IMPORTANT NOTE: Spec 01 91 00 – General Commissioning Requirements Amended to include:
The Contractor’s commissioning responsibility is to appoint an independent commissioning Agent to perform commissioning process prior to project close out. Any commissioning observations and issues that are found throughout the commissioning process will be forwarded to the A/E on record and the VA for final approval.
*Another amendment will be posted on or about 3/15/2024 to provide new stamped drawings and electrical sheets.

Question: Who provides the Aspirating Smoke Detection Panel (ASP-1)? BAS contractor?
Answer: The Prime contractor shall determine the SOW for the various subcontractors.
Question: Is there a preferred brand for the ASP-1?
Answer: The basis of design equipment is Xtralis Question: Please confirm that the contractor providing the ASP-1 will also be providing all of the associated devices (audio/visual alarms, space pressure transducers, control of fans/fire-smoke dampers/motorized dampers/AHU-54 interlock/etc.
Answer: The Prime contractor shall determine the SOW for the various subcontractors.
Question: Spec calls for “the control system shall accommodate 1 Engineering Control Center (ECC) and the control system shall accommodate 5 web-users simultaneously – VAMC Durham currently has a Siemens BAS with capability for 5 simultaneous users, please confirm these existing systems are sufficient and do not need to be modified.
Answer: No new ECC is required.
Question: Spec calls for 230923 to provide the VFD’s – Please confirm if BAS contractor is to provide VFD’s.
Answer: The Prime contractor shall determine the SOW for the various subcontractors Question: Spec clarifies that “this facility’s existing DDC system is manufactured by JCI” – Currently VAMC Durham has a Siemens DDC BAS, please confirm this.
Answer: The system shall be controlled by the new JCI Fire Alarm panel for the atrium with read only notification to the Siemens DDC.
Question: Spec calls for an “upgrade to the existing DDC systems ECC. The upgraded ECC shall continue to communicate with the existing DDC system’s devices. The upgraded ECC shall communicate directly with eh new native BACnet devices over the existing control system’s communications network”. It continues to describe the “combined system shall operate and function as one complete system. VAMC Durham currently has a Siemens BAS with that is utilizing Siemens P1 and P2 communication protocols due to the VAMC Durham IT groups not allowing BACnet on their network. Please confirm utilizing the existing Siemens BAS will be sufficient and do not need to be modified and also that utilizing Siemens P1 and P2 communication protocols will be allowed.
Answer: Confirmed.
Question: Spec calls for the controls and instrumentation subcontractor to be responsible for temporary operations and maintenance of the control system during controlling period until final commissioning. Please confirm if this is required.
Answer: Confirmed Question: Spec calls for a BACnet protocol analyzer to be provided. RFI #7 discusses utilization of P1/P2 communication so this should not be needed, please confirm.
