About this file
This document contains a request for information (RFI) and responses regarding a federal contract opportunity to install a modular cleanroom at a Veterans Affairs medical center. The opportunity involves furnishing and installing a pre-manufactured modular ISO class 7 cleanroom, compounding areas, equipment, and finishes to meet USP chapters 797 and 800 standards. The estimated value is between $500,000 and $1 million. The NAICS code is 236220. The opportunity is a 100% service-disabled veteran-owned small business set-aside issued by the Department of Veterans Affairs Veterans Health Administration VISN 6. The deadline for questions is February 18, 2022 and bids are due on March 4, 2022 with a virtual bid opening on March 10, 2022.
The RFI responses provide clarification on the cleanroom specifications, scope of work, equipment responsibilities, and inspection requirements. The general contractor is responsible for furnishing and installing the entire cleanroom project, including the modular wall system, according to the basis of design. Site plans, specifications, and responsibilities for items indicated for the cleanroom manufacturer Qlean Air Scandinavia in the documents apply to the general contractor or a subcontractor.

RFI’s for Building 5 Pharmacy Cleanroom Installation
VA Project # 659-20-100
1. I wanted to inquire about the scope of work regarding the proposed cleanroom in Salisbury NC. Do you have a basis of design specification for the modular wall system?
Response: The Basis of Design for the Modular Cleanroom was from Qlean Air Scandinavia (QAS on drawings and in specifications). POC is Amanda Myer Tel 704- 519-9233.
2. This job was recently bid as an RFP and canceled. Based on review of the plans and specs, there have been no design changes- the revision dates on the plans and specs are the same as when the job originally bid. Is there a chance the job will be canceled again if prices are over the VA's budget?
Response: The last RFP was not cancelled due to price received. Bids are evaluated per the RFP. Project Description is for a Modular System to meet regulatory requirements. The GC/Prime Contractor/SDVOSB is responsible for the entire project per the RFP. The pre-manufactured modular system can be by a separate entity/subcontractor such as QAS or Equal. Plans/Specifications are as per RFP package. QAS/Equal would supply their shop drawings during construction to meet those on plans/specs.
3. The solicitation indicates that the clean room system is to be by the GC, but the plans which are the same as the original plans still indicate that the clean room is by a separate entity (QAS) and there are no details of the clean room on the plans and no specs for the clean room. Please confirm if the clean room system is to be completed by others as indicated on the drawings or if this is now to be by the GC. If this is now to be furnished and installed by the GC - details, section cuts, shop drawings, and specs are needed in order to bid the system by QAS or in order to bid an "equal" system.
Response: See response to RFI #1 and RFI #2. The GC is responsible for the entire project. The Statement of Work/Scope of Work is for a pre-manufacturer system…that is a modular ISO class 7 cleanroom. Where drawings and specifications mention QAS, that is the basis of design and they or a Cleanroom Manufacturer equal may perform the work as a subcontractor for the GC.
4. If the clean room is to be by the GC, please provide specifications.
Response: See response to RFI #1 and RFI #2.
5. If the clean room is to be by the GC, please provide details and section cuts of the system.
Response: See response to RFI #1 and RFI #2.
6. The specs indicate that the VA is to determine if the LSP Panels (W2) are to be used in the pharm staging area. The drawings call for the W1 special wall coating (100% solids) at all existing walls, but also shows W2 on the finish schedule which represent the LSP panels with the note “TBD”. Even though there is one section of wall indicated to receive both W2 and W1 on the actual floor plan on sheet A002, the notes on the plan indicate “TBD” for the W2 panels and the specs also indicate that this is to be determined by the VA. Please provide a clear plan to indicate the location of all W2 panels.
Response: Walls will be finished as W1 per spec section 09 96 59 where W1 and/or W2 is indicated in drawing/specs/finish schedules.
7. Reference Sheet A001, please verify if "stands" as noted in the Equipment scheduled are to be provided by the Government. The schedule states to "confirm stand" is available.
Response: If required, ‘stand’ to be provided by Government
8. Several items on the Equipment schedule are noted to be by QAS. What does QAS stand for and what is their contact info?
Response: See RFI #1. Equipment Schedule is shown on Drawing A-001. All Equipment not furnished by Facility is the GC responsibility for the entire project scope of work per the RFP. Equipment may be supplied by QAS or an equal manufacturer by the GC.
9. Please provide drawings, details, and specifications for all of the QAS equipment.
Response: See RFI #1, RFI #2, RFI #8
10. Note 7 on sheet A001 indicates that QAS is to install welded sheet floor. Please confirm this is not to be by the GC or provide revised plans and specs with correct scope of work.
Response: See RFI #1 and RFI #2. GC is responsible for entire project. Clarification of scope of work by QAS/Equal is up to GC.
11. The equipment and furnishings schedule on sheet A-001, the Interior Finish Schedule on sheet A-002, and notes 1.5 and 1.7 on sheet A002 still indicate several items are to be manufactured and installed by QAS or equal and not by the GC. This contradicts the solicitation. Please provide updated documents if all of these items are now to be furnished and installed by the GC. Additional plan details and specs will be needed.
Response: See RFI #1, RFI #2, RFI #8, RFI #9, RFI #10.
12. After updated documents and clarifications have been provided on the Clean Room Wall system we ask the GC be allowed an opportunity to review and submit additional questions if needed.
Response: See RFI #1, RFI #2 and RFI #10.
13. Please verify if the Superintendent can serve as the project Superintendent, SSHO, CSP, and Quality Control Manager. If no, please provide the total minimum number of people that will be allowed to fulfill the roles of all 4 positions of Superintendent, SSHO, CSP, and Quality Control Manager. The specs appear to indicate that one person can serve all roles. Spec section 01 35 26 states "The SSHO or an equally-qualified Designated Representative/alternate will maintain a presence on the site during construction operations in accordance with FAR Clause 52.236-6: Superintendence by the Contractor." This FAR clause is referencing a Superintendent which can be interpreted that the SSHO is also the Superintendent. Spec section 01 45 00 also appears to indicate that the Quality Control manager is also the Superintendent/SSHO.
Section 3.4 of spec 01 45 00 states "The Safety and Health Manager shall satisfy the requirements of Specification 01 35 26 Safety Requirements and reports directly to a senior project (or corporate)." Spec 01 45 00 further states, "This CQC System manager is on the site at all times during construction and is employed by the General Contractor. The CQC System Manger is assigned as CQC System Manager but has duties as project superintendent in addition to quality control." If these specs are being interpreted incorrectly please clarify the total # of individuals that are required onsite -full time.
Response: Superintendent can serve as Superintendent, SSHO and Quality Control Manager dependent on their resume and qualifications. A separate person shall act as CSP. See specification 01 35026/1.9 Inspections sub-paragraph B. A Certified Safety Professional (CSP) shall randomly conduct monthly site safety inspection. This person can be a corporate safety professional or independently contracted
14. What is the slope of the existing floor? This info is needed in order for all GC's to bid the same scope of work as will be needed to meet the tolerances as required by the Clean Room Wall system manufacturer. This will need to be confirmed prior to the bid.
Response: GC to verify per drawing A-002, interior finish note1.2
15. Please provide info, product/manufacturer of 2-way communication cameras that are to be installed.
Response: GC to submit.
16. Please provide info, product/manufacturer of closed circuit television cameras that are to be installed.
Response: GC to submit. VA security uses Genetec.
17. Please provide reflected ceiling plans for all work that is to occur outside to of clean room area where MEP work will be installed - reference sheets MD101, MD102, MH101, MH102, and S101.
Response: Reflected ceiling plans shown on drawing A-005, detail 1.
18. Reference sheet E101 - notes 8 and 9- Please provide the tie in location so that the proper amount of wire can be figured for both of these items. If the tie in location is outside of the clean room area, please provide reflected ceiling plans so that the amount of ceiling rework can be estimated. Please also confirm if new conduit is to be used to the tie in location or if existing cable tray can be used for both items.
Response: Plan for tie in to either panels shown on drawing E-101 or location within 100’.
19. Spec 01 35 26 section 1.9 indicates that the SSHO shall conduct daily safety inspections and then also indicates that a separate CSP shall conduct monthly safety inspections. Please verify if these are to be two separate individuals or if the onsite SSHO can conduct all required safety inspections.
Response: See RFI #13.
20. Please provide specs/wiring requirements for the two camera systems that are shown on the electrical drawings. The price/cost schedule has been updated to include the alternate prices.
Response: See RFI #15 and RFI #16.
21. There does not appear to be any clear instructions as to what documents are to be included in the bid package. There is a price/cost schedule that has one unit price on it.
On page 01 00 00 - 2, in the specifications, there are alternate prices. Can you release a complete list of what needs to be included in the bid package? The price/cost schedule has been updated to include the alternate prices.
Response: Information has been added to address the bid package. Please refer to updated Price/Cost Schedule. There are no alternates for this project. Specification 01 00 00 para 1.3 will be deleted.
22. There are two forms in the file marked "Deviation". Do these forms need to be included in the bid package as well?
Response: Yes.
23. Please provide details or shop drawings for the clean wall system so we can see power, security, fire alarm access points.
Response: See RFI #1, RFI #2, RFI #3, RFI #4

Response: Notifier
25. Who is the current security company that services the VA?
Response: VA Police
26. Where are the camera and security tie in points?
Response: See RFI #18
27. Do we need to install conduit for the camera and security home runs or is there cable tray installed we can use?
Response: See RFI #18 and RFI #26.
28. Please provide a spec and tie in location on the 2x2 Lay in PA speakers.
Response: See RFI #18, GC to submit
29. For the AHU and BMEF disconnects, are we only replacing currently installed disconnects or do we need to install new conduit and wire as well?
Response: See drawing MH103. AHU-46 existing to remain. AHU-49 and BMEF-1 are new units and need to be a total install item by GC.
