SELECTIVE REPLACEMENT - BUILDING 1, 4B WINDOWS

PROJECT # 688-24-106

Please note that responses highlighted in yellow have been revised as of June 20, 2024.

1-ROCKY BLEIER CONSTRUCTION

1. Please provide quan�ty and extent (SF and/or LF) of Masonry Repairs that the GC should include in their Bid.

• The 4E-Wing has been removed from the scope of work. The Contractor is responsible for quan�ty take-offs based on provided drawings and details.

2. Spec Sec�on 051230 Structural Steel Framing refers to Structural Steel Lintels. Please provide a quan�ty of lintels to be replaced. Please provide details for replacement of lintels. Please provide addi�onal structural informa�on so we can account for Delegated Design.

• Upon removal of exis�ng windows, structural integrity of head and sill structural angles, plates/lintels, anchor bolts and miscellaneous structural supports shall be assessed.

Contractor shall refer to FAR 43.201 for Change Order protocol and issue and submit to CO as required at that �me.

3. Please confirm the number of ICU rooms that will be available for window replacement and pain�ng at one �me.

• Phasing shall be coordinated with the COR prior to start of project. Refer to SOW for phasing clause. See Atachment 9 Overall Schema�c Phasing Plan.

4. Please confirm what level of ICRA containment will be required in the ICU.

• The containment shall follow the highest level of infec�on preven�on and control as specified in the specifica�ons.

5. Please provide a Phasing Plan for removal of wallpaper and pain�ng in the ICU including corridors, closets, and nurse sta�on.

• Phasing shall be coordinated with the COR prior to start of project. Refer to SOW for phasing clause. See Atachment 9 Overall Schema�c Phasing Plan and Atachment 10 Phase 01 and 02 Enlarged Plans.

6. Will the VA remove all wall hangings and equipment/items in the ICU pa�ent rooms prior to removal of wallpaper and reinstall a�er pain�ng?

• See revised specifica�ons Sec�on 01 00 00 - 1.15 TEMPORARY RELOCATION OF VA STAFF, FIXTURES, FURNITURE AND EQUIPMENT.

7. Will work in ICU need to be done during off hours? Please provide work hours for ICU work.

• No, the ICU has no “off hours”. Pa�ents shall be relocated during work in ICU rooms. We will not be performing work while a pa�ent is in the room.

8. What level of wall finish is required?

• See forthcoming specifica�ons amendment.

9. Please provide Spec for pain�ng in ICU Room and for ICU corridor.

• See forthcoming specifica�ons amendment for pain�ng spec.

10. Will the E Wing remain vacant during this Project?

• The 4E-Wing has been removed from the scope of work.

11. Many of the exis�ng windows are connected to HVAC duct work. Who is responsible for disconnec�ng the duct? Will it need to be reconnected? If the GC is responsible, please provide HVAC Drawings. Will the GC be responsible for re-balancing the HVAC system?

• Air condi�oning and nega�ve air units were put in as temporary system. Contractor shall remove and dispose flexible ducts and remove, salvage and return all equipment to the VA. Contractor is required for hooking up the necessary ven�la�on for ICRA ONLY.

12. During the Site Visit contractors got split up and half of the Contractors did not go inside. During the interior por�on of the site visit, the AE noted some key areas that are in the scope that other contractors may not be aware of and not price accordingly. Given this is a Low Bid submission, these contractors could be substan�ally low missing this scope. We would like to request a second site visit post RFI answers to make sure the right scope is captured for bidding purposes.

• A second site visit shall be scheduled if deemed necessary upon receipt of RFI responses and specifica�ons amendment.

13. Do all employees and personnel need background checks? Are these checks done by the

Government?

• Yes, background checks are done by VA during the badging process.

14. Is a DC contractors license required?

• As long as someone is a licensed contractor and can meet VA Requirements and be bonded, etc. they can bid the job.

15. The infec�on control men�oned in the Specifica�ons requires not using the exis�ng exhaust system. How can the nega�ve air machines be exhausted?

• Exhaust shall be �ed into exis�ng duct system above ceiling, not into the portable individual AC/Flex Duct system that is to be removed.

16. Is Parking available onsite?

• Yes

17. How many phases are required?

• Phasing shall be coordinated with the COR prior to start of project. Refer to SOW for phasing clause.

18. How much are Liquidated damages?

• No Liquidated Damages.

19. Will physical mock ups be required?

• See specifica�ons.

20. Will Procore be used as the digital management system?

• It is the responsibility of the Contractor to set up a FTP site that complies with VA requirements, i.e. PROCORE or NEWFORMA, to publish/transfer the required informa�on like submitals, shop drawings, RFIs, cut sheets, etc.

21. Will a separate SSHO be required for the dura�on of the project?

• Comply with OSHA requirements per specifica�ons.

22. Please confirm if the new windows are to be fixed or operable.

• See forthcoming specifica�ons amendment.

23. Please confirm whether the new openings should have a similar looking trim protruding out past the brick as the exis�ng trim. See below photo for visual reference.

24. Please confirm whether the Government or Contractor will need to remove the Government’s equipment, supplies and other loose items from the individual rooms that will be worked in.

• See revised specifica�ons Sec�on 01 00 00 - 1.15 TEMPORARY RELOCATION OF VA STAFF, FIXTURES, FURNITURE AND EQUIPMENT.

25. Please confirm whether the Contractor will need to install one (1) 24x36 sign at each room to receive new windows for the whole dura�on of the project (approx. 125), or is the intent that the 24x36 signs will be in place at those rooms only under construc�on during that par�cular phase (8-10).

• The 24x36 signs shall be placed at rooms only under construc�on during the par�cular phase. See SOW for phasing clause.

26. Please confirm the aluminum window basis of design. Spec sec�on Para 08 51 13 – 1 para 1.1B references the YKK YES 45XT windows, but the separate IFB atachment Wausau InVent windows is considerably different.

27. Please confirm that 5/8” thick in-glass vene�an blinds should be included in the Contractor’s base price and scope of work.

4-AMERICAN VET

28. Can the windows be removed from the inside?

• The Contractor is responsible for determining the prac�cable means and methods.

29. Who will be responsible for the Ven�la�on?

• Air condi�oning and nega�ve air units were put in as temporary system. Contractor shall remove and dispose flexible ducts and remove, salvage and return all equipment to the VA. Contractor is required for hooking up the necessary ven�la�on for ICRA ONLY.

30. Throughout the spec’s, a reference to contract documents calls out SOW, Contract, photos, drawings, and specifica�ons in mul�ple loca�ons. Can the VA kindly provide the photo’s men�oned in specifica�on?

31. Spec Table of contents refers to spec sec�ons not contained in the spec’s provided. Can the VA kindly provide the remaining specifica�ons for review?

32. BOD states the BOD to be YKK AP, YES 45XT Windows. This 45XT is a storefront system. We normally don't see storefront systems with such small openings (45" x 67".) Please confirm if windows or storefront is desired.

33. Sec�on 3.5 Finishes men�ons a clear anodized finish, but later men�ons a 2-coat aluminum paint finish. Please confirm if a clear anodized finish or a 2-coat fluorocarbon finish mee�ng AAMA 2605 is desired.

34. Please confirm that the en�re exis�ng window & trim is to be demolished (so that all that remains is the brick rough opening.) We assume the VA does not want the old exterior perimeter trim to remain a�er inves�ng in new windows/storefront systems.

35. Sec�on 4.2, D. states "anchor windows on four sides with anchor clips or fin trim." Please confirm a receptor system is acceptable.

• Install per manufacturer’s requirements.

36. Please confirm a typical/standard 12-24 month installer warranty is acceptable.

• Contractor warranty differs from window manufacturer’s warranty. Refer to specifica�ons.
