About this file

This is a Questions and Answers document for solicitation 36C24425R0001 regarding power deficiency corrections at the Erie VA Medical Center, with responses dated December 12, 2024. The Q&A provides technical clarifications about generator installations, including details about concrete pads and access decks for four generators (3 existing + 1 new), distribution panels and automatic transfer switches that need to be newly supplied, and specifications for ductwork and manholes. Key technical requirements include a 48" x 48" underground enclosure rated for vehicular traffic, installation of new switchgear sections for E-SWGR-1 in building #11, and installation of various circuit breakers (600AF/600AT and 800AF/600AT).

The document clarifies work scheduling requirements, stating that tasks not impacting patient care can be completed during normal business hours, while those affecting patient care must be done during off-hours. ICRA (Infection Control Risk Assessment) requirements must be followed, with each task being reviewed for appropriate control levels. The file also addresses contractor questions about equipment removal methods and requests for additional documentation of existing equipment, with several photographs to be provided separately.

Questions and Responses

Correct Power Deficiencies EEPG 3 for Proposal 36C24425R0001 Date of Responses – 12/12/2024 Question #1 Will all five (5) concrete pads and access decks between the generators be part of the contract or only the two (2) either side of the new install?

Response: See Drawing SS101 Sheet Keynote #3 & 11-EP101. All (4) generators (3)E + (1)N will have platforms constructed per drawing.

Question #2 All but three (3) of the distribution panels (N) “DPEQ1” and (N) “EQ-92E” on drawing E-6-15 are marked with keynote #3. Keynote #3 states “the distribution panel was pre-purchased in an earlier phase of the project. These three panels do not have Keynote #3 designation. Are these panels NEW to be supplied in this contract or have they been pre-purchased?

Response: NEW to be supplied in this contract along with their associated Automatic Transfer Switches (ATS-EQ1 & ATS-EQ2). This will allow for the new 480/277V EM distribution capabilities.

Question #3 Should the new duct bank on drawing 11-EP101 from building #11 to the new generator be concrete encased?

Response: No Question #4 Drawing 11-EP101 and 12-EP101 say to remove the existing duct bank between the new manhole and building #12. Can we abandon the conduit, or must we dig it up?

Response: Per drawing 12-ED101 note at manhole, “Remove remaining duct bank” Question #5 What size should the new manhole be?

Response: A 48” X 48” (approximation) underground enclosure (Quazite as example) rated for driveway, parking lot subject to occasional non-deliberate heavy vehicular traffic. Open bottom for drainage on gravel base.

Question #6 What exactly is required in the new manhole since it will be a spare with no cable in it? Just grounding and a ladder?

Response: See response #5 Question #7 We are to install a new 60A-2P circuit breaker in existing panel PP-1 for the generator auxiliary systems connection. Can a picture of the nameplate and existing circuit breaker in PP-1 be provided?

Response: Pic will be provided. Panel schedule provided.

Question #8 We are to install new switchgear sections for E-SWGR-1 in building #11. Can pictures of existing gear with the nameplate and manufacturer information be provided so we can give more information to our Eaton Vendor?

Response: Pic will be provided.

Question #9 We are to install 600AF/600AT breakers in both the SWBD-2A and SWBD-2B. Can pictures of this gear and existing breakers be provided?

Response: Pics will be provided.

Question #10 For the two generators that are to be demolished, can they be craned out from the parking lot to the south, or must we crane them out from the parking lot to the west?

Response: What ever means/direction is easiest and safest for the contractor.

Question #11 We are to install (2) 800AF/600AT circuit breakers in E-SWBD-2A. Can a picture of this gear and existing breakers be provided?

Response: Pics will be provided Question #2 How much electrical work for this project will be able to be completed during normal hours? Will we need to work out of an ICRA cart for any of the work in the hallways?

Response: Any work that does not impact patient care (i.e. electrical outages, having to block corridors) can be completed during “normal” business hours. Patient care potential impact tasks must be completed “off hours”. ICRA requirements must be followed, each task may be unique and will have to be reviewed for appropriate level of control.
