Acquisition Plan Action ID: 36C244-22-AP-4801

PR: 646-22-1-5683-0011

1. Contracting Activity:

Department of Veterans Affairs (DVA), Regional Procurement Office‐East (RPOE), Network Contracting Office 4 (NCO4) provides contracting support for DVA, Veterans Integrated Services Network 4 (VISN4), Pittsburgh Healthcare System, Pittsburgh, PA.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Pittsburgh Healthcare System requires damper inspection.

Total Estimated Price =

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Johnson Controls is the contract holder for the testing and maintenance of the Fire Detection and Alarm System at the Veterans Administration Pittsburgh (VAPHS) and is intimately familiar with the system configuration and layout. JCI holds the proprietary data necessary to run any testing required to life critical fire systems. The majority of the equipment work for this requirement does not necessarily require JCI testing with the exception of that equipment that interacts or is connected with the JCI installed system.

In order to complete the testing of the dampers any vendor conducting the inspection should acquire with JCI specifically with the portion of the requirement found in the Scope of work paragraph #5:

“The installation of new smoke dampers will require the Contractor to install new EMT from existing duct detector to new dampers, install PAM relay (from duct detector) to building FACP, install EMT to 120v electric panel, install 120/24v XFMR wired to open emergency circuit. The Contractor shall coordinate with JCI Fire/ JCI Controls Inc. for all building integration and control wiring for Fire Monitoring System and BMS. ¬Commissioning and testing of the dampers is the responsibility of the Contractor.”

The only alternative to eliminating this interaction would be to replace the entire alarm system with one from another manufacturer which would cost the government several million dollars.

3. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted, and it was determined that these services were available on the open market. The sources sought determined that these services were available on the open market with three vendors interested. The only element of this requirement that is limited in sourcing is that which is described in #3 above. Any qualified vendor that can obtain coordination with the source in #3 above is able to submit a quote in response to this solicitation. This will be posted for solicitation using the combined synopsis solicitation procedures outlined in FAR 12.6.
