Eradicate Legionella in Building 1 and Clinical Addition – Construction Project 36C24525B0008
1. In reference to a certified water treatment operator - Contractors will be required to provide a certified water treatment operator during construction and start up of the chlorine injection system. VA is working toward training staff for the system.
2. In reference to a water treatment license – The VA is in the process of acquiring the water treatment permit with expectations that permit will be in place by the start up of the injectors at the end of the project.
3. Clarifications to the responses to RFI’s 22, 40 and 42.
a) What is defined as within the area of work (i.e. immediately surrounding the connection/demotion points, anywhere there is a potential of disturbing ACM while reaching the immediate area of connection/demolition?
VA Response: “The area of work” only includes the piping indicated on plans as being demolished and immediately surrounding the connection. Minor variations (+/- 10 percent) in quantities of ACM within the area of demolition indicated on the drawings are considered as having no impact on contract price and time requirements of the contract. See spec 02 82 13.13 part 1.2.
b) What size piping would be impacted as part of the area of work?
VA Response: Please refer to the pipe sizes indicated on the drawings for pipes shown as being demolished. Pipes not shown as being demolished should not be included in the “area of work”.
c) Is the contractor to abate the entire tunnel area?
VA Response: No, only piping marked as being demolished should be included.
d) The response states that all existing piping located inside the walls of 2178, 2180, 2176, 2175 shall be considered to contain asbestos. Abate all asbestos within the scope of work. Plumbing P-001 Note 13 states “No piping is to be removed from inside walls or chases.” Bidders were instructed to follow note #13 via RFI response #24.
Note: General work and phasing note 7 states that any piping located inside the walls of building 1 shall be considered to contain asbestos. Additionally, piping in the ceiling space of OFFICES 2178, 2180, 2176 AND ROOM 2175 and all piping in the tunnel shall be considered to contain asbestos.
Is the contractor to abate the asbestos in the walls of the rooms noted about or leave it in place?
VA Response: Piping inside the walls of the above mentioned rooms shall be abandoned in place. PP102C demo key note 1 states demolish dead ends per plumbing demolition note 13, meaning no piping is to be removed from inside the walls.
e) Would this be the same throughout the project as far as piping abandoned in place per note # 13?
VA Response: Generally yes, unless otherwise noted on drawings. There are several instances where pipes will need to be removed from inside the walls to allow for new balancing valve assembly installation. Examples include Basement of Building 1 (P100C, demo key note 7).
f) The response states to reference the asbestos report. This is assumed to be for the entire project. The report is 30 years old. Is the contractor to assume all piping insulation that is not going to be abandoned in place according to P-001 Note 13 is to be abated according to the provided quantities?
VA Response: No, the quantities in the report shall not be used. The quantities shall be estimated based on General work and phasing note 7 and response to question d) above.
g) Clarification for work within the tunnels, where piping is located and how it is to be accessed.
VA Response: Access panels are generally located in the basement floor for access to piping under the basement floor. The contractor will need to verify existing conditions and available floor access panels located in the basement of Building 1. When the piping is located so that it is not accessible and cannot be demolished as shown on the drawings, the contractor shall bring this condition up to the COR for further instructions.
4. Clarification to RFI response # 37 for photographic documentation. Utilization of software such as Procore has the capability to store project photos taken via smartphone by the on-site superintendent and can be indexed in individual work area folders. That is acceptable to meet the requirement for photo documentation with the proper organization.
5. Clarification to the requirement for a CPIH. The government would be acceptable to allowing a CIH instead of a CPIH.
6. Clarification to RFI # 60 response for pre and post tab work. There is no reflected ceiling plan showing diffuser location in all areas of the hospital. However, the diffuser locations are shown on G-003 and G-009 where ICRA barriers are expected to be erected. 6th floor rooms don’t have diffusers shown and pre-tab and post-tab shall be included for the 6th Floor (2 AHU’s). Please also include two (2) additional pre and post TAB (2 AHU’s) to account for other areas where it will not be possible to erect ICRA barriers as shown on G-sheets. Total of 4 systems that will require post and pre-TAB shall be included in the bid.
a) Can mechanical drawings that show the design CFM for the registers, grilles, diffusers be provided?
VA Response: There are no existing drawings showing the design CFM. Contractor to perform pre-TAB to determine existing conditions.
b) When does the VAMC anticipate needing to see the post TAB readings (i.e. before the specific work areas are to be opened back up for hospital use, or when the complete work area that is serviced by a particular AHU is completed)?
VA Response: Post TAB results will need to be reviewed before patient care can take place in an area that was under construction.
c) Is it the intent of the post TAB reading to show that the project completion did not impact the HVAC system(s)?
VA Response: The intent of the post TAB is to show that the project completion did not impact the HVAC systems.
