About this file
This document is an Amendment (A0003) to Solicitation 36C24425R0073 for the Replace CLC Nurse Call System Construction project at the Butler VA Medical Center in Pennsylvania. The amendment extends the proposal submission deadline to June 5th, 2025 at 11:00 AM EST and provides detailed responses to 20 Request for Information (RFI) questions from potential offerors. Key technical clarifications include confirmation that remote annunciation will be networked, the current system is a SimplexGrinnell EZ Care system, all cabling must be in conduit, and the nurse call system will be Power over Ethernet (POE) with emergency power capabilities.
The project requires replacing the existing nurse call system across multiple buildings (Buildings 20, 2, 48, and 7) at the VA Medical Center, with specific requirements for network connectivity, remote annunciator placement, and system configuration. Notable specifications include a server location in Building 20, Room 123F, network isolation from the existing OI&T network, and compliance with VA guidelines and local requirements. The solicitation is issued by the Department of Veterans Affairs Network Contracting Office 4, with proposals to be submitted electronically to specific VA contracting officers.

Question
VA Answer
1
Please confirm if the secondary remote enunciation points will be able to be networked and not installed with a dedicated line?
Yes, this is confirmed. Remote annunciation will be networked.
2
What is the current nurse call system installed in the CLC?
The current system is a SimplexGrinnell EZ Care system.
3
E-001 General Notes - #24 Call for a 1 ½” conduit drop for nurse call devices – More than likely the existing devices have a ¾” conduit. Please confirm ¾” is acceptable
In regards to the note 24- it mentions stubbed to above ceiling or tray, would j-hooks be acceptable or does this cabling require a complete conduit raceway Does each room require a complete conduit raceway or can devices be installed with a stub-up to the accessible ceilings?
Conduit sizing may be left to the discretion of the contractor.
All cabling must be in conduit. All codes and specifications must be followed.
No stub-ups.
4
Building 20 may only have conduit within the hard ceiling rooms – are j-hooks acceptable or does ALL new wiring require conduit as shown on the E601 Schematic? This would mean Building 20 would have two new conduits ran to each room, one for the nurse call network and another for the power every 10th room
All cabling must be in conduit. All codes and specifications must be followed.
Nurse call must be on emergency power and must be POE. Means and methods for providing this is inherent to the selected system.
5
Please confirm the Remote Annunciators for Buildings 48 & 7 will be patched into the existing network within those areas, no other cabling or raceways required
Yes, see question 1.
6
New POE+ switches are requested in the SOW. Is the expectation that the Intercom system will run on its own network?
Yes.
7
Is the expectation that the Intercom System and switches will interface with the OI&T LAN? If so, do the network switches need to be a minimum model such as Cisco 3850 to meet OI&T standards?
The system is not to interface with existing OI&T network; however, device requirements must still be maintained.
8
Does the floor plan provided include all speakers to address the audibility deficiency noted in the SOW?
Yes.
9
Where should the two remote enunciators be located for the Nurse Call? The spec mentions several locations but only requires two.
Remote Annunciators for Buildings 48 & 7 will be patched into the existing network within those areas, no other cabling or raceways required.
10
Can the government confirm that Building 7, the boiler plant and Building 48, the fire station are to be the locations for secondary code annunciation?
See questions 1, 5, & 9.
11
If Building 7 and Building 48 are to be used can the government confirm that this should be a network connection and are not required to be a hardwire connection to Building 20.
See question 1.
12
Can the government confirm that a nurse console master station is required in Building 2 room 119, Police/Security? This is not shown in the drawings.
A master station is not required in this location, only remote annunciation.
13
Can the government confirm that the pull-cords in Building 2 second floor restrooms will ring to a console on the 1st floor?
Yes, this is confirmed.
14
Can the government verify the pathway from Building 20 to Building 2?
It is believed to the best of our knowledge that the pathway exists, but it is the contractor’s responsibility to verify existing conditions.
15
Can the government confirm there is an existing chase to get Building 2 second floor Nurse Call panel?
See question 14.
16
Can the government confirm that hard barrier walls and negative air will be required in building 20 and Building 2?
In building 20, yes. In building 2 lower level ICRA can be assessed per the Butler VAMC ICRA policy.
17
Can the government confirm that the Tentative Project Schedule should be an attached document and is not required to be in Sections 1, 2, and 3 in Volume I’s 25-page limit?
Yes, per the solicitation, the Tentative Project Schedule should be in Volume I, Section 5: Attachments, attachment 5.4.
18
Since this project is predominately technology based would the government consider reducing the CQC System Manager requirements to be just nurse call and healthcare technology experience?
No, but this will be taken into consideration during source selection evaluations.
19
In the answers to RFIs released on May 16, 2025, questions 17 and 44 ask about 2-jack stations. Can the government confirm that these stations are not a requirement on this project even though they are listed in the specifications 27 52 23 section 2.2 system Description.
There will be no two-jack requirement.
20
Where should the server for the Nurse Call system be located?
Bldg. 20 Rm. 123F. This is also the location of the current server.
