About this file
This is an Amendment to Solicitation document (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 4, revising solicitation 36C24426Q0463 for ALS/BLS Ambulance and Wheelchair Van Transports serving New Castle County and surrounding areas in Delaware, Pennsylvania, and New Jersey. The amendment extends the hour and date for receipt of offers to June 19, 2026 at 10:00 AM EDT and clarifies that the solicitation closing date is Friday, June 29, 2026 at 10:00 AM EST. The amendment publishes the first set of questions and answers (QA Set 1) addressing offeror inquiries regarding contract requirements.
The QA Set 1 responses establish critical baseline information for prospective contractors: there is no incumbent contractor currently performing these services, and the government cannot provide historical transportation volumes or facility-specific performance data at this time. The price schedule contains estimated 5-year quantities broken down by service type (Wheelchair, BLS, ALS, CCT, and SCT), but the government does not track or project the percentage of same-day versus scheduled transport requests, as these vary based on beneficiary needs. Offerors are required to address quality control measures in accordance with the Performance Work Statement (PWS) and must reference VetRide for electronic trip records, GPS-supported trip verification, and electronic reporting requirements for documentation and invoicing purposes.
