Question NumberRequestor Question No.QuestionVA Response
11Electrical One-Line Diagram: Could you please provide the most recent electrical one-line diagram of the hospital's systems? This document is crucial for our team to accurately assess the existing infrastructure and propose tailored solutions. Please see attached one lines
22Anticipated Shutdowns: Understanding the anticipated number and schedule of electrical shutdowns necessary for the project is vital for our planning process. This information will enable us to propose efficient and minimally disruptive implementation strategies. Please see attached schedule
31What is the timeline for each outage? Is this flexible? Please see attached drsft schedule. This will be adjusted with input from the successful bidder including things like crew size and quantity as well as VA support crew size.
42What is timeline for completion of project? Is this flexible?Testing starts 1 to 2 months after NTP. Testing duration on the order of 6 weeks. Report due 2 months after testing. VA Review and approval 1-2 weeks after receipt There is room for some discussion and we may need to adjust schedule for campus peak cooling/load
53Do we need to bring our own lighting? No, please see revised SOW?
64Can we perform secondary injection instead of primary injection? We discussed that secondary injection is fine but I wanted to confirm.Yes, secondary injection should be performed where appropriate. However, this should be accompanied by CT/PT checks. See revised SOW.
75What style of 480V Breakers are present on sight? The old test report will have this information. Please see attached breaker settings spreadsheet
86What are the breaker settings? The coordination study will have this information. Please see attached breaker settings spreadsheet
97If settings are different in the field, who needs to be notified?COR needs to be notified and we'll likely revise settings.
108Is there a certain format that you want the testing and test results done?No particular format has been identified.
119What is the number of oil filled transformers? The old test report will have this information. Please see SOW. I'm not aware of any of these being dry type.
1210Is any LOTO or grounding required if other equipment is involved?LOTO will be required for all clearances.
1311Who will repair the equipment that is damaged or not fit for service? The successful bidder.
1412We will need list of equipment brand and model. The old test report will have this information. Please see attached breaker settings spreadsheet
151Will the VA supply 480V, 1P, 100A for our primary injection test set? This is required for all circuit breakers where secondary injection is not possible.Yes. However, please provide line item for providing generator. Plese see revised SOW.INCLUDED LINE ITEM FOR GENERATOR
162Please confirm all outage work will be performed on a weeknight or Saturday (overtime) and Sundays are excluded (double time). This will depend on duration and quantity of shifts for ATS 1 - ATS 10 in building 500
173Can you please provide a one-line drawing of the facility and the previous test reports? Please see attached one-lines. Previous test reports not available.
184We recommend adding testing of the switchgear batteries to the SOW. Would you like us to include them?
Please also include test of switchgear (Bldg 503A) Batteries in scope.UPDATED SOW
195RFQ I. STATEMENT OF OBJECTIVES lists cables , but no SOW is listed in IV. TYPE OF TESTS. Please confirm cables are excludes from the SOW.Testng of Cables has been removed from scope of work.UPDATED SOW
206Please add a section for Option Years and Hourly rates in B.3 PRICE/COST SCHEDULE.AgreeWILL INCLUDE LINE ITEM FOR OPTION YEAR THREE ONLY FOR FULL SERVICE AND MAINTENANCE AND INSPECTION
217We recommend following NETA maintenance intervals for option years: infrared scan, oil samples for transformers, ATS maintenance, and relay testing is performed annually, and full testing of all equipment every 3 years.Taking under advisement. However, we will not be doing the interim annual testing.
22Doc 1One-Lines.Please see attached one lines.
23Doc 2Past test reports and/or current study.Please see attached 2013/2014 test report
24Doc 3Tentative schedule.Please see attached draft Schedule
25Question 1Clarification on what is expected for breaker testing primary vs secondary.Yes, secondary injection should be performed where appropriate. However, this should be accompanied by CT/PT checks.
26Question 2Clarification on power for test set 100A of 480v single phase. (provided or include in bid)We have power for the planned test locations, however, we may want to adjust as we develop schedule. Please include power for test set as a delete alternate Added to SOW
27Recommendation 1Secondary injection on any bolt-in breakers with trip units and Primary on all draw outs.Yes, secondary injection should be performed where appropriate. However, this should be accompanied by CT/PT checks.
28Recommendation 2Full LOTO on all ATS's to complete full maintenance where possible.Yes. Please see schedule for isolation points.
29Recommendation 3Recommend Oil sample extension ports to facilitate annual oil sampling of transformers. This will eliminate the need to de-energize the the pad mounts. (Green Boxes)Taking under advisement, but not implementing at this time..
30Recommendation 4Recommend procuring at a minimum 1 SPARE breaker of each frame size for the 480V EATON Magnums.
a.This will not only provide a back up in an emergency but also facilitate a rotational breaker servicing Task Order down the road if you choose to start a breaker program.Taking under advisement, but not implementing at this time..

(For us it will be a blended rate to include travel and we will have a clarification of a minimum 4hr cost and YOY escalation of pricing)Please include travel in bid rates?MUST INCLUDE YOUR TRAVEL IN THE FINAL PRICE NO SEPARATE LINE ITME WILL BE INCLUDED FOR THIS.
331Can you answer the following question. With regards to testing the breakers. Do you want the breakers using Primary injection or Secondary injection? I ask because to test the breakers using Primary injection takes more time and is more expensive.Yes, secondary injection should be performed where apprpriate. However, this should be accompanied by CT/PT checks.
342The specifications mention testing 12 kV/480V pad mounted transformers but the equipment list does not state which and how many MV Transformers should be tested. Please inform how many MV Transformers are part of this scopePlease see section G Transformers section of the SOW for the 28 transformers to be tested. These are all oil filled and are Medium voltage primary. (All except XFMR Q are 12,470V primary. Q is 14,400V) Please also see attached single line and Master site electrical dist system 30x42.
353The list of transformers does not provide the primary voltage, so I cannot say for sure which are MV transformers and oil filled just based on the secondary voltage. Please see attached single line and Master site electrical dist system 30x42
361One-line diagrams and map for the overall site and the individual buildings including access for Testing equipment. Please see attached one-line diagrams and master site plan showing buildings
