Responses to Questions Received and Clarifications

1. QUESTION: Are there any Commissiong requirements? Section 019100 is not included in the Specification Manual. If required, will the Commissioning agent be appointed by the VA?

VA RESPONSE: Commissioning is not required

2. QUESTION: There is not a specification for Testing, Adjusting and Balancing provided in the Manual. Please verify that TAB will be needed and provide a Spec.

VA RESPONSE: Plumbing tests are specified in Section 22 05 11, Part 3.10. For HVAC, we understand that some supply and return grilles may be affected during plumbing installation. In such cases, the contractor shall ensure that airflow rates remain unchanged. To verify this, the contractor shall measure the airflow at all impacted grilles both before and after the plumbing work is completed. TAB Spec will be provided.

3. QUESTION: Please confirm that and all Basis of Design items and materials that the VA has satisfied all Buy American Waivers, if applicable, and sole source requirements as needed. Please provide us any Buy American Act Waivers that would be provided under this contract. This is not currently in the plans, documents, or specifications?

VA RESPONSE: No Sole source requirements or Buy American Waivers are required for this project. The basis of design is for reference only. The specifications are performance specifications.

4. QUESTION: Will the VA pay for the engineering and design submittals, as well as applicable deposits required by various manufacturers to put equipment into design and/or production?

VA RESPONSE: Payment for the project will follow work completed by an approved schedule of values and cost loaded schedule.

5. QUESTION: Is the new VA memorandum on bolts for steam and hot water systems applicable to this project? To our understanding A307 bolts are no longer allowed.

VA RESPONSE: Yes. The bolt specifications are for Master Specification Hydronic Piping (Specification 23 21 13, Section 2.3) and Steam and Condensate Heating Piping (Specification 23 22 13, Section 2.3). The sections are not in this project but still note that A307 bolts will no be allowed.

Plastic barriers must be affixed to the floor and ceiling and secure from movement or damage. If the contractor determines that the work in these rooms will take a few days or longer: the construction activity type will need to be upgraded to type C, the ICRA Class upgraded to type IV, and the barrier would then need to be a hard barrier. If hazardous materials are encountered and need to be abated, the construction activity will need to be upgraded to Type D and the precautions will need to be ICRA Class IV and a hard barrier would be needed.

50. QUESTION: Drawing G-008 shows a key note #1 & #3 in Rooms 5A-110A

b. Key Note #3: ICRA Class III

What ICRA Level is this area as Class III is usually hard barrier, but note #1 states plastic barrier?

a. VA RESPONSE: The work in Room 5A-110A falls within a patient group 3 (due to its location within a clinical suite). If the work in each room takes only a day or two, it can be considered construction activity type B - small scale, short duration, and ICRA Class III. A plastic sheet barrier would be acceptable for type B short-term construction activities within ICRA Class III precautions. Plastic barriers must be affixed to the floor and ceiling and secure from movement or damage. If the contractor determines that the work in this room will take a few days or longer: the construction activity type will need to be upgraded to type C, the ICRA Class upgraded to type IV, and the barrier would then need to be a hard barrier. If hazardous materials are encountered and need to be abated, the construction activity will need to be upgraded to Type D and the precautions will need to be ICRA Class IV and a hard barrier would be needed.
