1 "This request is a 100% Service‐Disabled Veteran‐Owned Small Business (SDVOSB) Set Aside."
Could you please clarify if A/E firms that do not fall under this category (SDVOSB) may apply? I understand SDVOSB firms will have a priority, but is it open for non SDVOSB?
This requirement is 100% set aside for Service‐Disabled Veteran Owned Small Businesses. Prime contractors not meeting this requirement are precluded from participating in this acquisition.
2 Regarding Factor 3: Location and Knowledge of the Locality, it is stated that Prime SDVOSB firms desiring consideration for the North Region must have a working office located within 500 miles of 13800 Veterans Way, Orlando, FL 32827:
Would you consider opening up the mileage restriction to 1,000 miles in order to give more firms opportunity to compete for this contract?
The mileage restriction remains as posted. Distance verification of prime firms being within 500 miles will be completed by using a straight line distance verification using google.com/maps from 13800 Veterans Way, Orlando, FL 32827 to the firm's address.
3 For Factor 5 b: IF A CPARS EVALUATION IS NOT AVAILABL…..Completed PPQs should be submitted with your SF 330. Will you accept a previously completed PPQ?
Yes. Previously completed PPQs will be accepted.
For Factor 1 a: Cost Engineer (P.E. required). Would you consider Certified Cost Professional – CCP (AACE accreditation) or CCC/CCE or PE as a requirement for the certification/registration for Cost Engineering?
The P.E. for Cost Engineer as listed in evaluation Factor 1 was changed to the requirements as listed in the attachment entitled "position definitions" for the cost estimator as listed on page 25. A P.E. is not required.
5 If a subconsultant is a teaming partner of the A/E prime, would the subconsultant be excluded from bidding on the construction of projects as a GC?
A subconsultant/teaming partner of the AE who designs a construction project may be excluded from bidding on the subsequent construction project depending on the facts surrounding the relationship of the AE and subcontractor and also on the extent and type of work the subcontractor performed in developing the design. All potential organizational conflicts of interest shall be fully disclosed to the government prior to award. Whether a subsequent construction project will be awarded to this vendor will depend on a determination made by the government on whether an actual conflict exists.
