The Department of Veterans Affairs (VA), VA Sunshine Healthcare Network, Veterans Integrated Service Network 8 (VISN 8), Network Contracting Office (NCO) 08, is seeking to acquire professional architectural/engineering services necessary for a Multiple Award Task Order Contract for work within Florida and Puerto Rico.

Task Order work may include but is not limited to the following: master planning; schematic design, design development, construction documents, special studies, risk analysis, field surveying; site and facility investigation; preparation of special conceptual and technical studies; concept and feasibility studies; material investigation and color studies; preparation of engineering studies, analysis, and/or investigation, and preparation of Architectural-Engineering (AE) documents and reports for project documents with associated structural, civil, landscaping, mechanical, electrical, historical, environmental subsurface soil investigations and incidental work; preparation of design documents to include building and ground alteration, maintenance, repair and construction; cost and schedule estimates; and construction period services to include monitoring and evaluating the construction progress for conformance to plans and specifications which also includes reviewing the required submittals from other contractors.

The requirement is 100% set aside for Service-Disabled Veteran Owned Small Businesses.

Page 1 of ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM 330, PART I AND PART II, ARCHITECT ENGINEER QUALIFICATIONS, IS CONTAINED HEREIN. THERE IS NO SEPARATE RFP PACKAGE TO DOWNLOAD. FOUR ATTACHMENTS ARE PROVIDED WITH THIS NOTICE.

I. INTRODUCTION: This request is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside.

All information needed to submit SF330 documents is contained herein. No solicitation package, technical information, or bidder/plan holder list will be issued.

Federal Acquisition Regulations (FAR) 36.6 selection procedures apply. The architectural/engineering sources listed herein are being procured utilizing the Selection of Architects and Engineer’s statute, also known as the Brooks Act or Qualifications Based Selection (QBS), FAR Part 36.6, VAAR Part 836.6, and VAAM Part 836.6. All submissions will be evaluated in accordance with (IAW) the evaluation criteria identified in the Selection Criteria. Firms deemed to be the most highly qualified, after initial source selection, will be chosen for discussions/interviews. Firms will be selected based on demonstrated competence and qualifications for the required work as submitted. Firms that design or prepare specifications in conjunction with this contract are prohibited from participating on any future construction contracts based on those documents.

II. CONTRACT INFORMATION: The Department of Veterans Affairs (VA), VA Sunshine Healthcare Network, Veterans Integrated Service Network 8 (VISN 8), Network Contracting Office (NCO) 08, is seeking to acquire professional A/E services for work in the state of Florida and in the Commonwealth of Puerto Rico. The objective is to obtain quality and cost-effective services to support our VISN 8 facilities which support our nation's Veterans.

The requirement for these services within VISN 8 has been subdivided into two distinct regions.

The North Region

The South Region

The Government anticipates awarding up to ten (10) Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for work within Florida and up to seven (7) IDIQ contracts for work within the Commonwealth of Puerto Rico. The length of the Multiple Award Task Order Contract (MATOC) is 60 months, which is comprised of five (5) 12-month ordering periods. The aggregate maximum contract value of all task orders combined will not exceed $280,000,000. Subsequent requirements will be negotiated on a firm fixed priced basis with the most highly qualified offeror for that requirement in response to a Fair Opportunity Proposal Request (FOPR). Task orders will be issued under the terms and conditions of the IDIQ contracts. Fully burdened labor rates for all labor categories will be negotiated in the lead contract.

A/E services will be acquired by the issuance of task orders against this contract for work within the boundaries of VISN 8. In accordance with FAR 52.216-19, Order Limitations, the minimum order shall not be below $1,500 and the maximum single order shall not be greater than $5,000,000. Upon the sum of all orders reaching to within $50,000 of the aggregate value of all the contracts, the Government will consider the contract complete.

The North American Industrial Classification System (NAICS) code for this acquisition is 541330 – Engineering Services, with a small business size standard of $16.5 million. However, any 541xxx NAICS may be awarded under this contract and associated task orders.

For SDVOSB firms to be considered as a prospective contractor, the firm must be verified and registered in the Department of Veteran Affairs Office of Small & Disadvantaged Business Utilization (OSDBU) Vendor Information Pages (VIP) (https://vip.vetbiz.gov) and registered in the System for Award Management (SAM) database (https://sam.gov) at time of submission of their SF 330s, submission of their price proposal, and at award. Failure of a prospective SDVOSB to be verified by the Center for Veterans Enterprise (CVE) at the time the SF 330 is submitted shall result in elimination from consideration. All Joint Ventures (JV) must also be CVE verified at time of submission of their SF 330s, submission of their price proposal, and at award. Compliance with 13 CFR 125.6 regarding the limitations on subcontracting will be conducted at the task order level.

III. PROJECT INFORMATION/STATEMENT OF WORK:

a. INTRODUCTION

The purpose of this A/E MATOC is to provide professional architectural/engineering services necessary for master planning; schematic design, design development, construction documents, special studies, risk analysis, field surveying, commissioning; site and facility investigation; preparation of special conceptual and technical studies; concept and feasibility studies; material investigation and color studies; preparation of engineering studies, analysis, and/or investigation, and preparation of A/E documents and reports for projects with associated structural, civil, landscaping, mechanical, electrical, historical, environmental subsurface soil investigations and incidental work; preparation of design documents to include building and ground alteration, maintenance, repair and construction; cost and schedule estimates; and construction period services to include monitoring and evaluating the construction progress for conformance to plans and specifications which also includes reviewing the required submittals from other contractors.

This A/E MATOC will provide professional services for various multi-discipline projects (Architectural, Electrical, Mechanical, Civil, Structural, Cost Estimating, Master Planning, Special Studies, Historic Preservation, Energy Management, and Regulatory Compliance Reviews/Assessments, etc.) for the VA VISN 8 healthcare facilities located in Florida and Puerto Rico as well as the VISN Network Office.

b. DEFINITIONS

A/E = Architect / Engineer CAI = Capital Asset Inventory CO = Contracting Officer COR = Contracting Officer’s Representative NTP = Notice to Proceed RCx = Retro-Commissioning SCIP = Strategic Capital Investment Plan TO-RFP = Task Order Request for Proposal

c. LEAD CONTRACT

This is a lead contract obligating the A/E to provide the supplemental input of multiple disciplines by task order. On certain projects, the prime A/E firm may be requested to provide most or all of the professional services necessary.

d. GENERAL INFORMATION ABOUT VISN 8

The Sunshine Network (VISN 8) is one of 18 VISNs in the Veterans Health Administration (VHA). VISN 8 provides a comprehensive range of primary and tertiary healthcare services to veterans in rural and metropolitan markets in Florida, Southern Georgia, and Caribbean/Virgin Islands and is the largest VISN relative to the number of veterans served. This A/E MATOC will service the VISN 8 region of VA healthcare systems, which includes 8 primary hospitals and approximately 58 outpatient clinics across the region. The age of the VISN 8 hospital infrastructure ranges from the early 1930s to 2014 and the size of hospital campuses range from 28 to 313 acres. The Bay Pines VA has the oldest buildings within the VISN and is listed on the National Historic Registry.

e. TYPE OF SERVICES

The A/E is required to furnish services that may include, but are not limited to, the activities for services noted in the “Introduction” section of this notice. The following types of services that may be executed under this IDIQ mechanism include any one or more of the following:

1. Type 1 Services – Studies/Assessments/Analysis

2. Type 2 Services – Architecture/Engineering/Planning/Design Services

3. Type 3 Services – Regulatory Compliance Assessments / Reviews

4. Type 4 Services – Master Planning

f. APPLICABLE REGULATIONS AND CRITERIA

The A/E shall provide professional A/E services for multiple disciplinary projects in nature whereby the product provided to the Government shall be developed in accordance with current Federal, State and Local regulations and codes, inclusive of but not limited to Occupational Safety and Health Administration (OSHA), American National Standards Institute (ANSI), National Environmental Policy Act (NEPA), National Fire Protection Association (NFPA), The Joint Commission (TJC), VA Design Criteria, VA Design Manuals, VA Design Standards, Executive Orders, and VA Medical Center regulations.

VA documents can be pulled from the VA’s Technical Information Library at http://www.cfm.va.gov/TIL/. The most current VA Master Specifications and other reference documents shall be used. Included on this website library are VA design guides, design manuals, space planning criteria, cost estimating guides and VA Master Specifications. These will generally be minimum standards but may be adjusted to meet other requirements such as energy and environmental compliance. Deviation from these must be approved by the VA.

Public Laws and Executive Orders (E.O.) with specific reference to EPAC 2005, EISA 2007, E.O. 13693 and the new E.O. “Promoting Energy Independency and Economic Growth”, etc. must be adhered to. Environmental impacts must be evaluated and either meet categorical exclusion or have a full environmental assessment performed. Many VA buildings and/or sites are considered historic and of archeological significance that will need to be considered throughout the design and must comply with 36 CFR 800 and to the Programmatic Agreement established between VISN 8 and the Florida State Historic Preservation Office. Deviation from these regulations must be approved by the VA.

g. TYPES OF SERVICES

1) TYPE 1 SERVICES – Studies/Assessments/Analysis: Work includes, but is not limited to field survey; site and facility investigation; preparation of special technical studies; analyses of structural systems; feasibility and concept studies; material investigation; preparation of engineering analysis and/or investigation and preparation of documents and reports associated architectural, structural, civil, landscaping, mechanical, electrical, plumbing, environmental, asbestos, subsurface soil investigations, energy and water management (including commissioning and retro-commissioning).

2) TYPE 2 SERVICES – Architecture/Engineering/Planning/Design Services: Work includes but is not limited to those items normally furnished by an A/E in the actual preparation of the design documents (plans, drawings, estimates, specifications, submittal register, interior design, cost estimating, request for proposals, etc.) in the Schematic, Design Development and Construction Document phases. The A/E shall perform all necessary work required to produce detailed documents required to accomplish the project as specifically identified in each Task Order. Examples may include but are not limited to:

a. Design Programming and Development

b. Construction Documents (drawings and specifications)

c. Construction Period Services

d. Develop Request for Proposals for Design/Build projects

e. Master Planning

f. Strategic Planning Document Development

g. Capital Asset Inventory updates

h. Space Planning

i. Interior Design

j. Cost Estimating

k. Mechanical Engineering

l. Electrical Engineering

m. Civil Engineering

n. Structural Engineering

o. Life/Fire Safety Engineering

p. Landscape Architecture

q. Historic Preservation

r. Construction Period Services / Administration

s. Investigation and Development of As-Built Drawings, Diagrams, Surveys (including asbestos and lead)

t. Commissioning and Retro-Commissioning

u. Requests for Proposals, Specialized Studies, Assessments, Audits, Testing, Regulatory Compliance Reviews

NOTE: All project designs developed for the purpose of any form of site work, renovation or new construction shall be evaluated based on 38 CFR Part 26, National Environmental Protection Agency (NEPA) requirements for the VA. Also see information below regarding Environmental Permitting.

3) TYPE 3 SERVICES – Regulatory Compliance Assessments / Reviews: Work includes, but is not limited to those items normally furnished to assess compliance with federal, state, and local regulations and codes, VA regulations, and nationally recognized standards. Examples of this type service include, but is not limited to:

a. National Fire Protection Association (NFPA) code compliance [by a licensed fire protection engineer]

b. Florida Department of Environmental Protection (FDEP) regulatory compliance

c. Environmental Protection Agency (EPA) regulatory compliance

d. The Joint Commission Environment of Care standards

e. Other Regulatory Compliance Assessment

4) TYPE 4 SERVICES – Master Planning and Capital Assets Inventory: Work includes, but is not limited to the full development of a facility’s master plan or updating an existing master plan and its Capital Assets Inventory data. The full scope of this type of service will be specified within the specific TO-RFP.

h. MOBILIZATION

The A/E shall mobilize personnel and commence performance within ten (10) calendar days from receipt of the award; unless otherwise determined in the task order or by the contracting officer.

i. DELIVERABLES

Other than what is required for all acquisitions as described herein or in the lead contract, the required deliverables for any of the services awarded will be addressed within each task order.

j. TYPICAL SCHEDULE FOR EACH OF THE TYPE SERVICES

The schedule for any of the services awarded will be addressed within each individual task order. It is inferred from the approved schedule that the A/E will conduct all necessary site visits aside from meeting times with the VA in order to accomplish the requirements of the task order.

k. A/E CONTRACT MANAGEMENT AND COMMUNICATIONS:

1) All technical correspondence shall go through the project Contracting Officer’s Representative (COR). All contract correspondence shall go through the Contracting Officer.

2) Record of Communications: The COR or Government Designee shall coordinate and chair project meetings scheduled by the Government. The A/E shall keep meeting minutes and records of all meetings, conferences, conversations, or other communications relating to each task order. The records shall be typed and a copy should be submitted to the Contracting Officer and to the COR or Government designee within five (5) business days after all meetings, conferences, or conversations, unless a request for additional time has been made and approved.

3) Review Check List: The A/E shall maintain a check list record of review comments and the status of addressing each comment to resolution. This shall be a standard requirement for all types of task order services.

4) Review/Marked Up Comments: The A/E shall provide a copy of the review/marked up comments with each subsequent submittal. The A/E shall insure that the copy of review comments reflect changes that were made. The A/E’s replies to Government comments shall be submitted electronically in the same format as submitted to the A/E. Annotations shall include specific references where applicable. For example, if the comment was “Where is the stair detail?” the annotation could be “Stair Detail added on Dwg A-4”. Most responses can be handled in this brief manner. Occasionally, a separate written response may be required, especially when the A/E non-concurs with a comment. This shall be a standard requirement for all types of task order services.

l. ADDITIONAL A/E RESPONSIBILITIES:

1) Design Engineer or Architect of Record shall be present at design meetings.

2) The A/E is responsible for the survey of existing conditions and verifying accuracy of existing conditions and data.

3) BASELINE DELIVERABLES REQUIRED FOR EACH TYPE SERVICE:

i. A/E to provide two (2) hard copies of working documents for each review cycle unless otherwise specified in task order scope of work.

ii. A/E to provide an electronic version of the drawings in CAD compatible format with existing CAD version utilized at the medical center.

iii. A/E to provide an electronic version of all other documents in the latest version of Microsoft software, i.e., Word, Excel, Projects, etc. (and PDF versions as requested).

iv. A/E to stamp final drawings and specifications at 100% design with a note on each drawing sheet “BID DOCUMENTS”.

v. Design documents developed for construction bid will identify at least 20% bid deduct items when required by the individual task order.

4) QUALITY CONTROL (QC):

i. The A/E shall be responsible for the professional and technical quality of all designs, drawings, specifications, and other material produced under this contract. The A/E shall also be responsible for the professional quality and adequacy of the service and materials furnished and for compliance with design criteria specified by the Government for use under this contract.

ii. In an effort to reduce construction change orders due to design errors and omissions, the Office of Facilities Management has initiated a Quality Assurance/Quality Control program. The A/E shall develop, execute, and demonstrate that the project plans and specifications have gone through a rigorous review and coordination effort. The requirements are as follows:

a. Submit a detailed QC Plan describing each step that will be taken during the development of the various phases of design. Each step should have an appropriate space where a senior member of the firm can initial and date when the action has been completed.

b. 100% Submittal: Submit the completed QC Plan along with the latest marked-up documents (plans, specifications, etc.) necessary to ensure that a thorough review and coordination have been completed.

5) CERTIFYING DOCUMENTS: The A/E, or their authorized representative, shall sign the original of all drawings and the first page of all specifications, estimates or similar documents under the A/E’s printed name and over the affixed professional seal (or his/her registration certificate number and include the state of issuance). In addition, as part of the 100% submittal, the A/E must certify in writing that the plans and specifications follow VHA directives and all applicable criteria. The A/E shall provide full design for all building components and systems including but not limited to structural steel detailing, fire sprinkler design, stair systems, retaining wall systems, and structural framing systems.

6) SAFETY: The services to be supplied shall meet all applicable safety requirements of the Occupational Safety and Health Act (OSHA) and VHA Center for Engineering & Occupational Safety and Health (CEOSH) Standards (http://vaww.ceosh.med.va.gov/ ).

7) ENVIRONMENTAL PERMITTING: The A/E is required to evaluate the need and identify all environmental permits for construction. The following is an example.

i. For any “like-like replacement” project with an existing emissions source (e.g., boilers, chiller units, etc.), the state-specific requirement (i.e., Florida, Puerto Rico) for a Clean Air Act construction permit must be evaluated and obtained (if needed).

8) ENERGY ANALYSIS: Design solutions shall evaluate and incorporate sustainable building design practices in accordance with EPACT 2005, EISA 2007, E.O. 13693 and the new E.O. “Promoting Energy Independency and Economic Growth”. This may require energy modeling and/or Savings to Investment Ratio (SIR) analysis.

9) HISTORIC PRESERVATION: The A/E shall be responsible for ensuring designs have factored in historic preservation requirements as described in 36 CFR Part 800, VA Directive 7545, VA Handbook 7545 and the VISN 8 Programmatic Agreement with the State of Florida Historic Preservation Office.

10) FIRE PROTECTION ENGINEER: National Fire Protection Association (NFPA) code compliant design and independent third-party reviews shall meet the following qualifications criteria.

i. A licensed professional engineer who:

a. Has a degree in fire protection engineering or

b. Has passed the principles and practices examination in fire protection engineering or

c. Maintains a current license in fire protection engineering.

d. Two years of experience in application and interpretation of NFPA Codes and Standards and the model building codes.

ii. Two years of experience in the design/review of automatic sprinkler and fire alarm systems, including:

a. Automatic sprinkler and fire alarm system shop drawings

b. Automatic sprinkler system hydraulic calculations

c. Application and interpretation of NFPA codes

iii. Two years’ experience in the design of health care facilities

iv. Two years’ experience in acceptance tests of fire protection systems

m. GOVERNMENT FURNISHED INFORMATION

The Government, through the CO, within ten (10) workdays after issuance of a task order, provide access to applicable data and information (as available) for the execution of the described work. Data shall be returned to the CO upon completion of the individual task order. This data is on file in the station Facility Management Services (FMS) office and may be obtained for review by the A/E. All data from the Government shall be treated with care and is classified “FOR OFFICIAL USE ONLY”, unless told otherwise. All data cannot be distributed, retransmitted, or reproduced without written permission from the Government. The data will be provided if applicable and available. Accuracy of drawings provided by the government is not guaranteed and must be field verified by the A/E.

n. VHA Supplemental Contract Requirements for Combatting COVID-19

1. Contractor employees who work in or travel to VHA locations must comply with the following:

a.Documentation requirements:
1)If fully vaccinated, contractors shall show proof of vaccination.
i.NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination.
2)If unvaccinated, contractors shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor’s order or an FDA approved over-the-counter test that includes an affiliated telehealth service.
3)Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel.
4)Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.
2.Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates.
a.Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.
3.Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities.

4. For indefinite delivery contracts: Contractor agrees to comply with VHA Supplemental Contract Requirements for any task or delivery orders issued prior to this modification when performance has already commenced.

END OF STATEMENT OF WORK

IV. SELECTION CRITERIA: Qualifications will be evaluated on each of the criterion listed below. Award will be made to the most highly qualified firms only. Selection will be based on the following criteria which are provided in descending order of importance:

Factor 1 – Professional Qualifications Professional qualifications necessary for satisfactory performance of the required services and working together as a team.

a. Offerors will be evaluated in terms of the qualifications, competence and experience of the key personnel and technical team proposed to accomplish this work and their record of working together as a team. Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. Firms should assemble and submit a team of in-house and/or sub-contractors/consultants with a professional staff consisting of the disciplines below. Provide a balanced licensed workforce to include, but is not limited to, required disciplines to complete general design work. Disciplines other than the below can also be submitted if the firm anticipates that these personnel may be needed during task order performance. Firms who do not submit all positions below may be rated lower.

b. (SF 330) Complete Section C blocks 9 through 11, firm name, address, and role in this Contract. Provide the contractual relationship, name, full mailing address, and a brief description of the role of each firm that will be involved in the performance of this contract. List the prime contractor or JV partners first. If a firm has branch offices, indicate each individual branch office that will have a key role on the team. The named subcontractors and outside associates or consultants must be listed.

c. As an attachment after Section C, present an organizational chart of the proposed team showing the names and roles of all key personnel listed in Section E and the firm they are associated with as listed in Section C.

NOTE: For the North region, the designer of record must be licensed and registered to complete professional design services for the State of Florida and must meet all licensing requirements to sign and seal drawings. For the South Region, the designer of record must be licensed and registered to complete professional design services in Puerto Rico and must meet all licensing requirements to sign and seal drawings. Provide Professional License Numbers and/or proof of license identified in section E, block 18.

SF330 Section E, provide resumes for all proposed key personnel. Complete this section for each key person who will participate in this contract. Group by firm, with personnel of the prime contractor or joint venture partner firms first. The following blocks must be completed for each resume which is limited to one page each:

a. 12. Name. Self-explanatory.

b. 13. Role in this contract. Self-explanatory.

c. 14. Years’ Experience. Total years of relevant experience (block 14a), and years of relevant experience with current firm, but not necessarily the same branch office (block 14b).

d. 15. Firm Name and Location. Name, city, and state of the firm where the person currently works, which must correspond with one of the firms (or branch office of a firm, if appropriate) listed in Section C.

e. 16. Education. Provide information on the highest relevant academic degree(s) received. Indicate the area(s) of specialization for each degree.

f. 17. Current Professional Registration. Provide information on current relevant professional registration(s) in a State or possession of the United States, Puerto Rico, or the District of Columbia according to FAR Part 36.

g. 18. Other Professional Qualifications. Provide information on any other professional qualifications relating to this contract, such as education, professional registration, publications, organizational memberships, certifications, training, awards, and foreign language capabilities.

h. Relevant Projects. Provide information on up to five (5) projects in which the person had a significant role that demonstrates the person's capability relevant to her/his proposed role in this contract. These projects do not need to be any of the projects presented in Section F for the project team if the person was not involved in any of those projects or the person worked on other projects that were more relevant than the team projects in Section F. Use the check box provided to indicate if the project was performed with any office of the current firm. If any of the professional services or construction projects are not complete, leave Year Completed blank and indicate the status in Brief Description and Specific Role (block (3)).

The evaluation will consider education, registration, training and overall qualifications using information from Section E of the SF 330. Include a matrix in Section G showing experience of the proposed key personnel on the projects listed in Section F of the SF 330.

Section G. Key Personnel Participation in Example Projects. This matrix is intended to graphically depict which key personnel identified in Section E worked on the example projects listed in Section F.

a. 26. and 27. Names of Key Personnel and Role in this Contract. List the names of the key personnel and their proposed roles in this contract in the same order as they appear in Section E.

b. 28. Example Projects Listed in Section F. In the column under each project key number (see block 29) and for each key person, place an "X" under the project key number for participation in the same or similar role.

c. 29. Example Projects Key. List the key numbers and titles of the example projects in the same order as they appear in Section F.

Factor 2 – Specialized Experience and Technical Competence Offerors will be evaluated in terms of their experience and technical competence for similar projects anticipated under this contract including:

a. Experience with designs for medical facilities

b. Experience with multi-phased hospital design and construction programs

c. Experience with high-tech high-cost site preparation

d. Experience with construction and renovation phasing in hospitals and other VA facilities

e. Experience with Patient Aligned Care Team (PACT) clinic planning and design

f. Experience planning, programming, designing, utilities and construction of campus infrastructure to include boilers, chillers, electrical distribution, steam distribution, chilled water distribution, water and wastewater distribution, HVAC systems, cooling towers, clinical and non-clinical electronics systems, parking garages, grounds, security infrastructure and roads/sidewalks

g. Experience with infection control during construction

h. Experience with commissioning

i. Experience in providing post construction award services (shop drawing review, as-built drawing, and Quality Assurance Plan (QAP) preparation, construction inspection services, and Operating and Maintenance Manuals, Life Safety/Fire Protection plans).

j. Experience in energy consuming projects that comply with requirements within FAR 23.2 and pollution prevention, waste reduction, environment impact reduction and the use of recovered materials

Provide at least five (5) but up to ten (10) recent example projects that best illustrate specialized experience and technical competence of the proposed team in the areas outlined above (a through j). Recent is defined as a contract or task order completed or substantially completed within five (5) years of the qualification’s submission date. Relevant is defined as the performance of services similar to the types of projects described in the Statement of Work. Identify which project meets the above requirement/requirements. Complete one Section F for each project. Complete the following blocks for each project:

a. 20. Example Project Key Number. Start with "1" for the first project and number consecutively.

b. 21. Title and Location. Title and location of project or contract. For an indefinite delivery contract, the location is the geographic scope of the contract.

c. 22. Year Completed. Enter the year completed of the professional services (such as planning, engineering study, design, or surveying), and/or the year completed of construction, if applicable. If any of the professional services or the construction projects are not complete, leave Year Completed blank and indicate the status in Brief Description of Project and Relevance to this Contract (block 24).

d. 23a. Project Owner. Project owner or user, such as a government agency or installation, an institution, a corporation, or private individual.

e. 23b. Point of Contact Name. Provide name of a person associated with the project owner or the organization which contracted for the professional services, who is very familiar with the project and the firm's (or firms') performance.

f. 23c. Point of Contact Telephone Number. Self-explanatory.

g. 24. Brief Description of Project and Relevance to the corresponding element (i through x). Indicate scope, size (square footage if appropriate), cost, principal elements, and special features of the project. Discuss the relevance of the example project to the element. Enter any other information requested by the agency for each example project.

h. To enable verification, firms should include the DUNS and UEI numbers along with each firm name in the SF 330 Part 1, Section F, Item 25 “Firms from Section C Involved in this Project”, block (1). Include a contract number or project identification number in block 21. Include an e-mail and phone number for the point of contact in block 23(c). Include in the project description, Section F, Item 24, the contract period of performance, award contract value, current contract value, a summary of the work performed that demonstrates relevance to specialized experience as outlined above. If the contractor served as a subcontractor on a project, indicate the value of the work they provided towards the performance of the overall project. If a project was performed by a joint venture, and not all joint venture partners are on the team proposed for this contract, the offeror/team should specifically address the work performed by the joint venture partner offering/teaming on this contract. Likewise, if the offeror/team member worked as a subcontractor on a project, the description should clearly describe the work performed by the offeror/team member and the roles and responsibilities of each on the project, rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the team member/team entity on this contract, the project could be eliminated from consideration.

NOTE: If the Offeror is a JV, information should be submitted as a JV; however, if there is no information for the JV, information should be submitted for each JV partner. Projects shall be submitted on the SF 330.

NOTE: A Task Order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not list an IDIQ contract as an example of a completed project. Instead, list relevant completed task orders or stand-alone contract awards that fit within the definition above. Examples of project work submitted that do not conform to this requirement may not be evaluated. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being rated lower.

All information for Factor 2 should be submitted in Part 1, Section F of the SF 330.

Factor 3: Location and Knowledge of the Locality A firm’s location must be in the general geographical area of the projects and its staff must have knowledge of the locality of the facilities within the region. Examples include knowledge of geological features, climatic conditions, or local construction requirements that are unusual or unique to VISN 8 and all its locations. It is expected that the SF 330 submittal will show the firm’s knowledge of the conditions within Florida for North Region submissions and Puerto Rico for South Region submissions. Prime SDVOSB firms desiring consideration for the North Region must have a working office (corporate HQ or branch office as identified by active entity search in https:\\SAM.gov at time of qualification submission) located within 500 miles of 13800 Veterans Way, Orlando, FL 32827. Prime SDVOSB firms desiring consideration for the South Region must have a working office (corporate HQ or branch office as identified by active entity search in https:\\SAM.gov at time of qualification submission) located within the Commonwealth of Puerto Rico. All location measurements will be made by Google Maps (https://www.google.com/maps) from the firm’s identified location.

Factor 4 – Capacity to accomplish the work in the required time Capacity to accomplish work in the required time. Utilize section H of the SF330. Page limitation is five (5) pages, completed SF 330 section H documents, completing sections 30, 31, 32, and 33. Font size minimum is 11 point.

a. Offerors will be evaluated in terms of their ability to plan for and manage work under the contract and capacity to accomplish work over the period of performance of the A/E MATOC. Provide an assessment of the available capacity of key disciplines to perform work in the projects’ required time.

b. Describe the A/E firm’s ability to concurrently perform and manage multiple projects in different locations to meet aggressive schedules using multiple disciplines while controlling costs. Clearly indicate the A/E firm’s capacity to accomplish multiple projects simultaneously.

c. The VA will consider the volume of work awarded by VA during the previous 12 months. The VA will also use information from the Federal Procurement Data System and the Contractor Performance Assessment Reporting System (CPARS) as part of its evaluation of the firm’s capacity. This factor is evaluated by looking to a firm's SF 330 response to "Personnel by Discipline" for the quantity of personnel they have in the work disciplines important to the design projects typically required for the VA. The assumption is that the more personnel a firm has in the work disciplines important to VA design projects, the greater their capacity to accomplish work in the required time. The general workload and staffing capacity of the design office will be evaluated. The firm's ability to respond to the needs of the VA will be evaluated under this category.

Factor 5: Past Performance Past performance of the A/E firm on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.

a. Evaluating past performance will include information provided in Past Performance Questionnaires (PPQ) or CPARS for Factor 2 projects and may include other information provided by the A/E firm, customer inquiries, Government databases, and other information available to the Government including information received from points of contact in other criteria. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a lower rating. NOTE: Past performance information should be provided for projects listed under Factor 2. The Government’s evaluation will also consider records of significant claims against the firm because of improper or incomplete architectural and engineering services.

b. SUBMIT A COMPLETED CPARS EVALUATION FOR EACH PROJECT UNDER FACTOR 2. IF THERE IS NOT A COMPLETED CPARS EVALUATION, the Past Performance Questionnaire is provided for the offeror or its team members to submit to the client for each project the offeror includes under Factor 2. AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE. IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF 330. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, offerors should complete and submit with their responses the first page of the PPQ (attached to this announcement), which will provide contract and client information for the respective project(s). Offerors should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Network Contracting Office 8, Attn: Mrs. Cynda Rosa via email at cynda.rosa@va.gov with a courtesy copy to Mr. Montez Simmons at william.simmons5@va.gov.

Factor 6: The extent to which potential contractors identify and commit to the use of Service-Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and other types of small businesses as subcontractors.

a. A/E firms must clearly identify all subcontractors that are Service-Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, or other types of Small Businesses as subcontractors. Firms should indicate that they commit to the use of small business concerns to the maximum extent practicable.

b. Page limitation is 2 pages, completed SF 330 section H documents, completing sections 30, 31, 32, and 33. Font size minimum is 11 point.

Factor 7: Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates.

a. A/E firms must clearly identify their experience in providing construction period services. As part of the response, include three examples of cost estimates provided to clients and the actual cost of the contract award or modification that was executed. Please provide contract number, estimated amount and resulting amount that was implemented.

b. Page limitation is 8 pages, completed SF 330 section H documents, completing sections 30, 31, 32, and 33. Font size minimum is 11 point.

E. SUBMISSION REQUIREMENTS: Firms are invited to respond to this announcement by providing ONE (1) ELECTRONIC SF 330 for each region the firm is submitting for, including Parts I and II, and attachments (if any) electronically to Cynda.rosa@va.gov no later than 4:00 PM Eastern Time on July 7, 2022.

1. SF 330 submissions received after the due date will not be considered and will be handled IAW FAR 15.208(b).

5. Please identify which region, North or South, your firm is proposing for. One SF 330 package is required per region.

All SF 330 submissions shall be clearly indicated in the subject line, displaying the RFP number, project title (abbreviated and shortened is okay), and which region the package is being submitted for. Size limitations for emails are 9 MB. If more than one email is sent, please number emails in the subject line as “1 of 2, 2 of 2” etc.
