About this file
This document is a Request for Information (RFI) Questions and Responses file for the VA project "Expand and Rewire Parking Lighting" (Solicitation Number: 36C24625B0027), specifically for Project 637-25-132 located in Asheville, NC. The document contains 13 detailed questions and corresponding responses from the government regarding technical specifications, work scope, materials, and project requirements for a parking lot lighting infrastructure upgrade.
Key details include clarifications about work performance times (primarily outside normal business hours), contractor responsibilities for testing and continuity of existing wiring, specific instructions for fixture replacements and installations, and government-furnished material provisions. The responses provide extensive guidance on electrical work, including conduit installation methods (preferring boring), pole base relocation, fixture replacement protocols, and updated drawing notes. The government emphasizes that contractors are responsible for bidding based on provided documents and must include installation of all necessary components, including government-furnished items, with a detailed inventory of materials to be attached to the solicitation.

Expand and Rewire Parking Lighting Questions and Responses
637-25-132
1. SOW Scope 1. "Work is expected to be performed during and outside of normal business hours." Can the Government please identify which areas will need to be done outside of normal working hours?
Phasing is necessary to control and mitigate building and parking lot interruptions and down times. The government anticipates all service interruptions to be performed outside normal business hours, i.e. where wire is to be connected to building electrical panels, work must be scheduled and performed after hours or on weekends.
2. Will any repairs necessary to existing lights but not identified on the drawings, I.E.
damaged wiring, broken or missing parts etc. be handled as a latent condition?
Clouded note has been included on Drawing E100 stating “Testing Note:
Contractor is responsible for confirming continuity of all wiring. Conduct megger testing and provide results to the VA COR”. Bid magnitude to include continuity testing. Should continuity testing reveal deficiencies, they will be handled on a case-by-case basis.
3. Drawing E100 keynote. Would the Government accept concrete pavement or cold patch instead of hot asphalt?
Use hot asphalt patch to match up with existing asphalt.
4. Drawing E200 Fixture Matrix. The verbiage is confusing about what items are contractor supplied and what is government supplied. Can the government please clarify what items are contractor supplied?
Any items noted as “existing” or from “existing stock” or from “Owner stock” are government supplied. New circuiting and new bases noted are contractor supplied, along with the installation of any government furnished stock items. A detailed inventory of Government Furnished Material is attached.
5. On drawing E200 there is an “existing lighting fixture schedule.” None of these fixture notations are notated on the E100 site plan. Is this schedule for reference only?
Or is the contractor providing any fixtures per this schedule? How does this schedule correlate to the drawings?
Existing Lighting Fixture Schedule is for reference only. Fixtures tags with A## are types S1, S2, or S3. Fixtures tagged with P## are types B1 or P1. A detailed inventory of Government Furnished Material is attached. Note: On the list of fixtures on the 3 tables at the top of E200 showing specific work required at each Pole, please note the updated “clouded” items for description of work at each fixture location. All items clouded and not clouded shall be accomplished per the updated Drawing E200 attached.
6. On drawing E200 there is a list of every fixture and what is to be performed for each one at the top of the page. All fixtures state either “pole is existing” or “fixture is existing” or to “install from existing stock.” None of the fixtures call for new to be supplied by the contractor. Please confirm there are no new fixtures to be contractor supplied.
A detailed inventory of Government Furnished Materials is attached.
7. When we walked the site, it was discovered that many fixtures were not existing that the drawings show as existing. Specifically fixtures A20, P27, P28, P35, P36, P37, P39, P40 do not currently exist. The notes at the top of drawing E200 for these specific fixtures all state “existing pole and luminaire to remain.” Please confirm which specific fixtures on the drawings in fact, do not exist and if the Government is supplying them or if they are contractor supplied.
It is the Contractor’s responsibility for bidding the project based on provided documents (inclusive of Solicitation and all attachments), please see attached revised Drawings and Gov’t furnished materials list. If anything is missing from list it is the Contractor’s responsibility to provide those materials.
Contractor shall include installation of all components needed to complete the project, including installation of government furnished items. Drawing E200 has been updated to show these and other fixtures as “clouded.” Bid to perform work as shown on the update Drawing E200 both “clouded” and “not clouded” for each fixture. A detailed inventory of Government Furnished Material is attached.
8. For new conduits between poles, is it up to the contractor to either saw cut/ trench or directional bore by means and methods? Or is one of these specific methods required?
Boring is preferred.
9. On drawing EW100 behind Building 15 the notes state to “remove existing pole base and to relocate pole base to pole #A3.” Is it the Government’s intent to relocate and reuse this pole base or to demo the existing pole base and pour a new one at location #A3?
Intent is to demo and place a new pole base. See updated Drawing E100 clouded to show new location for new base and 25’ light pole and luminaire, approximately 40 feet from the existing base to be removed. A detailed inventory of Government Furnished Material is attached.
10. It was stated at the site visit that the contractor is to provide new 480 volt in-line fuses for certain poles. All the fixture notes at the top of drawing E200 specifically state “Include in-line fuses from existing stock.” Please confirm if contractor is providing in-line fuses or if the Government is supplying from existing stock.
All items noted from “existing stock” will be provided by the Government. A
11. If contractor is to provide in-line fuses, please specify size and voltage.
All items noted from “existing stock” will be provided by the Government.
Fuses are provided on the detailed inventory of Government Furnished Material is attached.
12. If contractor is supplying in-line fuses, please identify which fixtures these are to be supplied for.
All items noted from “existing stock” will be provided by the Government. A
