SECTION 01 00 00

GENERAL REQUIREMENTS

GENERAL

1.1 SAFETY REQUIREMENTS

A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.

1.2 GENERAL INTENTION

A. Contractor shall completely prepare site for building operations, including demolition operations, removal of existing building components, and furnish labor and materials and perform work for select demolition of existing and new construction operations, including, but not limited to the installation of new windows, mold remediation, painting, and as required by SOW, Contract, Photos, drawings, and specifications.

B. Visits to the site by Bidders, in addition to pre-bid visits, may be made by appointment only with the Government Representative, assigned COR (Construction Officer Representative), and / or CO.

C. Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection.

Such prior notice shall be not less than three workdays unless otherwise designated by the COR.

All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. All employees are expected to comply with ALL VA, Federal Government Requirements which shall include, but not be limited to Identification (Photograph, Government Issued Identification), specified security or authorization as required by this contract. 1.3 SPECIFICATIONS, EXIST FLOOR PLANS, AND PHOTOGRAPHS FOR CONTRACTOR

A. A description of work, provided by the SOW (herein to mean Scope of Work) and Photographs of existing conditions.

B. Preliminary phasing plan and Identified Room to be used as the standard for Quality standards and prepping of Opening.

1.4 CONSTRUCTION SECURITY REQUIREMENTS

A. Security Procedures:

1. General Contractor’s employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site.

2. Before starting work the General Contractor shall give one week’s notice to the Contracting Officer so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.

3. No photography of VA premises is allowed without written permission of the Contracting Officer. Patients and staff are not to be photographed at any time.

4. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the

Contracting Officer.

B. Guards:

1. In the event that additional security is required, General

Contractor shall coordinate with Hospital Security and VA

Police.

2. COR or Government Representative will assist in coordinating work that differs from SOP (Standard Operating Procedures).

C. Key Control:

1. The General Contractor shall provide duplicate keys and lock combinations to the Contracting officers representative (COR) for the purpose of security inspections of every area of project including toolboxes and parked machines and take any emergency action.

2. The General Contractor shall provide doors to, and separate areas that require additional security and / or Infection

Control.

D. Document Control:

1. Designated areas of work are Patient Occupied. Contractor shall avoid any / ALL Patient interaction and avoid all areas where Patient sensitive Documents, are stored or may be visible on an electronic device.

2. Before starting any work, the General Contractor/Sub

Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of “sensitive information”.

3. The General Contractor is responsible for safekeeping of all drawings, project manual(s), and other project information.

This information shall be shared only with those with a specific need to accomplish the project.

4. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement Sensitive” or

“Sensitive Unclassified”. Such information shall be secured in separate containers and limit the access to only those who will need it for the project. Return the information to the

Contracting Officer upon request.

5. These security documents shall not be removed or transmitted from the project site without sole written approval of

Contracting Officer.

6. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the

VA.

7. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.

8. All electronic information shall be stored in specified location following VA standards and procedures using an

Engineering Document Management Software (EDMS).

Security, access, and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the EDMS system.

“Sensitive information” including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.

E. Motor Vehicle Restrictions

1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted

24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.

2. A limited number of 2-5 permits shall be issued for General

Contractor and its employees for parking in designated areas only. Contractor to coordinate with VA Medical Center Facility

Manager.

1.5 OPERATIONS AND STORAGE AREAS (FAR 52.236-10)

A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.

B. When / If Construction Equipment, such as a Cherry Picker, Articulating or Telescopic Boom, or Scissor Lift is required to perform work, Contractor shall consider route, load, and potential damage to existing site components including, but not limited to cross curbs or sidewalks, vegetation, grass, and

01 00 00 -5 landscaping elements, etc. Vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of vehicle or prescribed by any Federal, State, or local law or regulation.

Contractor shall protect all elements from damage. The Contractor shall repair or pay for repair of any / all damaged curbs, sidewalks, roads, and landscaping items.

C. Working space and space available for storing materials shall be limited to area of work or within ICRA boundary. COR will escort contractor in initial site visit. After award, additional site visits are permitted to obtain comprehensive understanding of the site / conditions and acceptable storage locations.

D. Workers are subject to rules of the DC VAMC (Medical Center) applicable to their conduct.

E. Execute work so that roads are kept clear of construction materials, debris, and standing construction equipment / vehicles at all times.

F. Execute work so as to interfere as little as possible with normal functioning of Medical Center including operations of utility services, fire protection systems and any existing equipment, and the ongoing functioning of the Medical Center. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by COR where required by limited working space.

1. Do not store materials and equipment in other than assigned areas.

2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by

Department of Veterans Affairs in quantities sufficient for not more than two workdays. Provide unobstructed access to

Medical Center areas required to remain in operation.

3. Where access by Medical Center personnel to vacated portions of buildings is not required, storage of Contractor's

01 00 00 -6 materials and equipment will be permitted subject to fire and safety requirements.

G. Phasing:

1. The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. The work to be outlined shall include, but not be limited to:

To ensure such executions, Contractor shall furnish the COR with a schedule and drawing including approximate phasing dates; and corresponding boundaries of work areas, areas to remain open and area of work adjacencies. Additionally, Contractor shall indicate phasing how he/she intends to accomplish work in each specific building or portion thereof.

In addition, Contractor shall notify the COR two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Arrange such phasing to ensure accomplishment of this work in successive phases mutually agreeable to Medical Center Director (Impacted

Staff), COR and Contractor.

3. Refer to ATTACHMENT #9 for currently proposed Overall Phasing and ATTACHMENT #10 for an enlarged view of Phases 1 and 2, MICU – Wing B, Level 04.

H. Part of Bldg. 1 will be vacated by Government in accordance with above phasing beginning immediately after date of receipt of

Notice to Proceed and turned over to Contractor.

I. Contractor shall furnish a schedule in a Spreadsheet Format, indicating disciplines impacted, and ONLY work within

Contractor’s responsibilities. (Contractor shall integrate ICRA

Partitions as part of the schedule below). Bio-Med and OIT

(Office of Information Technology) shall provide their schedule to COR. Contractor shall coordinate all moves with COR. Contr.

shall provide information including, but not limited to, Room

#’s, Window #’s, Period in Work-Days allocated per Phase and Each

Item:

1. Start Date

2. Selected Move Items

3. Commence Demolition Operations

4. Government Rep and Window Manufacturer Inspection

5. Commence New Construction Operations

6. Inspections, Punch List

7. Return of Moved Items

J. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall provide detour signage to Department of Veterans Affairs personnel and patients to ensure areas previously available and accessed by staff remain available. These routes whether access or egress shall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc. to facilitate patient and staff access. Coordinate alteration work in areas occupied by

Department of Veterans Affairs so that 24/7 Medical Center operations can continue during the construction period.

K. Equipment (at building exterior) requiring Construction Fencing, shall ensure the protection of all Civilians, Personnel, Visitors, etc. Work shall be coordinated and integrated into above Phasing Chart.

L. Construction Fence: Before construction operations begin, Contractor shall provide a chain link fence or other approved boundary, ensuring protection of civilians, personnel, and visitors.

1. A recommended minimum height of seven (7) feet shall define the construction work zone. Remove the fence when directed by

COR.

M. When area of construction is turned over to Contractor, it is the

Contractor’s responsibility including upkeep and maintenance therefore:

1. Contractor shall maintain a minimum temperature of 4 degrees C

(40 degrees F) at all times, except as otherwise specified.

2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. Contractor shall make arrangements for pre-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from

Contractor's employee, watchman, VA Police Department or

Municipal Fire Department.

3. Scope of work within this contract shall not require a cut-off to utilities; such as water, gas, steam, sewers or electricity, or fire protection systems and communications.

4. Requirements to interrupt systems indicated require prior approval of COR and / or Chief Engineer, and / or Chief of

Facilities Management.

5. Contractor shall submit a request to interrupt any such services to COR, in writing, 7 days in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.

6. Contractor will be advised (in writing) of approval of request or provided with an alternative date and/or time that such interruption will minimize Medical Center operations.

Interruption time approved by Medical Center may occur at other than Contractor's normal working hours.

7. In case of a contract construction emergency, service will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.

8. Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the COR.

9. Method and scheduling of altering existing window opening, including, but not limited to existing brick removal, existing structural support, additional shoring, cutting, or installation protocol that requires limited removal of existing building elements must be approved and reviewed by COR.

N. Coordinate the work for this contract with other construction operations as directed by COR. This includes the scheduling of traffic and the use of roadways, as specified in Article, USE OF

ROADWAYS.

1.6 ALTERATIONS – REFER TO 1.15 FOR TEMPORARY RELOCATION OF VA STAFF,

FIXTURES, FURNITURE AND EQUIPMENT (FFE)

A. Survey and Report below refer to ALL items to remain (UON)

B. Survey: Before any work is started, the Contractor shall make a thorough survey with the COR of building and / or area of buildings in which alterations occur, the anticipated route, access and egress and provide a finalized report.

C. Report shall list by rooms and spaces:

1. Existing condition and types of flooring, doors, to remain.

(Windows to be replaced, NOT included in this Report)

2. Wall surfaces, other than wallpaper or wall finishes listed elsewhere within the Specifications, NOT required to be altered.

3. Existence and conditions of items such as plumbing fixtures and accessories, electrical fixtures, equipment, required by drawings to be either reused or relocated, or both.

D. Re-Survey: Thirty days before expected partial or final inspection date, the Contractor and COR together shall make a thorough re-survey of the areas of buildings involved (1.6, A-C

Above). They shall furnish a report on conditions then existing, of resilient flooring, doors, windows, walls and other surfaces

01 00 00 -10 as compared with conditions of same as noted in first condition survey report:

1. Re-survey report shall also list any damage caused by

Contractor to such flooring and other surfaces, despite protection measures; and, will form basis for determining extent of repair work required of Contractor to restore damage caused by Contractor's workers in executing work of this contract.

E. Protection: Provide the following protective measures:

1. Temporary protection against damage for portions of existing structures and grounds where work is to be done, materials handled, and equipment moved and/or relocated.

2. Interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protection shall be maintained intact until all work in the area is completed.

1.7 DISPOSAL AND RETENTION

A. Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:

1. Reserved items which are to remain property of the Government shall be noted in Survey and Contractor shall provide detailed inventory. (REFER TO 1.15 TEMPORARY RELOCATION OF VA STAFF, FIXTURES, FURNITURE AND EQUIPMENT[FFE])

2. Items not reserved shall become property of the Contractor and be removed by Contractor from the Medical Center.

3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government. When rooms and spaces are vacated by the Department of Veterans Affairs during the alteration period, such items which are NOT required by drawings and specifications to be either relocated

01 00 00 -11 or reused will be removed by the Government in advance of work to avoid interfering with Contractor's operation.

1.8 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT,

UTILITIES, AND IMPROVEMENTS (FAR 52.236-9) – REFER TO OPERATIONS AND

STORAGE (ABOVE) – UNDER LETTER B AND J.

A. The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site.

1.9 RESTORATION

A. Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, except as required by NEW WINDOW installation, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the COR. Existing work to be altered or extended and that is found to be defective in any way, including any suspected hazardous material or substance, shall be reported to the COR before it is disturbed. Materials and workmanship used in restoring work, shall conform in type and quality to that of original existing construction, except as otherwise shown or specified.

B. Upon completion of contract, deliver work complete and undamaged.

Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work.

C. At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workers to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems

(including telephone) which are not scheduled for discontinuance or abandonment.

D. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered by adjustment to contract time and price in accordance with clause entitled "CHANGES" (FAR 52.243-4) and "DIFFERING SITE CONDITIONS"

(FAR 52.236-2).

1.10 AS-BUILT DRAWINGS – APPLICABLE TO SHOP DRAWINGS

A. The contractor shall maintain two full size sets of as-built drawings which will be kept current during construction of the project, to include all contract changes, modifications and clarifications.

B. All variations shall be shown in the same general detail as used in the contract drawings. To ensure compliance, as-built drawings shall be made available for the COR review, as often as requested.

C. Contractor shall deliver two approved completed sets of as-built

(shop / submittal) drawings in the electronic version (scanned

PDF) to the COR and / or Chief Engineer, and / or Chief of

Facilities Management within 15 calendar days after each completed phase and after the acceptance of the project by the

COR.

1.11 USE OF ROADWAYS

A. For hauling, use only established public roads and roads on

Medical Center property necessary in the performance of contract work. NO temporary roads shall be constructed. If equipment access necessitates a temporary route, Contractor shall submit request in writing. If approved, temporary roads (route / path) and restoration shall be performed by the Contractor under this contract. If it becomes necessary to cross curbing, sidewalks, or similar construction, they must be protected by well-constructed bridges.

1.12 TEMPORARY USE OF ELECTRICAL EQUIPMENT

A. Use of existing mechanical, subject to review, and electrical equipment to provide, light and power will be permitted subject to written approval.

B. Due to necessary ICRA Barriers, and the temporary exhaust system implemented in numerous rooms [see pics, existing flex duct and small exhaust units implemented during COVID], additional air filtering system may be utilized, but shall be provided by the

Contractor to maintain required infection control protocol.

1.13 TEMPORARY USE OF EXISTING ELEVATORS

A. Contractor will be permitted to use one (1) existing elevator.

Any Materials / Tools required for exterior work shall utilize the hoist or equipment brought on site to facilitate window demolition, work on the building exterior or installation of new windows.

B. Contractor shall adhere to the following when using Freight or other Medical Center elevators:

1. Contractor covers and provides maximum protection of following elevator components:

a) Entrance jambs, heads soffits and threshold plates.

b) Entrance columns, canopy, return panels and inside surfaces of car enclosure walls.

2. During temporary use of elevator(s) all repairs, equipment replacement and cost of maintenance shall be the responsibility of the Contractor.

1.14 TEMPORARY TOILETS – USE OF EXISTING MEDICAL FACILITY

A. Existing Medical Center shall indicate facilities permitted to be used by Contractor or Subs. Under NO condition shall Patient Room

Toilet ever be used.

1.15 TEMPORARY RELOCATION OF VA STAFF, FIXTURES, FURNITURE AND EQUIPMENT

A. Swing Space – Temporary Partitions – For Medical Center Personnel

Use ONLY

1. The Contractor shall be responsible for installing temporary floor-to-ceiling partitions in a swing space designated by the

COR within the existing medical facility. Construct partitions of Type “x”, 5/8” gypsum board on both sides of steel studs.

Assume 500SF of gypsum board for the temporary partitions. Use commercial grade high strength double stick tape for temporary partition walls at the floor and ceiling transitions.

2. At door provide HM Door Frames (knock-down prohibited), with

3’-0”x7’-0” Solid core Wood Door.

a. Hardware:

• Include self-closing devices.

• Contractor will turnover all new cores to the COR. VA

Locksmith will pin and install new cores. Provide removable core cylinders that are removable only with a special key or tool without disassembly of knob or lockset. Cores shall be BEST, 7-Pin, Small Format, Interchangeable core. No substitutions.

3. The Contractor shall be responsible for the removal of the temporary walls and doors upon the completion of work. The contractor shall clean up, patch, repair and/or replace any damaged finishes associated with this work.

B. Relocation / Moving

1. The Contractor will be required to move and/or relocate furniture, materials and equipment at the start and completion of each phase. The Contractor shall assemble/disassemble, takedown/setup furniture if needed for transport/moving. Items include, but is not limited to:

• Standalone Office Furniture - Desks, chairs, bookcases, filing cabinets, display cabinets, etc.

• Conference and Lobby Furniture – Tables, chairs, display cabinets, etc.

• Modular Systems Furniture – Office furniture that typically requires assembly of partitions, desks, overhead bins, file cabinets, etc.

• Wall hangings – including artwork, photographs, whiteboards, corkboards, etc.

2. Technology and medical equipment associated with biomedical and/or OIT are exempt from the contractor’s obligation to move. Disconnection, move, transport and set up will be performed by VA staff.

3. The Contractor shall ensure VA property is properly prepped and protected for safe moving. All packing wrap, protection, etc. shall be provided by the contractor.

4. All packing materials (i.e. labels, boxes, bins, crates, carts, packing protection, etc.) shall be provided by the contractor at least 14 days prior to the start of each phase.

VA employees will be responsible for boxing up their office contents to be moved by Contractor. It will be the responsibility of the Contractor to move these boxes to their appropriate destination designated by the COR.

5. Contractor shall repair damage to areas not within the Scope of Work or damaged by these temporary moves, to a condition matching or exceeding prior condition with NO charge to the government.

6. The Contractor shall, at all times, provide a working lead person who shall be responsible to accept and execute such instructions as are conveyed by the COR during the contract period. This person shall have the responsibility to coordinate the move with the other contractor employees.

7. The contractor shall conduct a walkthrough with the COR, prior to the actual move for each phase, to determine the number of personnel, materials and equipment required to be moved.

1.16 AVAILABILITY AND USE OF UTILITY SERVICES

A. The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract. The amount to be paid by the Contractor for chargeable electrical services shall be the prevailing rates charged to the Government. The Contractor shall carefully conserve any utilities furnished without charge.

B. The Contractor, at Contractor's expense and in a workmanlike manner, in compliance with code and as satisfactory to the

Contracting Officer, shall install and maintain all necessary temporary connections and distribution lines, and all meters required to measure the amount of electricity used for the purpose of determining charges. Before final acceptance of the work by the Government, the Contractor shall remove all the temporary connections, distribution lines, meters, and associated paraphernalia and repair restore the infrastructure as required.

C. Contractor shall install meters at Contractor's expense and furnish the Medical Center with a monthly record of the

Contractor's usage of electricity as hereinafter specified.

D. Heat: Furnish temporary heat necessary to prevent injury to work and materials through dampness and cold. Maintain minimum temperatures as specified for various materials:

1. Obtain heat by connecting to Medical Center

E. Electricity (for Construction and Testing): Furnish all temporary electric services.

1. Obtain electricity by connecting to the Medical Center electrical distribution system. The Contractor shall meter and pay for electricity required for electric cranes and hoisting devices, electrical welding. Electricity for all other uses is available at no cost to the Contractor.

F. Water from the Medical Center / Janitor Closet or other area will be provided.

1. Contractor shall not use the Medical Center Facility to clean tools, equipment or other instruments required to complete work.

1.17 TESTS

A. As required by NEW Window installation, manufacturer or manufacturer’s representative shall survey a minimum of one third of NEW WINDOW INSTALLATION. Contractor shall coordinate such visual surveys with both the COR and Window Manufacturer’s

Representative providing WINDOW Warranty. Medical Center shall

01 00 00 -17 receive written review of said surveys and concurrence from contractor that Window Warranty is NOT compromised and remains intact.

B. Contractor shall furnish all labor, materials, equipment, instruments, and forms, to conduct and record such tests.

C. environmental conditions remain reasonably constant and are typical of the design conditions.

1.18 INSTRUCTIONS

A. Instructions: Contractor shall provide qualified, factory-trained manufacturers' representatives to give detailed training to assigned Department of Veterans Affairs personnel in the operation and complete maintenance (required / recommended) cleaning system for newly installed windows. All such training will be at the job site. These requirements are more specifically detailed in the various technical sections.

1.19 CONSTRUCTION SIGN

A. Interior Construction Signage aligning with the DC VAMC standards will be provided by Facilities Management Department.

1.20 SAFETY SIGN AROUND EXTERIOR FENCING

A. Provide a Safety Sign where directed by COR. Face of sign shall be 19 mm (3/4 inch) thick exterior grade plywood. Provide two 100 mm by 100 mm (four by four inch) posts extending full height of sign and 900 mm (three feet) into ground. Set bottom of sign level at 1200 mm (four feet) above ground.

B. Paint all surfaces of Safety Sign and posts with one prime coat and two coats of white gloss paint. Letters and design shall be painted with gloss paint of colors noted.

C. Maintain sign and remove it when directed by COR.

D. Drawing details in VA Signage Design Manual, Section 11 Specialty

Signs (found on VA TIL) show required legend and other characteristics of sign is made a part of this specification.

1.21 PHOTOGRAPHIC DOCUMENTATION

A. During the construction period through completion, provide photographic documentation of construction progress and at

01 00 00 -18 selected milestones including electronic indexing, navigation, storage and remote access to the documentation, as per these specifications. The commercial photographer or the subcontractor used for this work shall meet the following qualifications:

1. Demonstrable minimum experience of three (3) years in operation providing documentation and advanced indexing/navigation systems including a representative portfolio of construction projects of similar type, size, duration and complexity as the Project.

2. Demonstrable ability to service projects throughout North

America, which shall be demonstrated by a representative portfolio of active projects of similar type, size, duration and complexity as the Project.

B. Photographic documentation elements:

1. Each digital image shall be taken with a professional grade camera with minimum size of 6 megapixels (MP) capable of producing 200x250mm (8 x 10 inch) prints with a minimum of

2272 x 1704 pixels and 400x500mm (16 x 20 inch) prints with a minimum 2592 x 1944 pixels.

2. Indexing and navigation system shall utilize actual AUTOCAD construction drawings, making such drawings interactive on an on-line interface. For all documentation referenced herein, indexing and navigation must be organized by both time (date-stamped) and location throughout the project.

3. Documentation shall combine indexing and navigation system with inspection-grade digital photography designed to capture actual conditions throughout construction and at critical milestones. Documentation shall be accessible on-line through use of an internet connection. Documentation shall allow for secure multiple-user access, simultaneously, on-line.

4. Before construction, expected use of roadways, driveways, curbs, sidewalks, landscaping, adjacent utilities and adjacent structures surrounding the Medical Center and site shall be documented. Overlapping photographic techniques shall be used

01 00 00 -19 to ensure maximum coverage. Indexing and navigation accomplished through interactive architectural drawings.

5. Construction progress for trades shall be tracked at pre-determined intervals, but not less than once every thirty (30) calendar days (“Progressions”). Progression documentation shall track both the exterior and interior demolition and construction of the building. Exterior Progressions shall track 360 degrees around Building Wings where building fenestration is being impacted. Interior Progressions shall track interior demolition and continuing until Project completion.

6. As-built conditions of exterior skin prior to removal of existing window, condition when existing window is removed and exterior skin / wall components and elements are exposed shall be documented with an increased concentration of digital photographs as directed by the COR in order to capture pre-determined focal points, such as waterproofing, window flashing, radiused steel work, architectural detailing.

Overlapping photographic techniques shall be used to ensure maximum coverage. Indexing and navigation accomplished through interactive elevations or elevation details.

7. As-built finished conditions of selected interiors receiving new finishes and / or wall covering shall be documented prior to and upon completion, as directed by the COR. Overlapping photographic techniques shall be used to ensure maximum coverage. Indexing and navigation accomplished through interactive architectural drawings.

8. Miscellaneous events that occur during any Contractor site visit, or events captured by the Department of Veterans

Affairs independently, shall be dated, labeled and inserted into a Section in the navigation structure entitled

“Slideshows,” allowing this information to be stored in the same “place” as the formal scope.

9. Customizable project-specific digital photographic documentation of other details or milestones. Indexing and navigation accomplished through interactive architectural plans.

10. Contractor and COR, CO, Chief of Facilities and other stakeholders impacted by work shall coordinate, prior to commencing work, the stages, phases and exact images needed.

11. Adjustment in contract price will be made in accordance with clause entitled "CHANGES" (FAR 52.243-4).

C. Images shall be taken by a commercial photographer and must show distinctly, at as large a scale as possible, all parts of work embraced in the picture.

D. On-line web-cam is NOT REQUIRED.

E. Upon completion of the project, final copies of the documentation

(the “Permanent Record”) with the indexing and navigation system embedded (and active) shall be provided in an electronic media format, typically a DVD or external hard-drive. Permanent Record shall have Building Information Modeling (BIM) interface capabilities. On-line access terminates upon delivery of the

Permanent Record.

1.22 FINAL DIGITAL IMAGES

A. Digital images shall fully indicate the deliberate process of demolition / removal of existing windows, existing conditions found and condition prior to NEW WINDOW installation. At that time [prior to new window installation] approval by COR and qualified mfr. rep is required to proceed.

SECTION 01 31 00

PROJECT MANAGEMENT AND COORDINATION

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings (shop drawings) and general provisions of the Contract, including General and Supplementary Conditions and other Division 01

Specification Sections, apply to this Section.

1.2 SUMMARY

A. Section includes administrative provisions for coordinating construction operations on Project including, but not limited to, the following:

1. General coordination procedures.

2. Coordination Drawings.

3. Requests for Information (RFIs).

4. Project meetings.

B. Related Requirements:

1. Section 01 32 16.15 "Project Schedules" for preparing and submitting Contractor's construction schedule.

2. Section 01 77 00 "Closeout Procedures" for coordinating closeout of the Contract.

1.3 DEFINITIONS

A. RFI: Request from VA, developed by the Contractor, seeking information required by or clarifications of the Contract Documents.

B. Days: Days indicated are calendar days unless specifically indicated otherwise.

1.4 ACTION SUBMITTALS

A. Coordination Drawings: Indicate compliance with specified requirements.

1. Provide three sets of paper copies.

2. Submittal: Submit Coordination Drawings within 30 days after

Notice to Proceed.

B. Sample RFI Form and RFI Log: Indicate compliance with specified requirements.

C. Sample Meeting Form and Meeting Log: Indicate compliance with specified requirements.

1.5 INFORMATION SUBMITTALS

A. Subcontract List: Prepare a written summary identifying individuals or firms proposed for each portion of the Work, including those who are to furnish products or equipment fabricated to a special design. Use the form CSI Form 1.5A. Include the following information in tabular form:

1. Name, address, and telephone number of entity performing subcontract or supplying products.

2. Number and title of related Specification Section(s) covered by subcontract.

3. Drawing number and detail references, as appropriate, covered by subcontract.

B. Key Personnel Names: Within 15 days of Notice to Proceed, submit a list of key personnel assignments, including superintendent and other personnel in attendance at Project site. Identify individuals and their duties and responsibilities; list addresses and telephone numbers, including home, office, and cellular telephone numbers and e-mail addresses. Provide names, addresses, and telephone numbers of individuals assigned as alternates in the absence of individuals assigned to Project.

1. Post copies of list in project meeting room, in temporary field office, and by each temporary telephone. Keep list current at all times.

1.6 GENERAL COORDINATION PROCEDURES

A. Coordination: Coordinate construction operations included in different Sections of the Specifications and the Drawings to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations, included in different Sections and Drawings that depend on each other for proper installation, connection, and operation.

1. Schedule construction operations in sequence required to obtain the best results where installation of one part of the Work depends on installation of other components, before or after its own installation.

2. Coordinate installation of different components to ensure maximum performance and accessibility for required maintenance, service, and repair.

3. Make adequate provisions to accommodate items scheduled for later installation.

B. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of attendees at meetings.

1. Prepare similar memoranda for the COR if coordination of their Work is required.

C. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities to avoid conflicts and to ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:

1. Preparation of Contractor's construction schedule.

2. Preparation of the schedule of values.

3. Installation and removal of temporary facilities and controls.

4. Delivery and processing of submittals.

5. Progress meetings.

6. Pre-installation conferences.

7. Project closeout activities.

8. Startup and adjustment of systems.

D. Conservation: Coordinate construction activities to ensure that operations are carried out with consideration given to conservation of energy, water, and materials. Coordinate use of temporary utilities to minimize waste.

1.7 COORDINATION DRAWINGS

A. General: Prepare Coordination Drawings according to requirements in individual Sections, and additionally where installation is not completely shown on the Contract Documents or Shop Drawings, where limited space availability necessitates coordination as judged by the

COR, or if coordination is required to facilitate integration of products and materials fabricated or installed by more than one entity.

At a minimum, provide Coordination Drawings for the following:

1. All above-ceiling work.

2. Rooms where windowsills engage existing Mechanical Induction units.

B. Content: Project-specific information, drawn accurately to a scale large enough to indicate and resolve conflicts. Include the following information, as applicable:

1. Sections, elevations, and details, including duct and pipe elevations, as needed to describe relationship of various systems and components.

2. Functional and spatial relationships of components of architectural, structural, mechanical, electrical systems, furnishings, AV/IT and security.

3. Space requirements for routine maintenance and for anticipated replacement of components during the life of the installation.

4. Installation sequences.

5. Applicable dimensions obtained from the Construction Drawings, Shop Drawings, applicable Submittals and existing conditions verified in field.

6. Applicable existing components, structural work, remaining utility features, partitions and other existing features that must be coordinated with the Work.

7. Minor dimension changes and difficult installations will not be considered changes to the Contract as judged by the COTR.

8. Do not base Coordination Drawings on standard printed data.

9. The Contractor may utilize applicable electronic Contract

Drawings, as supplied by the COR, as a basis for preparation of

Coordination Drawings.

C. Coordination Drawing Organization: Organize Coordination Drawings as follows: (Contractor shall assume work below refers to any / all impact[s] incurred due to existing window demolition or new window installation).

1. Floor Plans and Reflected Ceiling Plans [where ceilings may be impacted by existing window demolition or new window installation]: Show all elements of the Work. Show locations of visible ceiling-mounted devices relative to acoustical ceiling grid. Supplement plan drawings with section drawings where required to adequately represent the Work.

2. Plenum Space Sections: Only if impacted by specific window demolition or new construction.

3. Mechanical Rooms: Indicate plans and elevations of mechanical, plumbing, fire protection, fire-alarm, and electrical equipment.

4. Structural Penetrations: Indicate penetrations and openings required for all disciplines.

5. Slab Edge and Embedded Items: Indicate slab edge locations and sizes and locations of embedded items for metal fabrications, sleeves, anchor bolts, bearing plates, angles, curbs housekeeping pads, and similar items.

6. General Control Points: Indicate all utility controls, valves, and similar maintenance device locations. Indicate locations and sizes for access panels required behind gypsum board walls and gypsum board ceilings. Locate utility controls, valves, and similar maintenance devices at accessible locations to avoid access doors to the extent possible, as judged by the COR.

7. Fire-Protection System: Show the following:

a. Include a Fire Protection Plan which includes Fire extinguisher locations and access to existing Fire Alarm system.

8. Suspended Support Components and Structural Component: Show the following:

a. Metal components required to support suspended lighting, equipment and similar devices and to avoid mechanical work and metal roof deck anchorage. Show anchorage at the structural ceiling slab or structural beams.

b. New Window Structural Steel Angles, Lintels, Plates that impact the Work.

c. When steel framing does not permit installation of hangers at spacing required, provide metal channels, struts or other supplemental support for attachment of hanger wires.

Secure to existing metal beams or joists, with appropriate metal accessories, per channel or strut manufacturer’s written instructions. Do not attach hangers to steel roof deck. Do not use the existing steel deck for hanging supports for any type or kind of building components including suspended ceilings, electrical light fixtures, plumbing, heating, or air conditioning pipes or ducts or electrical conduits.

d. Do not connect or suspend steel framing from ducts, pipes, conduit or HVAC equipment.

9. Review: COR will review Coordination Drawings to confirm that the Work is being coordinated, but not for the details of the

01 42 19 - 6 coordination, which are Contractor's responsibility. If COR determines that Coordination Drawings are not being prepared in sufficient scope or detail, or are otherwise deficient, COR will so inform Contractor, who shall make changes as directed and resubmit.

D. Areas Requiring Resolution: Clearly indicate, by red cloud, any areas that require COR assistance for resolution. Obtain COTR’s written direction. Modify applicable Drawings and resubmit.

1.8 REQUESTS FOR INFORMATION (RFIs)

A. General: Immediately on discovery of the need for additional information or interpretation of the Contract Documents, prepare and submit an RFI in the format specified.

1. COR will return RFIs submitted to COR by other entities controlled by Contractor with no response.

2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in Contractor's work or work of subcontractors.

3. Submit by email to COR and COR’s designated agents, as established by the COR.

a. Hand submittals will not be accepted.

b. RFI’s must indicate date provided to the COR.

c. Cost of the design professional's time and materials will be assessed to Contractor for unnecessary or frivolous

RFIs, as judged by the COR.

B. Content of the RFI: Include a detailed, legible description of item needing information or interpretation and the following:

1. Project name.

2. Project number.

3. Date provided to the COR.

4. Name of Contractor.

5. Name of COR.

6. RFI number, numbered sequentially.

7. RFI subject.

8. Specification Section number and title and related paragraphs, as appropriate.

9. Drawing number and detail references, as appropriate.

10. Field dimensions and conditions, as appropriate

11. Contractor's suggested resolution. If Contractor's suggested resolution impacts the Contract Time or the Contract Sum, Contractor shall state impact in the RFI.

11. Contractor's signature.

12. Attachments: Include sketches, descriptions, measurements, photos, Product Data, Shop Drawings, coordination drawings, and other information necessary to fully describe items needing interpretation.

a. Include dimensions, thicknesses, structural grid references, and details of affected materials, assemblies, and attachments on attached sketches.

C. RFI Forms: Use the form AIA Document G716.

D. COR's Action: COR will review each RFI, determine action required, and respond. Allow seven days for COTR's response for each RFI. RFIs received by COTR after 2:00 p.m. will be considered as received the following working day.

1. The following Contractor-generated RFIs will be returned without action:

a. Requests for approval of submittals.

b. Requests for approval of substitutions.

c. Requests for approval of Contractor's means and methods.

d. Requests for coordination information already indicated in the Contract Documents.

e. Requests for adjustments in the Contract Time or the

Contract Sum.

f. Requests for interpretation of COR's actions on submittals.

g. Incomplete RFIs or inaccurately prepared RFIs.

2. COR's action may include a request for additional information, in which case COR's time for response will date from time of receipt of additional information.

3. COR's action on RFIs that may result in a change to the Contract Time or the Contract Sum may be eligible for Contractor to submit

Change Proposal.
