The purpose of this amendment is to:
1. Answer submitted questions and add Attachments #2 (G003 Deduct Alternates), #3 (010000 with Deduct Alternates and #5 (G001 Cover Sheet).
2. Extend submission date to February 20, 2020, 12:00 p.m.
3. Restate proposal submission to: Cheryl A. Roberts, 20 Montchanin Rd, Greenville, DE 19807.

QUESTION 1: The description of Sub-Factor B - Capability on page 23 of 69 of the Solicitation and the description of Sub Factor C - Quality Control on page 24 of 69 of the Solicitation makes references to "Technical Proposal Data questions" however the referenced questions are not contained within the documentation issued as part of the Solicitation. Please advise.
VA RESPONSE: For Subfactor B and C the vendor will expand upon their capabilities and quality control programs as they relate to the projects listed in Subfactor A – Experience. Same questions as in Sub-Factor A
QUESTION 2: Is it possible to share the Electronic Revit model with the contractor so we can build upon.
VA RESPONSE: Revit version 2018 was used for the design. Yes, Electronic files will be shared with the winning contractor in accordance with the appropriate release forms.
QUESTION 3: Specification Section 26 05 19 Low Voltage Electrical power conductors and cable. (Attachment #1)
VA RESPONSE: Electrical drawings are E001, E101, E102, E201, E202, E301, E401, E402 and E501. Site Electrical are ES101 and ES102 and were included in the project drawings.
QUESTION 4: Pricing Schedule on sheet 3 of 69 of the solicitation document; DEDUCT Alternate 5 states… “Remove portion of sitework on the west side of the new building as highlighted in the attached sketch”…. We can’t locate the referenced sketch, please advise.
VA RESPONSE: G003 Deduct Alternates (Attachment #2), 010000 with Deduct Alternates (Attachment #3), 000115 List of Drawing Sheets (Attachment #4), and G001 Cover Sheet (Attachment #5)
QUESTION 5: Deduct Alternate #3 on page 3 of the Solicitation mentions a sketch attached. Could you please provide as it was not attached to the Solicitation.
VA RESPONSE: G003 Deduct Alternates (Attachment #2)
QUESTION 6: Please clarify flooring finishes MAT-1. Finish legend states “OBEX entry System, Sepio” OBEX and Sepio are two different products. Which is the correct product to be used?
VA RESPONSE: OBEX is a manufacturing partner with Milliken. Sepio is the collection within the OBEX system. Rampart is the Pattern. 133 Shield is the selected color.
QUESTION 7: There are a lot of modular walls going on this project. Do the modular walls receive base?
VA RESPONSE: There is no additional base added to modular walls.
QUESTION 8: Will the AISC certification for steel fabrication and installation be waived?
VA RESPONSE: The VA will not be waiving the AISC certification for steel fabrication and installation.
QUESTION 9: What is the fire alarm manufacturer in the other buildings?
VA RESPONSE: Notifier Fire Alarm System.
QUESTION 10: Does note D-9 include the water line that runs to the north of buildings 3, 4 and 5?
VA RESPONSE: Contractor should note that there are two D-9 keynotes labeled as "Limit". The water line should be completely removed between those 2 keynote designations.
QUESTION 11: Please provide extent of raised 2.5” LWC level two slab. The note on sheet S102 points to the second floor restroom however it isn’t clear if the entire restroom should be raised 2.5” and poured monolithically with the remainder of the second level slab. Please advise.
VA RESPONSE: The extents of the raised slab shall include the entire footprint of Toilet room 204, S102 2nd Floor Framing Plan. (Attachment #6)
QUESTION 12: Do exposed ceilings get painted? Do exposed areas above ACT in Suites 109 and 110 and Open Office 208 get painted?
VA RESPONSE: Exposed ceilings shall be painted as noted in Finish Schedule on sheet A701.
QUESTION 13: Section 4.3 Evaluation Factor 3: Price states "Proposal Price Schedule of Values with a breakdown . . . of the following major functional areas:" and listed nineteen line items. The Price Schedule issued with Form SF-1442 does not include such a Price Schedule of Values. The only Price Schedule included was the Base Bid and 5 Alternates. Are we to make up our own Schedule of Values to submit with our SF-1442 and Price Schedule (Base Bid and 5 Alternates)?
VA RESPONSE: base bid and 5 alternates is only required.
QUESTION 14: Both Deduct Alternates Nos. 3 and 5 on Price Schedule (Base Bid and 5 Alternates) attached to SF-1442 refer to attached sketch. There does not appear to be a sketch attached further clarifying these alternates. Please provide sketches.
VA RESPONSE: G003 Deduct Alternates (Attachment #2)
QUESTION 15: Are we as an electrical contractor expected to provide a turnkey system (we carry the cost for the furnishing and installation) for CCTV, Card Access, and Intrusion? Or will a preferred VA vendor(s) furnish and install the necessary equipment and cable?
VA RESPONSE: Yes, the Contractor is to provide a turnkey install with equipment that meets our specifications and is compatible with our existing system.
QUESTION 16: Sheet A803 Access Floor Tile Plan indicates that there is 2x2 access flooring on this project. Please answer the following questions: There is no specification for access flooring. Please provide.
VA RESPONSE: To be provided by VA. Dirt wall and access floor system was the basis of design.
QUESTION 17: The ramps up to the access flooring area shown in Detail 2 do not appear on the structural drawings.
VA RESPONSE: Ramps at second floor access area shall be provided by the access floor manufacturer.
QUESTION 18: The first floor states that the first floor access flooring is over a depressed slab. The depressed slab area shown on the structural appears to be approximately 3" lower there are no details shown for the edges between the depressed slab and the main slab on grade.
VA RESPONSE: Slab depression detail is included in the drawings. Refer to Detail 5/S401.
QUESTION 19: There are no details provided for the access flooring.
VA RESPONSE: To be provided by VA. Dirt wall and access floor system was the basis of design.
QUESTION 20: Detail 6/A401 shows Window Type F3 in Staff Lounge 212. F3 is shown as a hollow metal frame not a window type on Sheet A601. Assuming it should be a hollow metal frame with glazing, what type of glazing should be installed?
VA RESPONSE: Provide glass type MG-1 as specified for non-fire-rated hollow metal frames.
QUESTION 21: Detail 3/A404 has a detail reference at the glass handrail to 4/A411. There is no drawing A411. Please provide this drawing.
VA RESPONSE: There is no reference to a sheet A411. Detail 3 / A404 has a section reference to detail 4 / A111.
QUESTION 22: Specification Sections 32 92 00 (Turf and Grasses) and 32 93 00 (Plants) are requesting a one-year maintenance. Are Davis-Bacon wage rates to be paid for the entire one-year maintenance period?
VA RESPONSE: Yes, Davis Bacon rates is required for the 1 year maintenance period.
QUESTION 23: Note 7 on Sheet S101 states "Bottom of all exterior footings shall be minimum of 3'-0" below finished grade." However, details shown on Sheet S400 appear to show top of exterior footings to be 3' below finished grade. Please clarify.
VA RESPONSE: Locate bottom of footing as stated in Note 7 on Sheet S101.
QUESTION 24: Please confirm what date the Past Performance Questionnaires must be returned to Chuck Peck. The current form states January 24, 2020 which was issued with Amendment 001 dated January 31, 2020.
VA RESPONSE: Yes, please submit the questionnaires to Charles Peck (charles.peck@va.gov), Cheryl A. Roberts (cheryl.roberts2@va.gov) and Everett Shaver (everett.shaver@va.gov). The due dates for the questionnaires are the same as the proposal due date. (see block #14).
QUESTION 25: Suite 3 (Sheet A101) shows two Details 2/A401 pointing to the same work counter. Detail 2, on Sheet A401, re is a Detail 2 appears to reflect the size and makeup of the counter. Are we to assume the open adjustable shelves are open all the way through to both sides? What about Detail 1 on Sheet A401? Is this detail not applicable to this project?
VA RESPONSE: There are multiple references to Detail 1 / A401 found on sheets A101 and A102. Refer to section 1 / A804 (marked on Detail 2 / A401) for countertop / cabinet detail.
QUESTION 26: Is there a signage schedule for this project? Specification Section 10 14 00 Signage tells what types of signs to fabricate and provide, but not what the signs are to have written on them or how many of what signs are to be provided.
VA RESPONSE: Contractor can disregard signs.
QUESTION 27: Specification 09 05 16.1.1 Subsurface Preparation for Floor Finishes references floor preparation for resinous flooring. We do not see resinous flooring called out in the finish schedule. Please advise if and where resinous flooring is to be applied.
VA RESPONSE: Strike the reference to resinous flooring from the specification.
QUESTION 28: Specification 01 45 00 Quality Control – In regard to the Superintendent, QC Manager and SSHO roles, please advise which roles the Superintendent can share (assuming proper experience and qualifications) and which roles are to be dedicated full time separate from Superintendent.
VA RESPONSE: Superintendent can act as site QC manager with proper verified experience and qualifications. SSHO should be a completely separate individual.
QUESTION 29: We are asking to extend the bid due date to Feb 18th to have time to address these questions once answered.
VA RESPONSE: The proposal due date is extended to February 18, 2020.
QUESTION 30: Drawing A801 states that modular walls and doors to be provided and installed by furniture dealer. Please confirm that furniture dealer will be under separate contract with the government and not part of our bid.
VA RESPONSE: Yes. That is correct.
QUESTION 31: We have the following questions related to Deduct Alternate #4:
Please specify or provide Basis of Design for the asphalt shingles including if 20 yr. or 25 yr.
The last line specifies organic felt, type 1, self-adhering modified bituminous underlayment. Please clarify or provide a Basis of Design for organic felt (it is not self-adhering).
VA RESPONSE: 25 year shingles. See 07 31 13 Asphalt Shingles (Attachment #7)
QUESTION 32: Specs call for 22 ga. stainless steel gutters and the prints call for aluminum gutters. Can you please verify which is needed?
VA RESPONSE:
Gutter Style: SMACNA designation A o Fabricate gutters from following material: 0.050 inch thick aluminum.
o Fabricate gutter brackets from the following material: 1/4 inch by 2 inch aluminum plate finished to match gutter.
o Outlet Tubes: Seal aluminum tube to gutter and rivet to gutter. Use sealant in lieu of solder with aluminum.
Downspouts: Fabricate 4” x 3” rectangular downspouts complete with mitered elbows.
o Fabricated Hanger Style: SMACNA figure designation 1-35C.
o Aluminum: 0.050 inch thick.
QUESTION 33: Section 01 00 00 -1 Paragraph 1.2 D states the VA will provide inspections including Special Inspections. Is this correct and the Contractor will not do testing?
VA RESPONSE: Contractor is to perform all testing IAW all applicable standards and project specifications. VA and or its 3rd party inspection agency will overview performance of such testing.
QUESTION 34: Section 01 00 00 – 7 Paragraph 1.6 J states to erect Construction fence as shown. Please state where this is shown or are we to assume it to be along the entire LOD?
VA RESPONSE: Along the entire LOD.
QUESTION 35: Section 01 00 00 -25 Paragraph 1.24 A. Please confirm a Professional photographer is required to take photos weekly and also shall include 360 degree photos of the project.
VA RESPONSE: Yes, that is correct.
QUESTION 37: See RFI #01 Doors and Siding (Attachment #8)
VA RESPONSE: I've attached the RFI document provided by the contractor with our responses. I've also included 2 spec sections in Word format for you to issue. Let me know if you have any questions. RFI #01 Doors and Siding (Attachments #8), 074113 Standing Seam Metal Roof (Attachment #9) and 074213.23 Metal Composite Material (Attachment #10).
