Boiler Plant Renovation Project # 595-13-101

This amendment is issued for the Technical Question Responses.

NOTE: REVISED DESIGN & SPECIFICATIONS ARE INCLUDED

Proposal due date is extended to: March 22, 2023 @ 1300

All other Terms and Conditions Remain unchanged.

Melvin Moore Contracting Officer

Boiler Plant Renovation Project # 595-13-101

1. Volume 1 Subfactor 1, Experience asks for five projects with a time period spanning the past five years. Would the VA consider expanding this time period from five years to seven years to allow for a deeper pool of projects from which offerors can choose?

Yes, the VA will consider projects completed with a time period of 7 years.

2. Volume 1 Subfactor 2, Personnel and Organization asks for Exhibit B Information and Consent Forms for each featured subcontractor, in order for them to be considered. We respectfully request that the VA remove this as a requirement, as it can be challenging asking subcontractors to complete and submit this form in time for proposal submission.

No, submit Exhibit B information and consent forms as directed.

3. Volume 1 Subfactor 4, Schedule asks for a physical schedule but does not stipulate a ball-park Notice to Proceed date. What NTP date should offerors use in their schedules?

The NTP date is arbitrary as there is no guarantee when the NTP will occur. Please use 31 May 2023 for purposes of your schedule estimates.

4. Volume 1 Factor 2, Past Performance Information asks for the submission of Past Performance Questionnaires (PPQs) directly back to the VA. In lieu of the submission of PPQs, we respectfully request that the VA allow for the submission of CPARS evaluations in the proposal submissions. We have had a few project representatives mention to us that they will not complete new PPQs if CPARS evaluations exist. Additionally, a few of our project representatives are no longer able to provide new PPQs because they have either moved on to other agencies, or have retired.

No. PPQs shall be submitted as directed. As noted in the solicitation, we will be reviewing CPARS as well.

5. Confirm that the steel erector and steel fabricator must be AISC certified per specification.

The VA standard specification requires this certification.

6. SECTION 23 09 23 was not included with the specification (i.e., Trane). The unit heaters and exhaust fans all require control interlock. The louver will also require a damper actuator interlocked with the generator operation. Please provide SECTION 23 09 23.

Specification 23 09 23 is not required and therefore not included.

7. Please confirm this is a “two-hat” project. SECTION 01 35 26 1.7-C requires a full-time on-site SSHO separate from the Prime's Superintendent and/or Quality Control Manager. Please confirm the Prime shall provide a full-time on-site Superintendent/Quality Control Manager AND SSHO.

The SSHO has to be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager, however, they do not need to be on site full time. Competent

CONTRACTOR PRE-BID RFI’S

persons must be on site at all times and the Superintendent must have OSHA 30 training.

8. Please confirm an Infection Control Manager is not required for this project.

Infection control duties can be collateral duties to the Superintendent

9. Please confirm opacity monitors are not required for the new boilers.

Boiler stack opacity monitoring is required.

10. Confirm fuel for the new tank will be supplied by the Government.

Yes, the VA facility will provide the fuel oil for the new tank.

11. Confirm fuel oil for testing will be supplied by the Government.

Yes, the VA facility will provide the fuel oil for testing.

12. The solicitation indicates the project shall be complete within (365) calendar days from NTP. Due to boiler and balance of plant equipment lead time at nearly half a year (after approved submittals) and the new 2500 KVA transformer having a lead time of nearly a year, we request the contract duration be extended.

The plan is to adhere to the 365 calendar schedule, however in the event that supply chain issues delay certain equipment, the VA will require manufacturers proof of lead time, for a NO COST

EXTENSION.

13. Per the drawings, the 2500 KVA transformer shall be installed prior to starting the temporary boilers, we request that Government/Engineer re-review load requirements to see if the existing 2000 KVA transformer will be sufficient. The transformer has approximately a one-year lead time, which would really impact project schedule.

The phasing notes on E-601 are intended to provide a general framework on the installation sequence. This is a recommended phasing sequence and can be modified as required to suit constructability issues so that the work can proceed in an orderly manner. The main requirement for the new service transformer is that it must be installed prior to the new boiler systems in the building being started up. The existing transformer has the capacity to run the temporary boilers and the chiller plant. Contractor shall ensure that the VA is alerted 4 weeks in advance of any service outage to the chiller/boiler plant.

14. SECTION 23 50 11 (2.9) has specifications for a chemical feed system. Drawing MD-101 note 9 states to remove the boiler chemical feed system in its entirety, including all associated pumps, piping valves, and inline devices, hangers and supports. MP101 does not show the new chemical feed system nor do the electrical drawings. Please advise if we shall reuse the existing or if a new chemical feed system is required. Drawings will need to be updated.

The steam generation chemical feed system will be provided by the VA’s contractor. Drawing MP101 was revised on April 6, 2022 and does show the location for the chemical storage tanks.

15. Confirm Government will provide and maintain chemicals for the temporary boilers.

Yes, however the general contractor shall coordinate with the facility’s chemical treatment contractor Coastline Limited.

16. Please provide asbestos surveys.

Will be provided with Solicitation Amendment.

17. Please provide specification section for Division 21.

Specifications 21 08 00 and 21 13 13 were provided in the contract documents.

18. Per Drawing S-506, General Sheet Note 4 delegates the design of the helical piles for the new fuel tank foundation to the contractor. Please provide information required for such design, including:

a. Depth to the top of rock at the fuel tank location.

Depth of rock is unknown but assumed to be below normal bearing depths.

b. Type of rock.

Type of rock is unknown but assumed to be below normal bearing depths.

c. Other similar helical pile designs used at this facility.

Other helical pile designs on this site are unknown. The helical pile delegate design is for uplift to prevent fuel tank overturning for blast loads.

19. Please confirm delegated seismic design and calculations are required for this project.

Seismic bracing delegated design is required. Specification section 13 05 41 outlines seismic bracing delegated design requirements.

20. Please confirm delegated hanger design system drawings and calculations are required for this project (SECTION 23 21 11).

Piping hanger design including drawings and calculations are required.

21. Please confirm coordinated layout drawings in 3D format are required for this project.

Yes, 3D Revit coordination drawings are required.

22. Is it the intent of the specification for the insulation of the proposed DA Tank to supply and install Calcium Silicate utilizing chamfered mailto:hendrik.amelink@coastlineltd.com http://www.coastlineltd.com/ blocks to fit curvature of the vessel followed by aluminum jacketing?

Yes

23. Will the Government handle/submit and coordinate any air-permitting modifications as it relates to the new boilers and temporary boilers/generator?

The VA will address the air permits for the new boilers only. It is the contractor’s responsibility to handle all air permitting required for the temporary boilers.

24. Generators: DIV 26: E-601: Please verify the intention of the 200KW Generator. This will be used during the swap out of the 2500KVA transformer, but is the plan to keep this on site as an emergency back up during the renovation? We would need to know a duration for rental.

The generator will remain on site for the duration of the project as backup power for the temporary boiler system and construction trailer. When the new boiler system is fully operational and the temporary boilers are removed, the 200kW generator will be removed.

25. Generators: DIV 26: E-601: Please verify the intention of the temporary 25KW Generator. Will this be needed to feed LPA 24hrs a day during the Renovation? If so /could we propose an alternate to eliminate the 25KW generator and feed LPA from a Temporary 120/208V panel fed from the MCC?

The intent of the 25kW generator is to power Panel LPA while the electrical infrastructure within the boiler plant is upgraded. Panel LPA is located on the chiller plant side of the building and cannot be shut down for an extended period of time. Alternatives will be considered provided the downtime on Panel LPA is limited to a cutover only. The motor control center on the boiler plant side is scheduled for demolition and is not a viable alternative source of power. The existing motor control center on the chiller plant side is a consideration, however this is a 480-volt MCC and would require a transformer.

26. Temporary Feeders: DIV 26: E-601: Is the temporary feed to the NEMA 3R manual transfer switch to be (4) 350AWG with a #4 ground installed in 3" rigid conduit in its entirety from the transformer? Will any of this conduit and/or conductors remain after the project or will it all need to be removed?

The feeder shall be in rigid conduit from the transformer to the manual transfer switch. This is a temporary feeder and shall be removed at the conclusion of the project when the temporary boilers are no longer needed.

27. Temporary Transfer Switch: DIV 26: GC-101 & E-601: Drawing GC- 101 Construction Phasing note 4.b. mentions a NEMA 3R Automatic Transfer Switch but on drawing E-601 it mentions a NEMA 3R Manual transfer switch. Please clarify.

Provide an automatic transfer switch per the requirements of Drawing GC101, construction phasing note 4. b.

28. Temporary Generators: DIV 26: GC-101 & E-601: Who will be responsible for refueling and fuel costs related to the Generators?

The VA facility will provide fuel oil for the emergency generators.

29. Generators: DIV 26: E-601: Please verify whether the new permanent 350KW generator is to be exterior or interior. Drawing E- 601 mentions an exterior generator in the phasing notes and the one line mentions "exterior sound attenuated enclosure" typical of an exterior installed generator. EP-101 shows the generator in the electric room.
