Question
VA Answer
1
Due Date: Sam.gov says 5/23 however the solicitation says 5/30. Please confirm the due date.

The due date is May 30th at 11:00 AM EST

2
Site Visit: This solicitation was issued on 4/29 and the solicitation says the site visit was on 4/29. Please confirm the date for the site visit.

The site visit was held on 4/29/2025 as noted in the pre-solicitation announcement.

3
Certification Requirements: There is not a requirement for the nurse call system installation, termination, and testing, to be overseen by an RCDD (Registered Communications Distribution Designer) prior to submission to the Contracting Officer. An RCDD ensures compliance with codes and industry standards and optimizes system performance of cabling and communications systems. Please confirm if an RCDD will be added as a requirement to ensure standards, compliance, and allow a detailed review by the ISO (Information Security Officer) prior to deployment and installation.

AG Response: Oversight by an RCDD is not a VA requirement. Please see specification section 27 52 23, section 1.5 for contractor qualification requirements.

4
Are there any areas in the Domiciliary or CLC that require anti-ligature hardware (behavioral health considerations)?

There are no behavioral health designated areas in the Domiciliary or CLC.

5
Are the Nurse Call servers required to be physical (on prem) or is virtual (VA hosted) when the provider has an existing approved Medical Device Risk Assessment MDERA and approved Memorandum of Understand/Interconnection Security Agreement (MOU/ISA) E-5326 in place with the Veterans Administration that allows remote access to Virtual Servers for installation support and maintenance/service.

The basis of design includes distributed nurse call terminal cabinets. We do not take issue with utilization of virtual (VA hosted) servers with approved MDERA and MOU/ISA, but defer to VA station for their preference.

VA: The station would prefer physical (on premises) servers as integrating with the VA network involves many additional levels of approval.

6
Are there requirements for a new or existing RTLS (staff locating) solution? If it is to be integrated with an existing system, please provide details on the existing system.

There is no current RTLS staff locating system installed, but future integration capability is required.

7
Please share the pre-bid meeting agenda/sign-in sheet for the project "VAMC Butler - Replace CLC Nurse Call, PA."

The sign in sheet will be attached as an amendment and shared via SAM.gov.

8
Will RTLS be required/add on? Will the system need to be able to add at a future date?

Yes, the system must be capable of integrating with a future RTLS system. Please refer to specification 27 52 23 section 2.4.F for nurse call system interface requirements.

9
Are there any integrations that are required? EMR, Beds, ect.
Yes, the system must be capable of integrating with the existing Infotainment system. Please refer to specification 27 52 23 sections 2.4.F and 2.4.N for additional nurse call system interface requirements.
10
Intercom Integration building 22-25. During Prebid we were advised the intercom would need to be replaced. Do all of the calls go back to building 21? Can you post photos of current system?

All calls are routed back to bldg. 21. See attached photos.

11
Will the Government confirm that shower pull cords required to be Waterproof IP68 (ANSI/IEC 60529) - rated sealed pullcord stations?
Yes, please provide shower pull cords with IP68 rating.
12
Will the operating system and database application installed on the nurse call servers be required to be OI&T One ‐VA Technical Reference Model (TRM) (www.va.gov/trm) approved for installation within the Government?
Yes, if the system is hosted on VA servers (see question 5). If on physical servers, the software is not required to be OI&T approved.
13
Can the government confirm that existing underground conduit from Building 21 to apartment buildings 22-25 will be reused?

Yes, should the conditions be acceptable. It is the contractor’s responsibility to verify all field conditions.

14
Will the Government re-confirm bidders must include the nurse call FDA 510k device certification in accordance with the October 2023 VA memorandum?

All officially listed memorandums and directives are applicable unless superseded by a more current version.

15
Is the nurse call system required include high availability disaster recovery so that the system can recover from server failure automatically without any need for user intervention as described in the newest TIL spec document just released by the VA earlier this year?

Yes, all new construction must comply with current TIL standards.

16
Specification 27-52-23 Section 2.2 System Description I. calls for two additional locations for Code Blue Annunciation. Can the government confirm the location and room numbers for these locations?

The primary remote enunciation point shall be the existing SCC (bldg. 2 rm. 119); secondary location to be confirmed by COR.

VA: Secondary locations will be the boiler plant (bldg. 7) and fire station (bldg. 48)

17
Specification 27-52-23 section 2.4 H.2, states “provide (2) alarm jacks at each patient station. These are not located on the drawings can the government confirm these additional stations should be provided in the patient room per patient station?

As a general rule, specifications always supersede drawings, thus anything required in the project specs must be included regardless of the drawing indications.

18
Will the government confirm that the Nurse Call system must adhere to the Buy American Act and provide certification?

Yes, according to the Federal Acquisition Regulation (FAR), the government will confirm that a Nurse Call system must adhere to the Buy American Act (BAA) This means the Nurse Call system must qualify as a “domestic end product,” which generally requires that it be manufactured in the United States and that a specified percentage of its components (currently over 60%) are of U.S. origin, unless an exception or waiver applies.

19
Will the government confirm that the Intercom System and Speakers for Buildings 21-25 must adhere to the Buy American Act and provide certification?

Yes, the government will confirm that the Intercom System and Speakers for Buildings 21-25 must adhere to the Buy American Act (BAA) if the procurement is subject to the BAA, and will require certification as part of the process. The FAR mandates that offerors submit a Buy American Certificate (FAR 52.225-2) with their bids or offers for BAA-covered procurements. This certificate requires the contractor to certify that each end product is a domestic end product, or to list any foreign end products offered.

20
Does the Butler VAMC CLC currently have a staff locating system (RTLS) installed?

There is no current RTLS staff locating system installed, but future integration capability is required.

21
Is the new Nurse Call System required to integrate with a current RTLS staff locating system?

There is no current RTLS staff locating system installed, but future integration capability is required.

22
If wall tiles need to be removed does the VA have a model number to order new tiles or attic stock, that can be used to replace the tiles?

If existing finishes are disturbed, they must be replaced with like material. No stock exists on station. Assistance with sourcing and approving finished will be provided should the need arise.

23
If patching and painting is required can the government confirm the paint brand and color to be used to match existing conditions?

If existing finishes are disturbed, they must be replaced with like material. No stock exists on station. Assistance with sourcing and approving finished will be provided should the need arise.

24
Will the Government confirm that the RFI responses will become a part of the specification requirements for this solicitation?

Yes, answers constitute contractual requirements for the project.

25
Are suppliers required to submit a bill of materials or cost breakdown to demonstrate that at least 55% of component costs are domestic for manufactured products?

No.

26
If a waiver or exception is claimed, must suppliers provide supporting documentation (e.g. justification for non-availability or cost differential)?

Yes.

27
A Construction Warranty Service Priority List is provided in 01 00 00 on page 13. Various systems are mentioned that do not appear elsewhere in the project scope, including overhead doors, sprinkler systems, heating and air conditioning, sprinklers, and other. These systems and various others are also listed on page 11. Would the government clarify if these items are in-fact within scope and/or why they are listed?

Spec section 01 00 00 list the general requirements for all projects at the VA. Specifically the items called out in this section serve as examples of various systems. This does not imply that all of these systems exist within this particular project. The scope of the project is defined by the Statement of Work (SOW) and the provided construction drawings.

28
The spec mentions Pre-testing mechanical equipment and systems on 01 00 00 page 18. Would the government clarify what is meant by mechanical systems?

Spec section 01 00 00 Subpart 1.17 B. requires pretesting of mechanical and electrical equipment and systems. This means that any mechanical or electrical component of the project, installed by the contractor, must be functionality tested by the contractor before final testing by the VA or it’s representative(s).

29
Would the government clarify which two remote enunciation points listed on 27 52 23 page 10 should be covered by the Nurse Call system?

See question 16.

30
Would the government confirm whether flex conduit is permitted for runs (taps) inside rooms to stations in walls from the corridor Dome Light?

Flex conduit is not permitted. The drawing intent is to reuse existing conduit and backboxes from demolished devices where new locations match existing. New device locations require new conduit and backboxes in accordance with specification section 27 05 33.

31
25 pages does not seem like enough pages for sections 1-3. Section 2.3 project controls asks for 3 separate programs that are each very large. Can we please have a large page limit?
Please summarize in a concise manner, the programs as requested. The full program(s) can be attached to the proposal as an appendix but may not be reviewed unless there are areas in need of clarification. Proposals will be evaluated based on the information provided within body of the proposal.
32
Do we only need to submit subcontractor resumes if we are doing a teaming partnership?
We ask that all entities that are to perform work on the project are accounted for to the best of the offeror’s ability so that the entire project team can be evaluated as a package.
33
If the answer to the last question was no, can you please confirm which specific subs we must submit resumes for?
See question 32.
34
What key personnel positions must we include and submit resumes for?
There is no specific requirement. Please included any key personnel that you feel are relevant to the proposal. This is especially applicable if the same personnel will be utilized for the proposed project.
35
Can the proposal deadline be extended?

No.

36
Do we have to submit Exhibit D Sample transmittal letter with our proposal? or is that a sample to send to contacts?
This is a sample to send to your contacts.
37
With recent changes in government agencies, it is challenging to get someone to complete a new PPQ for a past project. Can we submit CPARS instead of getting new PPQ?
Please attempt to obtain PPQ’s and provide documentation of the attempts. CPARS may also be submitted.
38
Or can we submit previously completed PPQs?
Previous PPQ’s will not be accepted from the contractor. All PPQ’s are to be sent from the person filling out the questionnaire to the contract specialist, as instructed.
39
Is Exhibit B to be filled out by a subcontractor only if we presented their work on Exhibit A?
Submit one (1) Exhibit B form from each Subcontractor / Teaming Partner named in Exhibit A, Part 2.
40
The specs mention adding software to 3 customer owned PC’s, ability to pull reports, ability to remotely download, ability to pocket page, and etc. I did not see anything referring to anything about servers whether being provided or added.
Please see question #5 on S06 RFIs.
41
There is a diagram indicating the usage of 6 different head end locations (1 in Building 2 and 5 in Building 20) each utilizing just one L-Net. Should we do what we think is logical which would be 3 locations (1 in Building 2 and 2 in Building 20)? Please refer to the prints in the sharepoint folder.
The intention behind having a separate head end unit for each wing was to support the phased implementation as coordinated with the VA, to facilitate easier and less disruptive installation. We do not take issue with provide fewer head end locations, but it needs to align with the intent of the phasing plans and not disrupt other areas not under construction or already completed construction. Please submit proposed head end equipment locations for review during submittal process. Also, please see question #5 on S06 RFIs.
42
With the system consisting of two buildings, there is nothing referencing utilizing or needing fiber to connect the systems. I would think that this would be the appropriate method for connection.
The design intent indicated on sheet E-601 was to provide a network connection to the nurse call system in each building. We do not take exception to providing a direct connection between the two buildings.
43
The specs mention adding 2 additional annunciation locations which are being defined at Telephone / PBX Operator Room and Police Control / Operations Room. I would assume that Staff Terminals would be the obvious solution but I am not sure of the locations. There is a Police/Security, Rm 119 located in Building 2. This could obviously result in additional fiber and/or head end locations.
Yes, please provide staff terminals at these locations. Please see question #16 on S06 RFIs for direction on locations.
44
The specs mention having 2 alarm jacks at each patient station but I do not see any indication on the drawings or legend of a 2-Jack station.
You are correct; there are no 2-jack stations included in this project.
45
The drawings show some emergency push button stations that are going to be located outdoors. Have the EC put in waterproof boxes and use Staff Assist buttons which are water resistant or change them to waterproof Pull Cords?
Please provide waterproof pull cords. That is in alignment with the existing devices installed at those locations.
46
The specs mention having UPS for 30 minute backup in the cabinets or separate cabinet. I would assume that the built in battery backups built in the power supply would be sufficient.
Yes, built-in battery backup is acceptable, assuming that a minimum 30 minute backup can be achieved.
47
The specs mention the usual things that don’t reflect the prints or our system like Nurse Locator system (assuming they mean RTLS but there are none on the prints) and a touch screen 15” monitor for assigning rooms. I can put in the SOW that the Nurse Locator is not pertaining to this project and the touch screen is not an ability of this system.
Yes, there is no existing RTLS, nor is it required to be installed as part of this project. The system must be capable of integrating with a future RTLS system. Please refer to specification 27 52 23 section 2.4.F for nurse call system interface requirements. It is acceptable to not provide a 15” touch screen monitor for assigning rooms.
48
Are we allowed to use existing conduit?

There is no existing conduit. If there is any, it is permissible to use.

49
If conduit is not in place can we use plenum rated wiring to meet local codes and requirements?

No, rated wiring is not an acceptable alternative to conduit. You do not need to meet local codes and regulations, you need to meet VA TIL specifications and project supplied specs.
