Questions and answers 9/1/2021

1) Question: Can we arrange for a site visit on Tuesday, September 7 at 8:00am?

Answer: Yes we can meet at that time at front entrance of Bldg. 1 by Police Station. All individuals who wish to attend the site visit must register prior. Please send an email by 9/3/2021 @ noon Eastern to Renee Kale, Contracting Officer, at renee.kale@va.gov. The email shall contain the name of the participants wishing to attend.

2) Question: In each Building listed, it spells out, “flashing for remaining existing doors with existing card “swipe” system.” How many remaining doors are there beyond the project ed number for each site?

Answer: Door quantiles called out in the solicitation by number of proximity readers required to be supplied and installed.

3) Question: Is the old wire to be removed? (As much as possible.).

Answer: Existing swipe readers that are being replaced with new proximity readers can be capped.

4) Question: Can the new wire be free hung?

Answer: Utilize “J” hooks.

5) Question: There was no mention of door contacts?

Answer: Reuse existing.

6) Question: The solicitation doesn’t spell out how many mag locks need to be rewired?

a) Because of the installation of new boards and some changed board locations, the maglocks will need to have new wire installed.

Answer: Modify wiring @ each door for mag locks and controllers.

7) Question: Locations of new I/O boards are not identified. It is understood that some boards need to be moved to assist with space requirements.

Answer: New I/O boards are for basement of Bldg. 21 doors where existing car readers do not exist.

8) Question: How long of cable runs will be required for all NEW cabling.

Answer: New wiring is required in Basement of Bldg. 21 ,Research. Attached are 1/8” and ¼” scaled drawings Basement of Bldg. 21 Research.

9) Question: In speaking with manufacturer, they have indicated that there will not be a 1 year warranty due to using outdated Lenel Boards. The “flashing” concept can be done, there is NO guarantee that it can be successfully done for each panel considering the age of the old Lenel panels. In short, there may be a high degree of frying some Lenel panels due to their age.

Answer: VA understands no warranty is included as this solicitation is in an interim fix. VA has performed this interim fix a one Bldg. and various doors and this interim fix has been successful.

10) Question: I have asked them to offer a competitive solution with less risk. (Using PremiSys Boards, controllers and utilizing the wiring from Lenel where possible.) Is that something the VAMC will entertain?

Answer: Bidders should respond to the solicitation as it is stated.

11) Question: We can proceed with the customer’s request, but we want to make sure that they are fully aware of the risk and understand that there won’t 1 year warranty based on the old Lenel parts.

Answer: The VA is utilizing this contract to develop an interim solution and understands and accepts risks. VA has utilized this interim solution in one bldg. and numerous bldgs. in the medical center and doors/readers are operating.
