The Department of Veterans Affairs, Network Contracting Office 4 Services 2, located at 3900 Woodland Ave., Philadelphia, PA 19104, is seeking qualified contractors to perform comprehensive electrical testing and maintenance services. The solicitation is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC). The work location is the Department of Veterans Affairs Wilkes-Barre VA Medical Center, 1111 East End Boulevard, Wilkes-Barre, PA 18711-0030. The Product Service Code is J061, and the NAICS code has been changed to 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) via this amendment, with a small business size standard of $19.0 million.
The amendment extends the RFQ response deadline from March 27, 2026 at 15:00 EST to April 3, 2026 at 15:00 EDT. The contract performance period is 12 months from award (changed from 6 months). Primary scope includes testing and maintenance of all major circuit breakers for three substations, infrared scanning of electrical equipment, protective device setting adjustments, and a four-hour generator load bank test with all three generators. Infrared scanning can be performed during weekday business hours, while other work will require weekend shutdowns. The VA will provide power, lighting, and facility escorts for electrical closets and substations. The contractor must submit a detailed schedule within 30 days of award. Questions were due by March 3, 2025, and the amendment includes responses to 21 frequently asked questions regarding scope clarification, scheduling, equipment access, safety requirements, and previous contract information (36C24421P0077 and VA244-17-P-2715).

Stephanie Luniewski Contracting Officer Page 1 of Page 1 of Amendment 0001 36C24426Q0250--Triennial Electrical Inspection at VA Wilkes-Barre
1. Will the VA provide a copy of the single line drawings for quoting? The AF Study information does not provide the pertinent information.
Response: Attachment 5 Power Study Drawing 1-22 provides all single line drawings for facility.
1. Can the VA extend the deadline to allow quotes to be received from the Utility Company?
Response: The RFQ due date has been extended to 03/13/2026 by 3:00 PM EST.
1. Will the VA provide the schedule utilized in the previous cycle? At minimum can the VA provide the total number of weekends needed to complete the previous cycle?
Response: Previous schedules and amount of weekends/shutdowns all varied, depending on size of crew or multiple crews provided by contractor. Multiple crews working at once led to less shutdowns/ weekend worked.
1. Can the VA provide the previous contract number(s) for the triennial electrical testing services?
Response: Previous contracts can be found on the USAspending.gov website. 36C24421P0077 and VA244-17-P-2715 are the previous contract numbers.
1. Is this just to de-energize the service? If so is it for one service, or both services? We will need that to determine the number of crews and type of equipment required. Also, what day will the work be performed on?
Response: No, this contract is not just to de-energize electrical services, over multiple days of testing and maintenance of all major circuit breakers for 3 substations as well as other electrical equipment will take place.
1. RFQ states all work must be completed 6 months from award of contract; when is the contract expected to be awarded? Is this for completion in 2026 or roll into 2027?
Response: Completion is 12 months from the award. Performance Period changed from 6 to 12 months.
1. How long after award of bid will the Schedule be required for submittal & review? Response: After award contractor will work with VA Maintenance staff to build schedule. Schedule is due within 30 days after award.
1. Can IR Scan work be performed on Weekday schedule or does this need to be weekend work as well?
Response: IR scan can be completed during the week, during normal VA hours.
1. Will facility provide qualified personnel to escort our Thermographers throughout the facility and remove/install covers to help expedite the IR Scanning?
Response: VA will have escorts to give access to electrical closets and substations, but VA personnel are not responsible for removing electrical covers.
1. Statement of Work states all equipment in Attachment 1 t be IR Scanned. I assume there are IR ports in the MV & Equipment to allow scanning and still abide by NFPA70.E You want all IR Scan to be within safety standards correct? Response: Most MV electrical equipment has IR port, some do not. If it has an IR port scan it, if not report it.
1. Section B2 – Statement of work 3.9 4-Hour Power Outage Test: Note: The 4-hour test must be conducted during moderate outdoor air temperature so that a reasonable indoor air temperature can be maintained. Past testing has been conducted in early spring or fall. Will ALL three Generators be addressed on the same outage or is individual required?
Response: All three generators will run during this 4-hour outage with a load bank on each.
1. Besides NETA Certifications, what site requirements will our Techs be required to meet?
Response: No, they need to submit all certifications referenced in the RFQ in the deliverables section and evaluation section.
1. PTI has a standard Safety Meeting and Lockout Tagout (LOTO) procedure before ALL our jobs. Is there site safety video(s) or class beyond our standard that will be required prior to beginning of work?
Response: There will be no videos or class that will be required, just standard safety meetings and LOTO procedures.
1. How many shutdowns (weekends) do you anticipate to complete the PM Services? What has been the number of shutdowns in previous cycles?
Response: The amount of shutdowns/weekends have varied in the past, it will all depend on the size of the crews working from the contractor. Previous testing if there were multiple crews working at once led to less shutdowns/weekends worked.
1. Included in the package are pages of setting information. PTI will not make setting adjustments without authorization. Are you looking for us to confirm settings per the attachment? Or are you looking for us to make modifications / adjust settings per the attachment? Please clarify Response: Attachment 4 Protective Device Setting Adjustments. Settings to be adjusted if proposed as per the attachment. Settings determined from previous electrical study.
1. Will there be power (120Vac) available for our testing equipment during de-energized portion of our PM & Testing?
Response: Yes, there will be power available.
1. Will there be lighting in the substations during our testing equipment during de-energized portion of our PM & Testing?
Response: Yes, there will be lighting in the substations.
1. Do we need to provide small generators & lights for our own use?
Response: No, there will be power available for lighting and equipment.
1. We are asking for an RFI extension of 2 days extra. Is this possible?
Response: The RFQ due date has been extended to 03/13/2026 by 3:00 PM EST.
1. All other VAAR 852.219-75 Limitations on Subcontracting have been (iii) Special trade construction contractors at the 75% requirement consistent with NAICS Code 238210 and nature of execution of contract that requires maintenance and repairs.
Request VA confirm that this solicitation, under 238 NAICS code is designated Special trade construction contractors at the limit of 75% and not Services at the limit of 50%.
Response: The NAICS Code for this project is changed to 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance via this amendment.
