About this file
This amendment modifies a solicitation for renovation services at a Department of Veterans Affairs medical center. The solicitation is set aside 100% for Service-Disabled Veteran-Owned Small Businesses. Renovation work includes upgrades to the 1st and 2nd floors of Building 58 to create a new domiciliary space. The amendment provides responses to contractor questions, updates the required security camera system, and replaces the bid form. Offerors must acknowledge any amendments by the specified date. The responses clarify allowable flooring removal methods, provide plumbing drawings, and confirm new shower materials. Fire protection requirements and duct cleaning specifications are also specified. Contractors should review all updated details and specifications to account for changes when submitting offers.

Renovate Building 58 1st and 2nd Floor Domiciliary Solicitation Number: 36C24423R0083, Project No. 542-19-113
This amendment is issued to provide the following information:
1. Responses to Additional Contractor RFI’s
2. Revised Bid Form
Elizabeth Wilson Contracting Officer
Renovate Building 58 1st and 2nd Floors Domiciliary Solicitation 36C24423R0083
AMENDMENT 0002
The purpose of this amendment is to add the following:
1. Revised Bid Form
2. Responses to Additional Contractor RFI’s
3. IMPORTANT DESIGN UPDATE/CHANGE:
The original design for this project used Lenel as the basis of design for the camera system. In recent months the Coatesville VA Medical Center has switched to the Avigilon system. The contractor will use Avigilon as the new basis of design and be responsible for integration into current system.
Additional Contractor RFI’s
1. Amendment 0001 and RFI responses are referencing a revised CLIN Pricing Sheet and a revised Bid Form. We received the CLIN Pricing Sheet, but no revised bid form appears to have been issued; it is not listed on Page 3 as an attachment either. Can the VA provide the revised bid form referenced in Amendment 0001?
VA Response: Bid Form will be provided in amendment 0002.
2. The asbestos abatement spec 02 82 13 19 section 3.3.2 for the removal of the floor tile calls for an infra-red heating unit to be used. The amount of floor tile abatement on this project far exceeds the usefulness of an infra-red machine. Can we use non-mechanical methods such as floor scrapers to remove the floor tile?
VA Response: As long as demolition areas are closed up with plastic sheeting while the tile removal is taking place, and the workers are wearing appropriate PPE gear, I do not see this removal method as a problem. This work must be approved by the COR.
3. Can you provide tile elevations for the above-mentioned project?
VA Response: Toilet/Shower floor plans and elevations are on Sheets I-407-I-
4. S104 Knee Braces; 10) are called out, are these new or existing? If new, are we to follow detail 3/S201?
VA Response: Detail 3/S201 indicate that the knee braces are new to account for locations where the removal of the X-bracing is required. Follow the detail.
5. 5/S301 Concrete Joist Stem Infills; locations are not called out on the Structural Drawings. Are there infills required for this project?
VA Response: Yes, they are required.
6. The fire sprinkler scope of work includes removing all existing sprinkler piping and heads on the 1st and 2nd floors and to install new piping and heads throughout. However, the drawings also talk about providing a fire watch when systems are down for more than 4 hours. We’ve been involved with other VA jobs where the VA wants temporary upright sprinkler heads to protect the space during construction. But with all existing piping being replaced, combined with above ceiling congestion, this would be very difficult and expensive. Please clarify the intent of the fire watch requirement. Will this be enforced? Can we demolish the existing sprinkler system in the construction area, and then install the new system?
VA Response: The system can be demolished and new installed provided that a fire watch is provided in the interim. This will be enforced, please note that if a temporary upright head is provided the fire watch would not be needed. Where the fire watch is the appropriate choice and where temporary upright heads work better is up to the contractor’s discretion.
7. Please provide clarification on which Floors and the Specification of cleaning existing ductwork?
VA Response: Please see specification section 23 31 00 regarding duct cleaning and locations.
8. Please confirm, what materials are the new shower stalls.
VA Response: Showers are solid surface. See specification 10 21 16 Shower Dressing Compartment.
9. Q38 (from RFI’s in amendment 0001), Set #26: This section mentions the requirement for fire-rated hardware. However, there is no explicit mention of the doors themselves being fire-rated or the required fire rating. Could you provide further details or specifications regarding this?
VA Response: Opening(s) C-122 & C-231 are smoke doors, as indicated on floor plans AE101 & AE102 (wall indicated to be a smoke wall.) These doors need to be connected to the fire alarm system, as stated in the hardware spec, so that when the fire alarm is activated, the doors will automatically close. There may have been some confusion between the "term" fire alarm and fire-rated.
10. Q46 (from RFI’s in amendment 0001): Is the door vendor expected to handle the installation of card readers and door handles? There is an assumption that security would be responsible for providing the readers. Could you clarify which door handles are being referred to in the RFI response?
VA Response: To be clear, door handles for all door hardware shall be installed by the door vendor, or in concert with the security vendor (as required) where wall mounted card readers are located. See detail 8/T-501 Hardware sets 12.0 and 12.1 pertain to the bedroom spaces & door opening 243 that contain a multiCLASS SE card "key", similar to a stand alone hotel type card reader. These 2 hardware sets could be installed by the door vendor with limited security vendor involvement for the final connectivity between the door openings and the card reader system. Please review spec section 28-15-00, 08 71 00, the SE LP10 Access Control Catalog, and detail 6/T-502.
