About this file
This is a Questions and Answers (Q&A) document addressing clarifications for a federal construction contract involving roof replacement and related work. The document contains 61 numbered questions with corresponding answers from the contracting office and final VA answers, addressing technical specifications, material requirements, and contract administration details.
The project requires replacement of approximately 1,300 square feet of EPDM roofing, including all gutters, downspouts, and facia as necessary. Key material specifications include 90 mil white EPDM roofing with a 25-year manufacturer warranty (any equivalent or better product acceptable), 5-inch Type K seamless aluminum gutters, 4-inch aluminum downspouts, R-30 mineral wool insulation with continuous vapor barrier, and a 3/8-inch dens deck cover board. The contractor must remove the membrane and cover to deck, inspect and repair damaged decking (limited to a 200 square foot deduct, with change orders for additional repairs), and install new coverboard and membrane per drawings. Insulation is only removed if wet or damaged, unless the manufacturer requires full replacement to maintain warranty. The roof features four-way slope with no tapered insulation or snow guards required. The contract period of performance is 120 calendar days after notice to proceed, with a government estimate between $250,000 and $500,000. Performance and payment bonds are required; a bid bond is not. The site superintendent must be directly employed by the prime contractor and present on-site at all times, and an OSHA-defined Competent Person must be on-site during all work. The superintendent and Site Safety Health Officer may be dual-hatted positions if the individual is qualified for both roles. The contractor is responsible for field verification of existing conditions, providing portable restrooms, and submitting as-built documentation through internal systems (Autodesk Construction Cloud is no longer available). No asbestos-containing material is known to exist, though suspected ACM encountered during work must be immediately reported to the Contracting Officer's Representative.

6 Specification Section 01 00 00, Paragraph 1.3.A (Statement of Bid Items): Is a new lightning protection system required for the new roof?
Lightning protection is not within the scope of this project.
7 Specification Section 07 53 23 (EPDM Roofing), Paragraph 2.3.A (Products- General): Are there other manufacturers of equivalent thickness that would be acceptable for the EPDM roofing? (e.g., Carlisle or Versico).
Any equivalent or better product is acceptable.
8 Is the entire existing roof system to be torn down to deck, deck inspected and new insulation, and EPDM system to be installed?
The membrane and any cover is required to be removed to deck, the deck inspected and repaired if necessary, and new coverboard/membrane installed per the detail on sheet A103, detail 1.
9 Or is only the membrane to be removed the insulation to be replaced only if wet or damaged?
Insulation is only to be removed if wet or damaged. Please refer to RFI question #33 as well.
10 There is no spec for a cover board to be installed. In the drawings below it appears that the plan is to keep current insulation and install 3/8 inch dens deck cover board. Are we correct in this assumption?
Yes
11 Is the gypsum board to be mechanically fastened?
Yes
12 Is the EPDM system to be adhered? Yes 13 25-year warranty is called out in the specifications are we able to utilize another manufacturer if we can meet the 90 mil EPDM and 25-year warranty requirement.
Any equivalent or better product is acceptable.
14 What size gutter is to be installed? 5” Type ‘K’ Seamless Aluminum, 4” aluminum downspouts 15 What type of roof deck on the building? Current roof decking is suspected to be 3/4” pressure-treated plywood, but it is the contractors responsibility to field verify and replace in kind. See drawing sheet A103, detail 1.
16 What is the thickness of the existing insulation?
Current insulation is R-30 mineral wool w/ cont. vapor barrier stapled to joists. ASTM E 84 moisture resistant, flame resistant and mold resistant.
17 Is the roof deck sloped or is tapered insulation required?
Please refer to drawings. This is a low slope (1/2" in 12”) EPDM roof.
18 What is the thickness of new insulation? Current insulation is R-30 mineral wool w/ cont. vapor barrier stapled to joists. ASTM E 84 moisture resistant, flame resistant and mold resistant.
19 Does the new roof require a cover board or vapor barrier?
See drawing sheet A103, detail 1. Current insulation is R-30 mineral wool w/ cont. vapor barrier stapled to joists. ASTM E 84 moisture resistant, flame resistant and mold resistant.
20 Please confirm that the new metal is to be aluminum.
