1) Question: Solicitation 36C24821R0088 Section E.9 52.212-3 OFFEROR
REPRESENTATIONS AND CERTIFICATIONS—COMMERCIAL ITEMS states that “(t)he Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for
Award Management (SAM) accessed through https://www.sam.gov. The incumbent company, Wheelchair Transport Service Inc., is not found in the SAM system by Entity
Name or DUNS Number. Will the incumbent be allowed to submit a proposal if they are not registered in the SAM System?
Answer: The Incumbent is currently registered in SAMS. All Vendors must be registered in SAMS the time of Request for Proposal submission.
2) Question: Section XI. WAIT TIMES/TOLLS/DRY RUNS/NO SHOWS - 11.2 states that “Transportation services listed in this Performance Work Statement do not include ferry, bridge, or road toll charges. Any legitimate toll charges will be limited to ONE
WAY ONLY and will be listed separately on the Contractor Team’s invoices.
Documentation in the form of a receipt will be provided to support expenditure claimed”. Tolls are now almost exclusively administered electronically, and receipts are no longer given at the tollways. How does the VA expect to receive corroboration of a paid toll? Would the VA accept a fee schedule based upon routes customarily taken to execute transportation requests?
Answer: Flat rate trip charge is inclusive of tolls, parking and airport fees.
3) Question: Section XIV. CONTRACTOR QUALIFICATIONS – 14.15 states that
“The Contractor shall provide an attendant upon request of the VA.” Trained attendants are a cost item to any vendor providing this service. Will contractors be able to charge for the cost of providing an additional trained staff member for each instance that one is requested? If so, what is the frequency with which the VA requests a trained attendant?
Answer: Unknown as the VA does not request training attendants from the vendor, we only ask that they can provide the services requested. If the services requested are not met it is on the vendor to assess manpower issues. Statement has been from the PWS. Please see attached Corrected PWS.

4) Question: Section XIV. CONTRACTOR QUALIFICATIONS – 14.17 states that
“Drivers will have a valid operator's license in accordance with State of Florida for the operation of services they perform, and, will be in reasonably good health, with a record of current immunizations/vaccinations present in their employee file. Drivers providing service under this contract will have a valid ambulance personnel license with a driver designation as required by Federal, State, and local law.” Contractors to this engagement will be providing transportation services to non-emergent passengers. Is this license necessary?
Answer: Not Required for non-emergent transport. Statement has been from the PWS.

5) Question: The Awardee providing these services will be providing a Contracted service exclusively to the VA and not a Public Conveyance, Taxi or “for hire” service. A Public
Conveyance is legally defined to mean all common public transport carriers which are mechanically propelled and are licensed to carry passenger for hire by the relevant authorities but exclude contractor and chartered or private carriers. Reference is made to the Hillsborough County Public Transportation Commission in the solicitation. The
Hillsborough County Public Transportation Commission oversees certification of Public
Conveyance in the jurisdiction in which the James A. Haley VA Healthcare System operates. If the only business engaged by the contractor is with the VA and no for hire services will be rendered by the contractor within Hillsborough County, is it understood that a “Certificate of Public Convenience and Necessity” will not be required?
Answer: An RFI for the Special Mode Transportation on 12/10/2020 RFI number
36C24821Q0287. The RI Closed on 01/17/2021 with 8 Vendors responses expressing their interest. A phone discovery was conducted with all interested parties on 03/22/2021.
During the Discovery all vendors were informed that the Certificate of Public
Convenience and Necessity (COPCN) was required for this requirement. A Certificate of
Public convenience and Necessity is required for an offer to be considered fir this requirement, as it ensures completion of safety inspections and other verifications that meet the government’s needs for this contract.
