1 Is there a total page limit to the number of one‐page staff resumes showcased in Section E?

No, there is no limit on the number of staff resumes submitted.

2 Is a Florida registration required for each proposed A/E featured in Section E? Will the Government accept an individual with licenses in other US states and an NCARB and/or NCEES registration?

The VA does not require the Professional to be licensed specifically in Florida. Per FAR 52.236‐25 ‐ Requirements for Registration of Designers, architects or engineers registered to practice in the particular professional field involved in a State, the District of Columbia, or an outlying area of the United States shall prepare or review and approve the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the

3 Will the Government consider accepting a Cost Estimator with CCM, CCP, CCE/A, PMP, and/or AssocRICS certifications instead of a licensed PE?

The P.E. for Cost Engineer as listed in evaluation Factor 1 is changed to the requirements as listed in the attachment entitled "position definitions" for the cost estimator as listed on page 25. A P.E. is not required.

4 May a licensed architect also serve as Project Manager? Yes

5 May an individual with a PMP certification serve as a Project Manager? Licensure preferred but not required per Position Definitions.

6 Is there a maximum page count associated with Factor 3 Location and Knowledge of the Locality?

No, there is no limit on the page count for Factor 3.

7 Is there a maximum page count associated with Factor 5 Past Performance? Are we permitted to include a summary of CPARs/PPQs as well as copies in this section?

No, there is no limit on the page count for Factor 5. Yes, firms are permitted to include a summary of CPARS/PPQs.

8 Is there a limit to the number of Part II forms? No, there is no limit on the number of Part II forms.

9 Are the cover, cover letter, table of contents, and divider pages excluded from a page count?

There is no limit on the page count for the entire package. See posting for details on page limitations for individual sections.

10 Is there a total page count for the entire SF330 package? There is no limit on the page count for the entire package. See posting for details on page limitations for individual sections.

11 Are the only page limits in Section F (10 pages) and Section H for Factor 4 (5 pgs.), Factor 6 (2 pgs.), Factor 7 (8 pgs.)

See posting for details on page limitations. SF330 Section E resumes are limited to one page each. SF 330 section H page limitation is 5 pages for Factor 4, 2 pages for Factor 6, and 8 pages for Factor 7 responses.

12 Due to the Juneteenth and Fourth of July holidays, would the Government consider extending the due date by a week or two?

No. The due date and time for qualifications remains as posted.

13 Will the VA consider a Registered / Licensed Architect (R.A.) in the role of Project Manager and Quality Assurance Manager? Typically, the VA and other Federal Medical Agency Contracts accept a P.E. or R.A. in this role.

The P.E. for Quality Assurance Manager as listed in evaluation Factor 1 is changed. A P.E. is preferred but not required.

14 Please confirm the revised SBA Size standard effective May 2, 2022, for 541330 Engineering Services of $22.5 M applies in lieu of the $16.5 M noted in the solicitation.

The size standard for NAICS 541330 is changed to 22.5 M per the U.S. Small Business Administration Table of Small Business Size Standards effective May 2, 2022.

15 We appreciated the response to RFI / Question 2 and 3 within the posted Modification of June 15th. We wish to verify the answer is not limited to the Geologist and Geotechnical Engineer and applies to all required personnel within the solicitation that are required to be licensed

The VA does not require the Professional to be licensed specifically in Florida. 16 In the Q&A response it states that the CEO / President must be a licensed architect or engineer which conflicts with the Florida state requirements to obtain a Certificate of Authorization (COA) to perform engineering services. In order to obtain a COA, we are only required to have a managing principal on staff with a PE license in Florida.

Additionally, as it relates to the FAR ‐ Subpart 36, professional services must be performed by a person licensed or registered to do so. Our owner would not be providing professional services, nor would he be signing any engineering drawings;

those services would be performed by our licensed engineers. Would you consider revising these requirements to fall more in line with Florida State and FAR requirements? 36.102 Definitions.

"Architect‐engineer services", as defined in 40 U.S.C. 541, means:

The requirement for the CEO/President to be a licensed architect or engineer as listed in the "position definitions" is changed. A licensed architect or engineer is preferred but not required.

17 are you requiring resumes be provided for all the services listed in the attached document or are we to provide resumes for the positional listed in Factor 1 Professional qualifications. The two lists are different.

Per the posting, Factor 1 requires that the SF330 Section E, provide resumes for all proposed key personnel.

18 We have two questions related to the Selection Criteria, see below (Factor 1):

Project Manager (P.E. required) ‐ Can we use a Registered Architect (RA or AIA) instead of Professional Engineer for Project Manager?

Secondly, Cost Engineer (P.E. required) ‐ Can we use a Cost Estimator with either a Certified Professional Estimator (CPE) or Certified Cost Professional (CCP) for Cost Engineer?

For the Project Manager, licensure preferred but not required per Position Definitions. The P.E. for Cost Engineer as listed in evaluation Factor 1 is changed to the requirements as listed in the attachment entitled "position definitions" for the cost estimator as listed on page 25. A P.E. is not required.
