About this file

This is a Request for Proposal (RFP) for construction services at the Pittsburgh VA Medical Center. The Department of Veterans Affairs Veterans Health Administration is soliciting construction services for project 646-21-101, the University Drive Sterile Processing Services (SPS) Air Handling Unit (AHU) and Reverse Osmosis (RO) Upgrade. This is a total Small Business set-aside under NAICS code 236220 (Commercial & Institutional Building Construction) with a $45 million size standard. The solicitation is for a firm-fixed-price contract with a project magnitude between $10,000,000 and $20,000,000. Proposals are due by June 11, 2026, at 4:00 PM EDT and must be submitted via email to both Amanda.Murphy5@va.gov and Elijah.McIntosh@va.gov. A mandatory site visit is scheduled for May 15, 2026, at 12:00 PM ET at the Pittsburgh VA Medical Center, 4100 Allequippa Street, Pittsburgh, PA 15240. Technical questions must be submitted by May 20, 2026, at 4:00 PM local time. The contractor must provide all management, supervision, labor, transportation, materials, tools, and equipment necessary to complete the construction within 720 calendar days after notice to proceed, in accordance with current VA standards and wage determination PA20260001 dated January 30, 2026.

Evaluation will be conducted using a "Best Value" tradeoff approach with three equally important evaluation factors: Technical Ability (Experience, Capability, and Project Controls) and Past Performance are equally weighted and significantly more important than Price. Offers must include a completed Standard Form 1442, an offer guarantee of at least 20 percent of the proposal price (not to exceed $3,000,000), all representations and certifications, a signed VAAR Clause 852.219-75 certificate of compliance for limitations on subcontracting, and supporting documentation including organizational charts, resumes, project schedules, OSHA evaluation forms, and past performance questionnaires. Proposals must comply with strict formatting requirements: Volume I (Technical Proposal) limited to 25 pages with sections on company narrative, technical ability (experience, capability, project controls), past performance, and exhibits/attachments; Volume II (Price Proposal) submitted separately. For general construction contracts, the prime contractor cannot subcontract more than 85 percent of the government-paid amount, excluding material costs. Award will be made to the responsive, responsible offeror whose proposal represents best value, and offers are valid for 180 calendar days. Liquidated damages are assessed at $605.92 per calendar day of delay.

Award will be made to the responsible offeror whose proposal conforms to the solicitation’s requirements and represents best value to the Government. The Government reserves the right to award a contract to other than the lowest-priced offeror or other than the most-highly rated offeror.

Offerors are advised that the technical evaluation and rating of proposals will be conducted in strict confidence in that technical ability and past performance information submitted will be reviewed and rated without knowledge of the price offered. During deliberation, the number and identities of offerors will not be revealed to anyone who is not involved in the evaluation and award process or to other offerors.

3.2 Proposals will be evaluated in accordance with the Evaluation Factors identified below. Technical Ability and Past Performance are of equal importance, and when combined, are significantly more important than Price.

Evaluation Factor 1 – Technical Ability Evaluation Factor 2 – Past Performance Evaluation Factor 3 – Price

3.3 Offerors will be evaluated in terms of the Offeror’s ability to meet or exceed the project’s requirements as identified in the SOW. Proposals demonstrating an ability to exceed specified requirements may be rated higher in those areas than proposals demonstrating only the ability to meet requirements. Offerors are reminded to include their best technical and price terms in their initial offer and not automatically assume that they will have an opportunity to participate in negotiation discussions or be asked to submit a revised offer. In accordance with FAR 15.306(a)(2), if award will be made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of their proposals, e.g., the relevance of an offeror's Past Performance information and adverse Past Performance information to which the offeror has not previously had an opportunity to respond, or to resolve minor clerical errors. The Government intends to make award to a responsible Offeror submitting a conforming proposal without discussions, if deemed to be in the best interest of the Government.

4. Evaluation Factors

4.1 Evaluation Factor 1 – Technical Ability

The sub-factors, listed under Evaluation Factor 1 are of equal importance. An overall rating will be assigned at the Evaluation Factor Level based on all reviewers’ ratings. Proposals will be evaluated considering completeness, thoroughness, appropriateness, and functionality for evaluation as indicated in the sub-factors. Evaluation Criteria are indicated below for each sub-factor.

1) Sub-Factor 1 - Experience:

The Government will evaluate the proposal, including but not limited to the Experience narrative and information submitted under Exhibit A, to assess the Offeror’s team’s prior construction project experience and knowledge gained performing work on construction projects of similar size, dollar value, complexity, conditions, and scope as the requirements for the project described in this solicitation. Aspects to be evaluated include:

a) Industrial construction experience directly related to Sterile Processing Services areas and Decontamination spaces, equipment and Reverse Osmosis systems.

b) Construction experience and knowledge gained coordinating and implementing detailed project phasing requirements while facilitating related ICRA requirements, ICRA barrier transitions, circulation-path impacts, and life-safety considerations for projects involving phased partial or full unit/program area closures.

c) Construction experience and knowledge gained mobilizing and managing prime and subcontractor crews across multiple shifts per day when required to meet a compact schedule of delivery or limit disturbance to critical areas / utilities.

d) Experience working in a mission critical facility and managing the phasing associated with a project in such a facility.

e) Construction experience and knowledge gained preparing/lifting/setting large equipment (e.g., AHU) into occupied and operational facilities. The plans should showcase the execution of these tasks, including strategies and outcomes, to provide a comprehensive understanding of the teams’ capabilities in this area.

f) Experience managing long lead time acquisitions with minimal project delays.

Construction experience and knowledge gained in the past five years in the aspects outlined above will be evaluated for strength and for value to the project being solicited for the Prime Contractor, for the Subcontractors/Teaming Partners, and for individuals in key roles - separately and as a team.

Submitted joint experience between the Prime Contractor and the Subcontractors / Teaming Partners over the past five years will be evaluated for strength of working relationship, shared knowledge gained, and the degree to which the common experience includes scopes of work similar to that on the project being solicited.

The overall industry experience shown for individuals indicated to be in key roles from the Prime Contractor and Subcontractors / Teaming Partners will be evaluated for duration, effectiveness, and breadth, as well as for depth with projects in the past five years similar to the one being solicited.

Offeror’s team’s insights noted in the proposal drawn from experience and knowledge gained will be evaluated for strength and applicability of perceived benefits to the project being solicited, and for compatibility specifically with VA Pittsburgh University Drive Campus HCS operations.

2) Sub-Factor 2 - Capability:

a) The Government will evaluate the Offeror’s submitted information concerning the overall organization and team, including organizational chart(s) with brief relevant details of individual experience/qualifications. Please ensure these are labeled accurately and the submission should include appropriate resumes for all projects. The Offeror should provide information on the company’s employee types and specify the number of full-time and part-time employees. Submittal will be evaluated for ability to service the VA on the project being solicited. The Offeror should ensure that their subcontractors demonstrate relevant experience and clearly indicate which subcontractors they intend to use.

b) Number of personnel with Prime Contractor and named Subcontractors as well as the other prior and projected professional commitments by individuals in key roles will be evaluated to determine Offeror’s ability and depth of staffing to manage and staff this multi-discipline project, including off-tour or sequential working shifts, if necessary, without significant difficulty.

c) Offeror’s stated capability will be evaluated for managing projects of similar size, dollar value, complexity, conditions, and scope as well as the managing specialty disciplines needed to accomplish the work of this project. These projects do not have to be VA or US Government projects, while those are preferred, they are not required.

d) Resumes / Statements of Qualifications for Prime and Subcontractor Personnel in Key Roles attached will be evaluated to assess the individual skill capabilities and backgrounds with directly relevant experience to this project’s scope, and as part of the team’s combined capability. The Offeror should clearly identify key personnel proposed for the project, including their trade experience and educational background that provides directly relevant experience to this project’s scope. All resumes should be complete, including names and job titles for each team member.

e) Offeror’s plan for being able to respond to potentially short notice site visits/proposal meetings (normally within two calendar days but potentially as short as two hours) will be evaluated as an indicator of flexibility and responsiveness. The Offeror should provide a detailed explanation of how they would respond to short notice meetings, including their approach and capabilities for handling such situations.

f) The named Subcontractors and their history with the Offeror will be evaluated for capability demonstrated: in written references (Exhibit B); by their skill background; by their ability to work congenially with other Subcontractors; and by the ability for the Prime and Sub Contractor to suitable coordinate their work. The professional working relationship between the Prime and Sub Contractors will be considered.

g) Information concerning Offeror’s scheduling methodology, including steps to produce and meet recovery schedules, when necessary, will be evaluated to determine whether the scheduling capabilities possessed will ensure control of the project schedule throughout the period of performance. The person identified as being responsible for ensuring the schedule is monitored and maintained (ex. Project Manager) will be evaluated for ability and capability. Offeror’s statements regarding their ability to manage, maintain, and meet project schedules in a challenging supply chain environment will be considered in the capability evaluation.

h) Offeror’s narrative contents detailing project closeout procedures will be evaluated to assess commitment to completing all project requirements in a timely manner, including but not limited to punch lists, training and documentation, Operation and Maintenance Manuals, and as-built drawings.

i) Any improvements exceeding the RFP requirements or betterments provided will be evaluated for consideration of increased capability.

The degree to which the Offer’s RFP response adheres to the requirements of the solicitation, including instructions for content and format, will be evaluated as part of the Capability Sub-Factor.

4.2 Evaluation Factor 2 – Past Performance

Past Performance is one indicator of an Offeror’s ability to perform the contract successfully. The currency and relevance of the information, sources of the information, context of the data, and general trends in the Prime Contractor’s performance will be considered in the evaluation. The evaluation will also take into account past performance information regarding individuals in key roles and named Subcontractors that will perform major or critical aspects of the project being solicited. The Past Performance information will be reviewed to determine the quality and usefulness as it applies to a performance confidence assessment. Evaluation Criteria are indicated below for Past Performance. Past Performance will be evaluated in accordance with FAR 15.305(a)(2). Recency and Relevancy and Confidence will be equally weighted.

1) Recency and Relevancy:

The SSEB will determine the relevance of similar Past Performance information submitted. The SSEB will evaluate the prior project information identified in Exhibit A and Exhibit B for relevance to the project being solicited The VA requests three (3) construction projects that best illustrate the contractor’s prime and subcontractor team’s qualifications, as exhibited by projects completed within the past five (5) years. This documentation shall be submitted in accordance with Exhibit A, Past Performance Relevancy Questionnaire. The document should be written to show the team’s construction performance and qualifications within projects of a similar construction complexity and cost.

The past performance section shall not exceed four (4) pages and shall be rated based on recent and relevant project submittals. Please provide:

a) Project description, at a minimum the description should include scope, size and dollar value of the project and can include photographs, to determine recent and relevant past performance.

b) Show the participation of key personnel by name (identified previously with resume) in the listed projects. The offeror can also include the subcontractors by company name and staff member(s) who worked on the project. Including subcontractors may be beneficial to show the experience of the company in addition to the key personnel.

c) Include provided project point of contact (name, title, and phone number).

d) Please note the percentage of work that will be self-performed. Self-performed work is to be calculated at each stage of the project at no time should the prime contractor pay out more than 85% of any invoice received. Self-performed work is not the total for the project but throughout the project stages.

2) Confidence:

The SSEB will evaluate the degree of successful completion of the recent and relevant Past Performance identified in the proposal in response to submission requirements expressed in Volume I, Section 3, Past Performance, in Part 2 of the Instructions to Offerors, for the Prime Contractor and for the named Subcontractors/Teaming Partners. The SSEB will determine confidence based on how well the Past Performance work was performed. Information from the cited project references in the PPQs and Exhibit B written references will be utilized in the evaluation.

If PPQ’s are not returned, contractors may submit adequate proof that they at least made the attempt to obtain these documents as evidence of compliance of directions.

Documentation of satisfactory performance of projects similar in size, dollar value, complexity, conditions, and scope will be considered to have met the minimum requirements of the RFP. Projects that are not determined to be similar in size, dollar value, complexity, conditions, and scope may not be considered.

The Government reserves the right to check any or all cited references to verify supplied information and to assess owner satisfaction as to quality, schedule, cost, and management. The Government may also use other tools including but not limited to CPARS, SAM, and Source Selection Evaluator personal knowledge of the contractor to gather documentation on past performance.

Offerors without a record of relevant past performance or for whom information on past performance is not available may not be evaluated favorably or unfavorably on past performance and shall receive a neutral rating for Past Performance.

Information provided on problems encountered on the projects identified in Exhibits A and B and the corrective action taken shall be rated based on the confidence portrayed by references for each of the projects identified.

Data presented in the OSHA/EPA information and in the EMR certification, as well as liquidated damages assessments and other Past Performance considerations submitted will be considered in the confidence evaluation.

4.3 Evaluation Factor 3 - Price

The price will be evaluated by the Government for being fair and reasonable, in accordance with FAR 15.404-1(a). The Government intends to award without discussion but reserves the right to conduct discussions, if that is determined to be in the best interest of the Government.
