.E. for Project Manager as listed in evaluation Factor 1 is changed to the requirements as listed in the attachment entitled "position definitions" for the Project Manager as listed on page 2. A P.E. is preferred but not required.
10 Can you confirm that the Quality Assurance Manager position would be fulfilled by a QAM with 10+ years of experience, thus not needing a P.E.?
The P.E. for Quality Assurance Manager as listed in evaluation Factor 1 is changed. A P.E. is preferred but not required.
