About this file

This document is a Request for Information (RFI) Log for Amendment #0004 to the VISN 7 Construction Multiple Award Task Order Contract (MATOC), contract number 36C24726R0026. The RFI log contains 68 questions and government responses addressing clarifications on proposal submission requirements, evaluation criteria, and contract administration. Key procedural clarifications include: (1) all amendments must be acknowledged on page 2, block 19 of the offer; (2) the same contractor may be awarded multiple seed projects; (3) technical proposals are limited to 50 pages, with CPARs, quality control plans, references, resumes, and supporting attachments excluded from the page count; (4) offerors must submit four hard copies of technical proposals for each seed project proposed, plus electronic copies via email with 10MB file size limits; (5) each seed project requires separate technical and price proposals with all Tab A and Tab B requirements completed independently; and (6) proposals may be submitted for one, two, or all three seed projects without preference advantage.

The RFI clarifies that this is a multiple award task order contract for Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with three demonstration seed projects evaluated separately as independent entities. Specific guidance addresses past performance evaluation, surety bonding requirements (accepting SBA bond guarantee program and Treasury Department Circular 570-qualified sureties), construction staff qualifications, wage determination updates per Davis-Bacon requirements, coordination protocols with VA Engineering and OIT, and submission mechanics including hard copy delivery to Ralph H. Johnson VA Healthcare System in Charleston, SC, with courier contact numbers 843-467-3521 or 843-304-1993. The proposal submission due date was extended to June 17, 2026, at 2:00 PM Eastern. Font requirements specify Times New Roman 12-point for body text, with 10-point acceptable for tables and charts. The document confirms that submitting proposals for all three seed projects does not result in higher evaluation scores or preference during the award process.

Site Visit Recovery for Out-of-Region Offerors - The three Seed project site visits were conducted on April 21 (Charleston SC), April 22 (Decatur GA), and April 23 (Birmingham AL), 2026. MARZ as a Washington-domiciled SDVOSBC firm headquartered in Seattle was unable to attend any of the three site visits due to the geographic distance and short notice. Will the Contracting Office consider providing comprehensive site photo / video packages, virtual walkthroughs, or detailed Q&A from the site visit attendance rosters (which we observed are included as separate attachments) to support out-of-region offerors who were unable to attend the formal site visits?

Will the Contracting Office accept written narratives in the Volume I Technical Proposal that acknowledge the missed site visits and rely on the drawings, specifications, and publicly available campus information?

No additional site visit information will be provided. Sufficient information is provided in the solicitation to provide pricing for the various seed projects. The VA will not consider providing comprehensive site photo /video packages, or virtual walkthroughs; however, all questions received in writing prior to the cutoff (stated in amendment 0003 answer #23) will be provided via an amendment to support all prospective offerors.

Site visit attendees were informed to submit any questions in writing and responses would be provided by amendments.

Attendees were advised that anything discussed at site visit was immaterial unless changed in writing by amendment. Offerors are to submit technical proposals in accordance section 1.2.6 and as amended if applicable.

REQUESTED CLARIFICATION/INFORMATION GOVERNMENT RESPONSE

MATOC RFP

1.2.3.1(a)(5)( b)

Experience Information Forms — Sub-element b "Construction Staff" Detail Level. Section 1.2.3.1(a)(5)(b) requires offerors to "describe your construction staff and how they will respond to the requirements of this multi-discipline contract." Will the Government please clarify the level of detail expected — specifically, is a high-level organizational chart with role descriptions sufficient, or are individual key personnel resumes required? If individual resumes are required, what is the expected page count or attachment treatment given the 40-page Volume I Technical limit?

The Government expects a sufficient level of detail to demonstrate the construction staff’s capability to support the multi-discipline contract. A high-level organizational chart accompanied by role descriptions should be sufficient to outline the structure and responsibilities of your team. If individual key personnel resumes are provided, although not required, they should be concise and focused, and are not included within the 50-page count. Resumes should be limited to one to two pages per key individual, and should be submitted as an attachment or appendix to the main technical narrative.

MATOC RFP

1.2

Past Performance Questionnaire Submission Mechanism. - Section 1.2 states that "Past Performance shall be returned to the Government directly by the respondent to the email address identified in the Due Date & POC block of the PPQ" and "Completed PPQs submitted directly by the offeror or included in the offeror's proposal will not be evaluated."

Will the Government please confirm: (a) the email address to which respondents must return PPQs, (b) the deadline for PPQ return relative to the proposal due date, and (c) whether MARZ should issue PPQs to past project POCs at least 14 days prior to the May 28, 2026 due date to ensure timely return?

The designated email addresses for respondents to submit PPQs is included in the attachment and has been confirmed as correct. PPQs must be received by the proposal submission due date. While it is ultimately at the offeror’s discretion when to issue PPQs to past project POCs, it is advisable to do so as early as possible to ensure timely receipt.

1.2.3.1

Past Performance Independence vs. Teaming Partner. - For an SDVOSB Mentor-Protégé Joint Venture or a teaming arrangement where MARZ as SDVOSBC prime is paired with a first-tier subcontractor that performs the bulk of construction execution, will the Government please confirm that past performance projects performed by the proposed first-tier subcontractor (with the relationship clearly described per FAR 15.305(a)(2) and Section 1.2.3.1) will be considered equivalent to MARZ's self-performed past performance for purposes of Factor 2?

FAR 15.305 refers to Estimating Systems. The FAR overhaul is located at https://www.acquisition.gov/far-overhaul/far-part-deviation-guide. While subcontractor past performance will be taken into consideration, it will not be considered equivalent to prime contractor past performance for purposes of Factor 2. MATOC RFP

1.2.8

Volume III Price — Seed Project Pricing vs. MATOC Base. - Section 1.2.8 requires Seed Project Price Proposals for each of the three Seeds. Will the Government please confirm: (a) is the MATOC base contract price separate from the Seed Project Task Order pricing, (b) are the Seed 1, 2, and 3 prices added together to determine the total evaluated price under Factor 3, and (c) does the Itemized Cost Breakdown (Attachment 7) need to be completed for each Seed Project separately?

The MATOC has no base price. Each seed project is an individual task order and must be priced separately. The prices for each task order are not combined to establish the total evaluated price under Factor 3. An itemized cost breakdown must be completed separately for each seed project for which offerors choose to propose on. Offerors are advised to review the solicitation and amendments for a comprehensive understanding of the MATOC structure and subsequent task orders.

GENERAL

Coordination with VA Engineering and OIT During Performance. Will the Government please clarify the typical coordination meeting cadence with the VA COR, VA Engineering Service, VA Infection Control Officer, and (where applicable per Seed scope) VA OIT for the duration of each Task Order's performance period?

The Government notes that coordination requirements are task order-specific and may vary slightly depending on the facility and scope of work. Typically, the cadence of coordination meetings with the VA COR, VA Engineering Service, VA Infection Control Officer, and VA OIT will be established at the start of each task order and tailored to the specific needs and scope of that facility. Offerors should anticipate that meeting frequency may range from weekly to monthly, as appropriate, and should remain flexible to accommodate the unique requirements of each facility during performance.

VA10091 Financial Database Registration Lead Time. - "Offerors who have not previously done business with VA must complete VA10091 to register in financial database (See Attachment 6)." MARZ as a SAM-active SDVOSBC has not yet executed a VA contract directly. Will the Government please confirm the VA10091 registration lead time and whether registration must be completed prior to proposal submission or only prior to first invoice?

The Government confirms that there is no specified lead time for VA10091 registration. Registration can be completed prior to the submission of the first invoice. 1.2.1.3

Amendment #1 RFI 16 addressed the removal of the quality control from the page count, but even with that measure, 40 pages limit for a GC submitting 6 references, is still too tight.

1.2.8.3

I am also aware that the proposal content was addressed in amendment #1 RFI 4 , but wanted to be sure that other than, the “technical” and “Price” for every SEED, there is nothing else.

Submission requirements are listed within the solicitation. A technical and price proposal is required for each seed project.

Section 1.2.8.3 "...by the proposal due date and time as specified ..." . Offerors do NOT need to submit a proposal for all three seed projects, but must submit a proposal for at least one seed project to be considered.

REQUESTED CLARIFICATION/INFORMATION GOVERNMENT RESPONSE

MATOC RFP

GENERAL

In Amendment 0001, the response to RFI 29 states that “a complete quality control plan should be submitted specific to each seed project (not general to MATOC).” However, on page 12 of 123 of the solicitation, Factor 1, Subfactor 2 – Quality Control includes Subfactors 1 through 6, which address topics such as subcontractor management, safety and infection control, scheduling, and compliance procedures. Based on the Government’s response to RFI 29, please confirm whether only Subfactor 1, “Quality Assurance/Quality Control Plan,” is intended to be specific to the seed project(s), while Subfactors 2 through 6 are intended to address the Offeror’s overall MATOC approach and corporate procedures.

The seed projects are demonstration projects. The Technical proposals (including the Quality Assurance/Quality Control plan), and price proposals are seed project specific and not for overall MATOC approach.

MATOC RFP

1.2.5

Section 1.2.5 does not specify formatting requirements for the Technical Proposal related to font type or font size. Due to the volume of information requested within the established page limitations, please confirm that Offerors may utilize Times New Roman, 10-point font throughout the Technical Proposal submission. Alternatively, if Times New Roman, 12-point font is required, please confirm that resumes and supporting attachments (e.g., letters of commitment, bonding letters, EMR letters, and similar supplemental documentation, CPAR Evaluation) may be excluded from the page count, and that tables, charts, and figures may be provided in Times New Roman, 10-point font.

Times New Roman, 12-point font is required. Quality control plan, resumes and supporting attachments such as letters of commitment, bonding letters, EMR letters, and CPARs are excluded from the page count. Tables, charts, and figures may be provided in Times New Roman, 10-point font. Also see answers to questions 21, 23, 44, and 48.

REQUESTED CLARIFICATION/INFORMATION GOVERNMENT RESPONSE

MATOC RFP

GENERAL

Question #2 answered in Amendment 0001 states that a technical proposal and a price proposal are required for each seed project that the offeror would like to be considered for. “For example, if you would like to be considered for seed project #1 and seed project #2, you will submit a technical and price proposal specific to seed project #1 and a technical and price proposal specific to seed project #2.” Can you please clarify that these are to be different technical proposals? This also opens up the potential for one offeror to have multiple different technical proposals in consideration for the overall contract vehicle, whereas an offeror only interested in one of the seed projects will only have a single technical proposal in consideration.

Technical proposals are specific to seeds projects. Each of the three seed project stands on its own. If a prospective offeror submits a proposal for seed #1, seed #2, they will submit two different technical proposals, two price proposal with each containing all the requirements as stated in the solicitation.

Offerors do NOT need to submit a proposal for all three seed projects, but must submit a proposal for at least one seed project to be considered.

MATOC RFP

1.2.1.4

Can both a joint venture and one of its members submit a proposal as long as they are not competing for the same seed project?

Yes. Seed projects are independent of themselves.

MATOC RFP

1.4.1.2

Please confirm that Seed Project 1 in Charleston, SC is the ONLY tax-exempt seed project and Seed Project 2 and Seed Project 3 should include tax.

Confirmed. See RFP section 1.4.1.2

Any RFI received by the established deadlines that have not yet been answered in a previous amendment will be answered in a forthcoming amendment.

Please be advised that the due date for submitting questions has passed. The Government is no longer accepting questions. We appreciate your understanding and look forward to your proposal submission.

Note: Submitting proposals for all three seed projects WILL NOT result in a higher evaluation score or any preference during the MATOC evaluation process.
