About this file

This is Amendment 0002 to Solicitation 36C24426R0055, a Request for Proposal for construction services to regrout bathrooms in Building 1, 3rd Floor at a Department of Veterans Affairs facility (Veterans Health Administration, Veterans Integrated Service Network 4). The amendment extends the proposal submission deadline to April 16, 2026, at 4:00 PM EDT. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses and is administered by the VA Network Contracting Office.

The amendment addresses 38 Requests for Information (RFIs) and provides clarifications on project scope and execution requirements. Key specifications include: renovation of 30 bathrooms with demolition and installation of epoxy flooring with a four-inch epoxy cove base; normal business hours work only (no night work permitted) with phasing of two bathrooms at a time on a 5-6 working day turnaround; waterproofing requirements to be detailed in technical proposals; ADA compliance required; badging required for all personnel (3-6 weeks processing time); VA-provided escorts available; material staging within completed spaces with overflow storage at contractor's beddown area; loading dock and elevator access for materials and debris removal during off-patient hours; no on-site dumpster availability (contractor must arrange offsite disposal); and conformance to VA Technical Information Library specifications. The building is over 75 years old with existing flooring installed in the late 1990s to early 2000s. The amendment also references attached asbestos survey reports, toilet specifications for the behavioral health unit, CAD drawings with room numbers and floor plans, and a past performance questionnaire.
