SELECTIVE REPLACEMENT - BUILDING 1, 4B WINDOWS

1. From the SOW, there are an an�cipated (16) phases minimum for installa�on. Can the VA provide the metric used? Was this number of phases based on the ability to transfer pa�ents and give the contractor an area?
• Phases are based upon the number of swing spaces that can be found for each occupant in each room type, i.e. pa�ent room, office, training room, etc. See Overall Schema�c Phasing Plan.
2. The SOW states that work is to be completed in 180 days. Will the VA be willing to modify the contract POP to account for material procurement?
• Contractor change requests are reviewed and decided on a case-by-case basis
3. Will the warranty of the windows start based on the accepted par�al BOD of that completed area?
• Warranty period, for installed windows, shall begin at the �me of approval for each window or group of windows completed. Due to the phasing of the project, there will be staggered warranty periods an�cipated.
4. Can the VA confirm the total number of windows to be replaced?
• No, the count is the Contractor’s responsibility. Drawings provided include room names and numbers and shall be used to obtain a window count.
5. Will 4th floor stairwell windows be included?
• No, stairwell windows are not included in this project.
6. If the inten�on is for the contractor to temporarily �e-in into the building HVAC for ICRA nega�ve air compliance, can the VA provide Mechanical drawings?
• See Atachment 11. Any addi�onal required mechanical informa�on shall be provided a�er award.
7. Will the VA provide an area for the contractor to store materials?
8. The Contractor is responsible for storage of equipment and materials. Contractor may obtain
Knaack or similar type lock-box and park in area of work under current phase. Considering the extensive installa�on phasing, if materials cannot be stored on-site, how should the contractor invoice for materials purchased?
• Windows must be kept in a thermally controlled, weather-�ght environment. Contractor shall be required to submit proper�es of storage site.
• Upon receipt of purchase, indicated on PO (purchase order), job #, name, loca�on, -contractor may submit an invoice.
• Only approved prepara�on of openings will be permited to have windows installed. If contractor purchases in advance, for example, 20 windows and openings are not approved, contractor will absorb the cost.
• If instead, an area, for example, of 10 windows are being prepped, contractor may order windows. Contractor shall ensure that joint between windows and exterior wall, along jambs, sill and header shall be minimized – ¼” to a maximum ½” is the accepted joint. 1" joints will be rejected.

1. Could you please clarify if the sealed bid response document should include only the project cost details, or if the representa�ons and cer�fica�ons should also be included?
• I would highly encourage the bidders to carefully read the solicita�on for all required documents that should be included with their Bid submital, to prevent a poten�al disqualifica�on. Below answers ques�on 1.
o Bids should include all of the costs for the project.
o Representa�ons & Cer�fica�ons must be included if, the contractor does not have these completed in SAM or does not have a Representa�on in SAM for the NAICS code applicable to this solicita�on. (See Solicita�on S02 IFB 36C24524B0013, page 55, (h)).
o Printed, Signed and Dated VAAR 852.219-75 VA No�ce of Limita�ons on Subcontrac�ng. (See Solicita�on S02 IFB 36C24524B0013, pages 78 & 79, sec�on 4.15).
o Bid Guarantee in an amount not less than 20% must be submited electronically with Bid and Hard Copies must be received prior to Bid Opening. (See Solicita�on S02 IFB 36C24524B0013, pages 1 & 18, sec�on 3) o Safety or Environmental Viola�ons and Experience Modifica�on Rate. (See Solicita�on S02 IFB 36C24524B0013, page 19, Sec�on 6).
2. Could you please clarify if in the sealed bid response document we can include our past performances?
• IFB is Price only, so there is no reason to include past performance.
3. Could you please clarify if the phasing plan is to be submited along with the sealed bid response or a�er the award?
• No, do not submit un�l a�er project is awarded. VA and Contractor discussion to ensue.
Preliminary phasing plans will be provided by the VA and will be coordinated a�er the award. See Atachment 9 Overall Schema�c Phasing Plan.
4. Could you please clarify if the sealed bid response document should include PDF version of all shop drawings, product data, Safety Data Sheets (SDS), and catalogue cuts, of all material/equipment furnished under this contract, before purchase, manufacture, or construc�on or are these to be forwarded a�er the award?
• Schedule protocol is established upon award of project. All submitals shall be submited a�er the award. All exis�ng condi�ons must first be verified prior to any purchase, custom manufacturing, or construc�on.
5. During the site visit, we were able to field verify only a few rooms and therefore could not verify the total number of windows to be replaced. Based on the drawings, we counted 117 double windows and 6 single windows. Please confirm if this is accurate.
• No, the count is the Contractor’s responsibility. Drawings provided include room names and numbers and shall be used to obtain a window count. Windows in the 4E Wing have been removed from the contract.
6. The basis of the design calls for “YKK YES 45XT” storefront windows but also men�ons Wausau Invent Windows. Please advise us on which material should be used.
• Wausau is specified as BOD. Any other submited manufacturer shall be equal or exceed the specified criteria.
7. The exis�ng windows protrude from the brick face. Are the new windows si�ng flush or should they match exis�ng ones?
• Contractor shall thoroughly review Window Specifica�ons 08 51 13, pictures of exis�ng condi�ons, as well as Atachment 8 and 8B.
8. The exis�ng windows have the interior side fixed. Please advise us if the interior side of the windows is to be operable?
• Contractor is responsible for no�ng that exis�ng windows (on the por�on removed) had a track, as indicated in photos provided. These were casement windows. Under this contract ALL of these are being replaced.
• See revised specifica�ons.
9. We propose providing a clear anodized aluminum finish. Please confirm if this is acceptable.
• Unacceptable; refer to Specifica�ons 08 51 13 and 09 XXX for window finishes.
10. We propose to include 5/8” thick in-glass Vene�an blinds. Please let us know if this is acceptable.
• Contractor shall thoroughly review Window Specifica�ons 08 51 13, as well as Atachment 8 and 8B.
11. Please confirm that the VA Medical Center will remove the equipment and any addi�onal materials from the rooms.
• See revised specifica�ons Sec�on 01 00 00 - 1.15 TEMPORARY RELOCATION OF VA STAFF, FIXTURES, FURNITURE AND EQUIPMENT.
12. Please confirm that the staircase and fire area windows remain unchanged?
• Correct, stairwell windows are not included in this project.
