About this file

This document is a Request for Information (RFI) Questions and Government Official Response for Project #679-24-102, Building 18 Laundry Renovations and Addition at a VA facility in Tuscaloosa, Alabama.

The project involves comprehensive renovation of an existing laundry facility and construction of two new free-standing buildings (Generator and Fuel Tank buildings). Key scope requirements include: HVAC and plumbing system replacement with phased installation to maintain continuous laundry operations; fire suppression and alarm system modifications; electrical system upgrades with new underground conduit; window replacement with historic requirements; interior renovations including flooring, doors, and finishes; concrete repair and structural beam work; and commissioning of new MEP systems. The General Contractor must provide a full-time site superintendent and full-time QA/QC manager for project duration, with daily logs documenting safety, infection control, and quality functions. Commissioning requirements are detailed in Section 01 9100. The majority of interior work must be performed during nights and weekends to maintain facility operations during business hours, with phasing details shown on drawing G-008. Only one set of toilet rooms may be under construction simultaneously to ensure continuous occupant access. The contractor is responsible for all equipment movement, temporary piping systems, fire watch provisions, and coordination of utility shutdowns during unoccupied hours. The contract period is 600 calendar days after Notice to Proceed, inclusive of all phasing, temporary operations, and final commissioning. Submittal review turnaround is one week, and RFI response time is three weeks prior to proposal due date.

See G-008, there can be some minor overlap as long as the facility remains operational.

19 Architectural How many areas will we be allowed to work in at a time?

See G-008

20 Architectural/VA If all of the interior work is performed at night when no one else is in the building, will there be any ICRA requirements?

Dust and debris will need to be controlled and the facility and equipment will need to be clean and ready for use each day.

21 Mechanical Will we have to remove a window in each area to vent the negative air outside or is there another means of venting air from the space to achieve the negative pressure required by ICRA?

Existing windows can be used to vent ICRA air. Coordinate with the window work shown on the drawings.

22 Mechanical What openings can we use to vent our negative air to meet the ICRA requirements?

Existing windows can be used to vent ICRA air. Coordinate with the window work shown on the drawings.

Yes, Per spec 01 35 26 1.12.D, Medium Risk. Level III ICRA requirements will be required along with the requirements of section 01 00 00 1.6.F. Laundry has to remain operational; therefore, cleanliness is highly required to protect the veteran’s clean linen daily.

24 VA In any ICRA areas that require above Category B containment, can plastic wall panels be used for the ICRA walls, such as STARC Panels or Temporary Wall System’s panels?

Lockable Starc walls will be considered in lieu of the barrier wall requirements of 01 00 1.6.F phase 2.

25 MEP When can the new fire sprinkler work take place if the building has to be re-occupied everyday? This does not allow for enough time to remove an existing system and install a new system.

New fire suppression system in the basement can be fully installed before the tie-in to the existing fire suppression system occurs during unoccupied hours.

See FX and FK series drawings. The other areas of the building have fire suppression systems and only require minimal alterations.

See P series drawings for locations where there is Basement, crawl space or slab on grade.

47 Structural Is there any reason to believe the slab has moisture in it and moisture remediation will be needed?

It has been some time since the A&E has been in the crawlspace, but moisture was present at the time we originally observed the space, though concentrated mostly at the basement area. It is not believed that the slab itself contains moisture, but that the moisture issues stemmed from the laundry operations and the basement area where the water reclamation system was.

However, it is prudent to anticipate drying of the structure prior to any repairs, as is typical in the repair of anything in a damp environment.

Please provide some direction of how the VA intends on continuing operations when replacing plumbing and HVAC systems in the building?

See drawing G-008 AND Mechanical and plumbing drawings for phased work. To summarize the intent; New piping is installed parallel to the existing and made active, then old piping is disconnected from the equipment and new piping is connected during unoccupied hours. Last phase is to remove the old existing piping complete.

What is the criteria for determining when we repair vs.

replace the beams?

Full Beam Removal and Repour is only required at the bay where the section 8/S-302 is cut along grid line one elevation in detail 17/S-302.

2 Structural They are asking for 3 separate Phases; the first will include all non-invasive concrete spall repairs not requiring shoring, the second will be column repair, install new columns in the crawlspace, and any severe spalls that require shoring, the third will include the repairs of basement area concrete once all MEP Demolition is complete. We will assume that all repairs in phase II and phase III will require shoring. Do you an idea of the start dates for each phase? This will let me know if we will have to demobilize and remob between phases.

MEANS AND METHODS

3 Structural For the circles highlighted yellow, it shows overhead concrete spalls. Because there are no SF quantities provided, we will qualify these as no more than 2'x2'x3" based on the photos provided.

This seems to be a fair estimate of the extents of repair at each location in aggregate. The A/E team does not have SF numbers to provide at this time.

4 Structural It looks like all the column replacement are the HSS steel columns. We will not be bidding any of this work, including any shoring needed for this work.

GC to bid all work required.

5 Structural Below are the work items we will bid short of the steel column locations in blue.

Please let us know if this will work for you.

GC to bid all work required.
