About this file

This is Amendment 03 to Solicitation 36C24726R0083 issued by the Department of Veterans Affairs, VISN 7 Network Contracting Office in Tuscaloosa, Alabama. The amendment extends the deadline for receipt of offers from June 5, 2026 at 1:00 PM CST to June 19, 2026 at 1:00 PM CDT. The primary purpose of this amendment is to provide the Government's official responses to Requests for Information (RFIs) submitted by industry and to attach supporting documentation referenced in those responses. All other terms and conditions of the solicitation remain unchanged.

The Government's RFI responses address critical technical and design clarifications for a renovation project at Building 18 (Laundry Facility). Key responses include: confirmation that amended drawing Sheet A-601 showing blast door requirements and storm window elevations was issued with Addendum #1 dated May 15, 2026; clarification that fuel oil piping can run underground as a double containment carrier pipe directly from the generator building to the tank building without a 12-inch PVC chase pipe; confirmation that the remote fill station location is shown on the tank building with no associated underground piping; and guidance on foundation bearing requirements, noting that undercut provisions from a previous project should be disregarded, with contractors expected to price reasonable allowances for unsuitable soils. Regarding labor relations, the Government confirmed it is reviewing whether Building 18 employees are union-represented and will share information per FAR 52.222-5, while clarifying that contractors shall not engage directly in labor-management relations, with all complaints or grievances to be submitted to the Contracting Officer's Representative for resolution.

Government Official Responses to RFI’s

1. RFI #51 – the answer states that Blast Rating for required for all exterior doors. See Addendum #1 Sheet A-601, door note #5.

1. Addendum #1 changed the site visit time, Addendum #2 changed the submission date, and Addendum #3 provided the RFI answers and 2 additional specifications. None of these Addendums provided an updated drawing Sheet A-

601. The offerors have not seen door note #5 to know what it says since the offerors have not received an amended A-601 drawing.

i. Can the VA please provide this A-601 drawing? ADDENDUM

DRAWINGS ATTACHED

ii. Can the VA please provide additional time for submission deadline due to the fact that Blast doors can cost anywhere from $10k - $50k each.

This is a significant cost that the Government should be incentivized that the offerors get the correct number of blast doors and types in their proposals. VA GRANTS ADDITIONAL TIME FOR SUBMISSION

RESPONSE: AMENDED SHEET A-601 WITH THE NOTE #5 WAS ISSUED WITH

ADDENDUM #1 DATED MAY 15, 2026 (ATTACHED)

2. RFI #59 – the answer states to See Addendum #1 Sheet A-601 showing elevation of storm window.

1. Addendum #1 changed the site visit time, Addendum #2 changed the submission date, and Addendum #3 provided the RFI answers and 2 additional specifications. None of these Addendums provided an updated drawing Sheet A-

601. The offerors have not seen the elevation for the storm window to know what to provide since the offerors have not received an amended A-601 drawing.

i. Can the VA please provide this A-601 drawing? ADDENDUM

DRAWINGS ATTACHED

ii. Can the VA please provide additional time for submission deadline due to the fact that it will take time once A-601 is received for the window contractors to get pricing on the storm window from the manufacturers.

VA GRANTS ADDITIONAL TIME FOR SUBMISSION

RESPONSE: AMENDED SHEET WAS ISSUED WITH THE ADDENDUM #1 DATED MAY 15,

2026 (ATTACHED)

3. RFI #62 & 63 – the answer states that A-601 has been updated to include Blast Windows on all exterior windows and has been included in the Addendum. #63 goes on to say that the Blast Windows must be Historic Replacement windows.

1. Addendum #1 changed the site visit time, Addendum #2 changed the submission date, and Addendum #3 provided the RFI answers and 2 additional specifications. None of these Addendums provided an updated drawing Sheet A-

601. The offerors have not seen the updated A-601 to know what it says or shows for Blast Windows.

i. Can the VA please provide this A-601 drawing? ADDENDUM

DRAWINGS ATTACHED

ii. Can the VA please provide additional time for submission deadline once the Updated Sheet A-601 is received due to the fact that it is unclear if basis of design historic windows (Manko and Graham Architectural Products) can provide their historic line of windows while also meeting Blast resistant ratings. VA GRANTS ADDITIONAL TIME FOR

SUBMISSION

iii. The specification for the historic windows calls for 1” tri-sealed insulated glass, this will need to be revised in order to provide the correct blast resistant glass and still follow this specification for the historic windows. This is a significant cost that the Government should be incentivized that the offerors get the correct blast windows in their proposals. AGREE

RESPONSE: AMENDED SHEET WAS ISSUED WITH THE ADDENDUM #1 DATED MAY 15,

2026 (ATTACHED).

4. RFI #84 – the answer states that No Geotech investigation was performed and the foundation bearing requirements are provided on S-001.

1. S-001 – Foundation Note #7 states, Undercut the entire building area to the extent shown on the structural documents and replace with compacted structural fill as required by the specifications.

i. The structural drawings do not include any information about the undercut and fill for the new building areas. Please provide?

1. S-001 – Foundation Note #1, 2, 3 state the requirements for the soil but without providing any information on the existing soil it is impossible for the offerors to know what mitigation measures will have to be taken in order to provide soil that is capable of supporting the bearing requirements. Please provide the assumption that the VA has on the existing soil?

RESPONSE: LOOKS LIKE THE FOUNDATION NOTE #7 WAS A HOLD OVER FROM A

PREVIOUS PROJECT. WE DO NOT HAVE UNDERCUT ON THIS PROJECT THAT WE ARE

AWARE OF BECAUSE WE DO NOT KNOW THE SOIL CONDITIONS BELOW GRADE. THE

REQUIRED BEARING PRESSURE FOR THE TWO ENCLOSURES IS BASED ON IBC

MINIMUM SOIL VALUES TYPICAL FOR THIS AREA, AND SHOULD BE EASY ENOUGH TO

ACHIEVE.

WE DON’T ANTICIPATE THERE BEING A NEED FOR MUCH SOIL REMEDIATION, BUT

WITHOUT A GEOTECH INVESTIGATION I CANNOT GIVE A DEFINITIVE ANSWER AS TO

WHAT THE CONTRACTOR IS ASKING.

IN MY OPINION, THE CONTRACTOR SHOULD BE ABLE TO PRICE A FOUNDATION

INSTALL WITH SOME REASONABLE ALLOWANCE FOR UNSUITABLE SOILS. PLEASE LET

ME KNOW IF YOU REQUIRE MORE INFORMATION AT THIS TIME.

5. In talking with our Fueling System contractor this week, several concerns have been raised:

1. The way the underground piping is to be run on the drawings violates EPA regulations. The drawings show that the underground fuel piping is to be run inside a 12” PVC chase pipe. The only way that can be done is if the 12”PVC chase pipe is a straight run. The PVC pipe cannot have any “L’s” or turns. The EPA accepted types of piping for underground fuel pipe if run inside a 12” case pipe has to be a straight run with zero 90 degree turns. The drawings show if we put our transition sump in the west corner of the generator building it would run straight into the door of the generator building. Therefor it would require a turn and that will not work. Please clarify:

i. If the piping can be run without the 12” chase pipe?

ii. If the transition sump can be put on the eastern corner of the tank building facing the generator building, then the generator building transition sump could be installed in the electrical room of the generator room? However, this may be against fire code, the A/E need to advise?

1. It is not clearly shown on the drawings where the fuel fill line from the tank to the remote fill box will need to be located? It is unclear if the remote fill fuel line will need to be underground or aboveground. Please advise.

2. Please provide an extension to the bid date for once these answers are received in order to finalize pricing accurately.

RESPONSE: RFI #5:

1. FUEL OIL PIPING CAN BE RUN UNDERGROUND IN A CARRIER PIPE DIRECTLY

FROM THE LOCATION IN THE GENERATOR BUILDING TO THE NORTH WALL OF

THE TANK BUILDING AS SHOWN BELOW MARKED IN BLUE. UNDERGROUND

FUEL OIL PIPING SHOULD BE DOUBLE CONTAINMENT TYPE. DID NOT SEE

ANYWHERE THAT WE SHOW A 12” PVC CARRIER PIPE REQUIREMENT.

2. REMOTE FILL STATION IS SHOWN ON THE TANK BUILDING, KEYNOTE 7. THERE

IS NO UNDERGROUND PIPING ASSOCIATED WITH THE REMOTE FILL LINE.

6. Lastly, it has been brought to our attention that employees currently occupying Building 18 (Laundry Facility) may be represented by a labor union.

1. Please confirm whether the Building 18 occupants are represented by a labor union and whether any union representatives are involved in matters relating to employee working conditions during construction activities.

Response: The Government is reviewing whether Building 18 employees (Laundry Facility) are represented by a labor union. If union representation is confirmed, information will be shared in accordance with FAR 52.222-5 (Construction Wage Rate Requirements) and related clauses. Any coordination with employee representatives regarding working conditions during construction will be managed by the Government. Contractors shall not engage directly in labor-management relations for VA employees.

Reference:

See FAR 52.222-5 (p.25), FAR 52.222-6 (Wage Determination, p.44), and additional labor standards clauses and guidance.

2. If so, please clarify how complaints or grievances related to working conditions, temporary disruptions, noise, access restrictions, or other construction-related impacts will be handled.

Response: Your contract scope, as defined in the solicitation (see SOW and “Safety and Compliance”), requires coordination with the COR to minimize disruptions and maintain safe working conditions (see Statement of Work, p.5– 11; Safety and Compliance, p.32–33). Any complaints or grievances from facility staff (union or otherwise) about contract-related disruptions will be submitted to the COR. The COR will coordinate resolution, including necessary communication through union channels.

The contractor shall not address staff/employee labor grievances directly (see VAAR 852.236-80, p.86).

Complaints unrelated to contractor actions, or relevant solely to VA internal labor relations, are managed solely by the Government.

3. Please confirm that complaints, grievances, or concerns arising from labor union agreements, requirements, or internal union matters that are outside the Contractor's contractual responsibilities will not be attributed to the General Contractor's performance record, provided the Contractor is operating in accordance with the contract documents and Government-directed construction activities.

Response: No. As addressed under “Performance Standards” (p.38) and applicable contract clauses (see FAR 42.1500; SOW Roles and Responsibilities;

VAAR 852.236-80), the contractor is responsible for matters within the scope of the contract and for following all COR/CO instructions. Union grievances or complaints about matters outside the contract scope, or arising solely from internal VA labor policies/agreement, will not be attributed to the contractor’s performance record, so long as the contractor operates per contract documents and Government direction.

VAAR 852.236-80 (p.86)

4. Please identify any labor union requirements, restrictions, coordination procedures, or special considerations known to the Government that may affect construction operations so that offerors may appropriately account for them in their planning and pricing.

Response: At this time, the Government is not aware of any unique union requirements or responsibilities beyond compliance with all applicable labor standards provisions included in the solicitation (see Table of Contents: Section 2.4–2.5; 52.222-5; 52.222-6; all labor standards at p. 44–48). If any such labor union requirements, access restrictions, or special considerations that could affect construction operations are identified prior to notice to proceed, the Government will notify the successful offeror (see FAR 52.222-5, FAR 52.222-

4/6/8/10/11, VAAR 852.236-80).

The contract already requires maintaining uninterrupted laundry operations, after-hours work as needed, and coordination with COR on access and work sequencing. Contractor proposals and pricing should already account for these general requirements as described in the SOW and all solicitation sections.

VAAR 852.236-80, FAR 52.236-10

General Requirements/Safety (p.32–34) — already require coordination with

COR

If new or additional union restrictions become applicable, the Government will provide written guidance to contractors per standard RFI/addendum processes, in accordance with FAR/VAAR labor standards.

Additional General Notes:

All contract performance involving VA employees, facilities, or operations must be coordinated with the COR (see SOW, Roles and Responsibilities). Contractors must comply with all labor laws (see incorporated FAR/VAAR labor clauses). The “Performance Standards” (see p.38), “General Requirements” (see p.32), and VAAR 852.236-80 clarify that the Government will not hold the contractor accountable for issues outside the contract scope or their contractual responsibility.
