QUESTIONS & ANSWERS

RFQ # 36C24819Q0163 - 0001

QUARTERLY SIMPLEX FIRE ALARM TESTING & INSPECTION SERVICES

1. Would like current fire alarm Inspection reports from the life safety reports at James A Haley or the current vendor providing fire alarm Inspection semi-annually to James A Haley. These documents will be part of the hospitals life safety Inspections and will Include the following.

· Brand of fire alarm panels including number of panels

· All devices connected to said panels such as Pull Stations, Smoke Detectors, Duct Detectors, Horns and Strobes and the like

· Fire Alarm Inspection dates

· Any inspection reports will have to be requested through FICO. This requirement is for a quarterly inspection, not semi-annually as initially indicated on RFQ. Please see updated SOW on the amendment to find the detailed information. Inspections are QUARTERLY – outlined in Section C. General Requirements, 1. Services to be Required, B. Scheduled Maintenance, paragraph 1.

· The brand of the fire alarm system is listed both in Section A. General Information, 1. Title of Project as well as in Section G. Equipment Covered.

· All devices connected to the panels are quantified in Section G. Equipment Covered.

· Fire Alarm Inspection Dates are detailed in Section C. General Requirements, 1. Services to be Provided, B. Scheduled Maintenance, paragraph 1. Dates inspections should be Jan., Apr., Jul. & Oct.

2. Please provide the following information: 1) Incumbent contractor, 2) Contract number

· Media Plumbing & Heating, Inc. Kinetix | GS-06F-0004P | VA248-14-F-0526

3. The statement of work (in the equipment covered section G) shows the amount of tamper switches but not the amount of waterflow switches. It does not show the amount of auxiliary devices either. Is something that you could provide in order to have a more accurate bid for this solicitation?

· Waterflow switch testing is not part of this contract requirement. At last count we had eighty-five (85) auxiliary control devices, fifty-eight (58) power supplies, and three hundred sixty-six (366) door holders.

4. Do you have contract value for the last contract & do you know who the incumbent was for the last contract?

· Please see answer for Question #2 above.

5. How many total buildings will need to be inspected?

· We have thirty-five (35) buildings on campus.

6. Are you requesting Semi-Annual Fire Alarm inspections are you requesting (2) inspections to be performed? twice in one year? If so that would be 1 Annual Fire Alarm inspection with a 1 Semi Annual Fire Alarm Inspection, I ask as the test & inspection requirements are different for an Annual vs. Semi – Annual.

· Please see revised SOW. All inspections and Testing will be done Quarterly during the following months: January, April, July & October.

7. As a Government facility do you still adhere to AHCA and or Joint Commission regulations?

· No. All testing is to be in accordance with the latest NFPA, Joint Commission, and VA requirements as stated in section A. General Information, paragraph 2.

8. Do you happen to have the Annual Inspection For each Building that itemizes the panel and devices per building that you can send me, this will not have any pricing but will allow me to properly break down the inspection pricing on my end per building?

· No, if there are any inspection reports needed you can send in a formal request through FICO. We will be scheduling a site visit for December 26, 2018 at 8am EST. Please see details for Site Visit below.

9. Is Annual Differential Pressure Testing to be excluded from this scope?

· There are two (2) kinds of differential pressure tests – for the smoke/fire dampers and for the smoke evacuation systems. Smoke/fire damper testing is not part of this contract. If the differential pressure testing for the smoke evacuation system is an NFPA requirement, then it is to be included in this contract.

10. Is Smoke Detector Cleaning and Sensitivity excluded?

· No, smoke detector cleaning is not part of this contract. It is only for testing and inspection.

11. How many Waterflow Devices? Please confirm that the frequency to be tested is Semi-Annually.

· Waterflow devices are not part of this contract.

12. Is a Semi-Annual Inspection & Test of FA Control Panels & Batteries included?

· Please see revised SOW. See paragraph 2 under B. Scheduled Maintenance.

13. How many control/auxiliary devices to be tested (door holders, elevator controls)?

· Please see answer for Question #3 above on auxiliary.

14. Is Semi-Annual Visual Inspection of Fire Alarm Devices included? Note: This inspection excludes Elevator Recall, Doors & AHU Shutdowns/Relays.

· If semi-annual visual inspection of all fire alarm devices is an NFPA requirement, then it is to be included in this contract.

15. Are the Pre-action Systems to be tested per NFPA 72 and NFPA 25? Please clarify and which frequencies to quote (Annual; Semi-Annual; Quarterly). Note: It is recommended Semi-Annual for the Fire Alarm and Quarterly for Sprinkler.

· Pre-action systems are to be tested in accordance with all appropriate NFPA requirements. All testing is to be in accordance with the latest NFPA, Joint Commission, and VA requirements as stated in section A. General Information, paragraph 2. There is also three-year (3 Year) and five-year (5) testing on the pre-action systems noted in paragraph 2 under B. Scheduled Maintenance.

16. Are the device counts for the Pre-action Systems (associated smokes, heats, etc) included in the Fire Alarm Device Counts on page 5?

· The device counts for the pre-action systems are included in the fire alarm device counts.

17. Will a lift be provided by the customer for high reach areas?

· Any tools or other equipment required for the testing is the responsibility of the contractor as noted in section C. General Requirements, 1. Services to be Provided, A. General, paragraph 3.

18. Please confirm whether Nicet II or III required for inspection and testing of fire alarm? Note: Nice Level II has been acceptable previously.

· A minimum certification of NICET level III is required as noted in F. Contractor Experience Requirements.

19. My question regarding the tamper switches and water flow switches made me think that sprinkler inspections are not part of this contract. If not, I was trying to find the rationale on testing the tamper switches and no other portion of the sprinkler system.

· Waterflow devices and most of the sprinkler components are managed by the Plumbing Shop and not a part of this contract.

Downs Blvd., Tampa, FL 33612 *** We will meet Across the street from Building 42, off of 131st near the Main Hospital next to the docking stations & shuttle bus stops for the veterans. From there we will meet with the COR in the Electronics Shop.
