About this file

This document is a Questions and Answers (Q&A) addendum related to a VA (Veterans Affairs) fire alarm system maintenance contract. The Q&A addresses five key clarification points, including: 1) consumable item replacement (batteries, smoke detector chambers should not be included in final pricing, with some items in station stock), 2) CLSS Gateway monitoring licenses (contractor should include licensees/new gateways as a precaution), and 3) emergency response requirements (three-hour response time mandatory 24/7/365).

Additional contract details include confirmation that services may be subcontracted (contrary to an initial contract statement), and the VA's inability to provide existing fire alarm inspection reports. The document suggests potential vendors should seek additional specific information about the campus fire alarm system's size and complexity to accurately price the contract. The responses appear designed to provide clarity and guidance to potential bidders on key contract specifications and expectations.

Text version

1. Regarding the annual maintenance scope, will the replacement of consumable items such as batteries and smoke detector chambers be included, or should those be addressed through the $20,000 repair contingency fund?

The station will have some of these items in stock. Do not include the replacement of consumables in the final price.

2. Can you confirm if the CLSS Gateway monitoring licenses are provided by the government, or if they should be included as contractor-supplied items in the pricing?

The station has three gateways. The contractor should include licensees/new gateways as a precaution.

3. For emergency response requirements, does the three-hour arrival timeframe apply strictly during regular business hours, or is it expected to cover 24/7/365 situations?

Yes, the three-hour response time will be required 24/7/365.

4. The Contract states - The contractor must be able to perform all duties defined within this scope. Services may not be subcontracted, is this correct?

Services may be subcontracted. Please see updated SOW.

5. Could you request and/or provide the past inspection reports of an overall asset list that the VA keeps for this campus/scope? Some details in the document are limited, which might affect our ability to provide a price or could result in increased pricing due to assumptions.

We are not able to provide an existing FA inspection at this time. Feel free to ask specific questions if needed to get a better idea of the size/complexity of the campus fire alarm system.
