BES Design/Build, LLC KCI Project No. 10110413X Final

1.0 Introduction

KCI Technologies, Inc. (KCI) was retained by BES Design/Build, LLC (Client), to conduct an Asbestos Inspection of Buildings 4, 5, 25, 26, 27, and 28 of the Lebanon Veterans Affairs Medical Center (VAMC) located at 1700 South Lincoln Avenue in Lebanon, Pennsylvania.

1.1 Site Description

The subject properties consist of vacant (26 and 27, and 28) and occupied (4, 5, and 25) buildings. A site plan indicating the properties to be demolished is included as Appendix A.

2.0 Accreditation Credentials

The following KCI representative Mr. Joshua Julius performed the asbestos inspection of the subject site.

Mr. Julius is an EPA-AHERA asbestos building inspector Certification # 109573. A copy of this certification are included in Appendix B.

3.0 Relevant Regulations and Terminology

The US Environmental Protection Agency (EPA) defines an asbestos-containing material as "any material containing greater than one percent asbestos as determined using the method specified in appendix A, subpart F, 40 CFR part 763, Section 1, PLM.”

The Asbestos National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations protect the public by minimizing the release of asbestos fibers during activities involving the processing, handling, and disposal of asbestos-containing material. Accordingly, the Asbestos NESHAP specifies work practices to be followed during demolitions and renovations of all structures, installations, and buildings. In addition, the regulations require the owner of the building and/or the contractor to notify applicable State and local agencies and/or EPA Regional Offices before all demolitions, or before renovations of buildings, if the amount of regulated asbestos-containing material (RACM) is greater than 260 linear feet, 160 square feet, or 35 cubic feet.

Regulated Asbestos-Containing Material (RACM) is

(a) Friable asbestos material,

(b) Category I non-friable ACM that has become friable,

(c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting or abrading, or

(d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations.

Friable asbestos-containing material (ACM), as defined by the EPA is an asbestos-containing material that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure.

Non-friable ACM is an asbestos-containing material that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.

KCI Technologies, Inc. Page 1 July 16, 2013

BES Design/Build, LLC KCI Project No. 10110413X Final

Category I non-friable ACM is an asbestos-containing packing, gasket, resilient floor covering or asphalt roofing product

Category II non-friable ACM is a non-friable asbestos-containing material, excluding Category I non-friable ACM.

4.0 Asbestos Inspection Methodology

KCI’s representatives conducted the asbestos-containing materials (ACM) survey of the subject site in April of 2013. The scope of work included a visual evaluation of potential ACMs and the collection of bulk samples of these materials.

4.1 Visual Inspection and Assessment of Asbestos-Containing Materials

During the walkthrough of the buildings, suspect ACMs were identified and assessed. Suspect ACMs are building materials that are suspected of being asbestos-containing based on appearance and usage, but have not been proven conclusively to be ACM, based on sampling and analysis. KCI identified accessible homogenous areas of suspect ACMs. A homogenous area is an area of surfacing material, thermal system insulation, or miscellaneous material that is uniform in color and texture. The accessible suspect ACMs were categorized into one of the following three categories:

• Surfacing Materials: The building materials that are sprayed-on, troweled-on, or otherwise applied to surfaces such as ceiling plaster, and sprayed-on fireproofing.

• Thermal System Insulations (TSI): The building materials applied to pipes, fittings, boilers, breeching, tanks, ducts, or other interior structural components to prevent heat loss or gain such as insulation wrapped on ducts or pipes.

• Miscellaneous Materials: The building materials on structural components that do not include surfacing material or TSI such as floor tiles or ceiling tiles.

4.2 Methodology of Sampling and Analysis

KCI representatives collected a total of 296 samples, following AHERA protocols. Bulk samples of the suspect ACMs were collected using a metal utility knife that was driven through the suspect material to the substrate in order to obtain a sample containing all discrete layers. The samples were then placed in re-sealable plastic bags and assigned unique identifiers that were recorded on the bags and on the bulk survey sampling sheets. The suspect asbestos bulk samples collected by KCI’s building inspector were submitted, along with a chain-of-custody form to AMA Analytical, Inc. in Lanham, Maryland. The chain-of-custody forms and certificates of analysis are included in Appendix C.

AMA is accredited by the American Industrial Hygiene Association, AIHA #100470, and National Institute of Standards and Technology through the National Voluntary Laboratory Accreditation Program (NVLAP) for Bulk Asbestos Analysis, NVLAP # 101143-0.

AMA analyzed the samples by polarized light microscopy (PLM). PLM is an optical microscopic technique that distinguishes the different types of asbestos fibers by their shape and unique optical properties. The technique is based on the refraction of light from various crystalline asbestos structures and the observation of the corresponding color changes through the microscope. All PLM analysis was

KCI Technologies, Inc. Page 2 July 16, 2013

BES Design/Build, LLC KCI Project No. 10110413X Final performed following the methodologies documented in the EPA method 600/R-93/116, July 1993, “Method for the Determination of Asbestos in Bulk Building Materials”.

Samples for which PLM analysis was inconclusive were subsequently analyzed by transmission electron microscopy, an analytical technique that offers greater resolution than PLM.

5.0 Asbestos Inspection Findings

KCI identified the following asbestos-containing materials at the subject properties:

Building 4:

• Insulation on approximately 230 linear feet of pipe and 60 fittings, located in the utility vault below the front porch and within walls and ceilings on the first floor. KCI estimates that 500 square feet of plaster walls and ceilings will need to be demolished in order to access the insulation.

• Glazing on the 16 windows in the basement and on the porches

• Debris associated with the above materials

Building 5:

• Insulation on approximately 350 linear feet of pipe and 125 pipe fittings, located behind plaster walls and ceilings in the basement and on the first and second floors. This includes insulation on abandoned pipes in penetrations in the basement wall. KCI estimates that 750 square feet of plaster walls and ceilings will need to be demolished in order to access the insulation.

• Approximately 110 square feet of residual floor tile mastic in the basement storage area

• Caulk and glazing on the twelve basement and porch windows

• Debris associated with the above materials

Building 25:

• Insulation on approximately 2,000 linear feet of pipe and 750 pipe fittings, located in the crawlspace and basement and behind plaster walls and ceilings on the first and second floors. KCI estimates that 1,000 square feet of plaster walls and ceilings will need to be demolished in order to access the insulation.

• Glazing on the 14 basement and porch windows

• Caulk on the two side porch doors

• Debris associated with the above materials

Building 26:

• Insulation on approximately 3,000 linear feet of pipe and 1,100 pipe fittings, located in the crawlspace and basement and behind plaster walls and ceilings on the first and second floors. KCI estimates that 3,000 square feet of plaster walls and ceilings will need to be demolished in order to access the insulation.

• Caulk on the 56 windows. Some caulk is behind aluminum wrap on new windows.

• Approximately 2,000 square feet of dark and light green terrazzo flooring located in the stairwell and landings and borders/wall-base of rooms and hallways throughout the building

• Debris associated with above materials

Building 27:

• Insulation on approximately 1,630 linear feet of pipe and 600 pipe fittings, located in the crawlspace and basement and behind plaster walls and ceilings on the first and second floors. KCI

KCI Technologies, Inc. Page 3 July 16, 2013

BES Design/Build, LLC KCI Project No. 10110413X Final estimates that 1,000 square feet of plaster walls and ceilings will need to be demolished in order to access the insulation.

• Caulk and glazing on the 47 windows

• Caulk on the back door

• Approximately 750 square feet of green terrazzo flooring used as border and wall base in various rooms throughout the building. Approximately 100 linear feet of drywall and metal framing may need to be removed to access terrazzo border/base in the newly created bathrooms on the first and second floors (Rooms 109 and 210).

• Approximately 650 square feet of floor tile and mastic in the first floor hallway and adjacent front foyer

• Debris associated with the above materials

Building 28:

• Approximately 300 linear feet of caulk on the 11 garage doors

Steam lines that feed the buildings to be demolished may have asbestos-containing insulation on them.

KCI sampled insulation on steam lines in the steam vault and determined that it was not asbestos-containing. KCI also drilled through the conduit that encases the steam lines underground where this conduit penetrated the perimeter of the crawlspace of Building 26. At this location the insulation found on the steam lines was fiberglass, and is not therefore a suspect asbestos-containing material. It is possible, however, that buried steam lines in other locations may contain asbestos insulation.

Detailed descriptions and locations of asbestos-containing materials, along with sample information and results, are included in the Tables 1 – 7, below. Locations of asbestos-containing materials are included in Appendix A.

BES Design/Build, LLC Asbestos Survey KCI Project No. 10110413X Lebanon Veterans Affairs Medical Center Draft

6.0 Lead-Based Paint Survey

The scope of work included a survey of the interior and exterior components to determine general prevalence of lead based paint. The survey included 603 XRF readings including calibrations.

KCI’s lead inspector technician Jonathan Coale performed the survey on April, 16-18 2013 in order to determine painted surfaces for lead content.

The testing for lead content in paints was performed with a Thermo Scientific Niton XLp (model # XLp 303A, serial # 17603, resourced on June 4, 2012) x-ray fluorescence (XRF) Spectrum Analyzer, an instrument that detects lead by reading the fluorescence emanating from a painted surface when exposed to small amounts of radiation. XRF readings are in mg/cm2, a mass per area reading.

Lead-based paint is defined as ≥1.0 milligram of lead per square centimeter (mg/cm2) by the U.S.

Environmental Protection Agency (EPA) and the U. S. Dept. of Housing and Urban Development (HUD).

It should be noted that the Occupational Safety and Health Administration (OSHA) does not recognize the HUD definition of lead-based paint. The contractors working within the building should make their own determination about compliance with OSHA’s lead in construction standard, 29CFR1926.62, based on the results provided.

7.0 Summary of Lead-Based Paint Containing Components

The results of the lead screening are included in Appendix D. Surfaces with lead-based paint include:

Buildings 4, 5, and 25:

• Interior – Wood door components; wood window sills and casings; window lintels; fire mantel; baseboards; attic hatch; wood stair components on main and basement systems;

metal beams in basement; basement bathroom walls.

• Exterior – Wood door components; wood vestibule components; ground level windows;

wood porch components; door and window lintels.

Building 26:

• Interior – Closet shelf and shelf supports; painted stair components on main level and basement systems; painted pipes in basement; basement window components; structural steel in attic.

• Exterior – Wood door components; wood vestibule components; wood window components; lintels on doors and windows.

Building 27:

• Interior – Wood door components; Painted stair components on main level and basement systems; Closet wood shelf and shelf supports; Structural steel in attic; Metal door casing in basement.

• Exterior – Wood door components; wood vestibule components; window units and lintels; Metal vents/crates.

Building 28:

• Interior – Concrete window sills.

• Exterior – Door lintels; corner guards.

8.0 Recommendations

8.1 Asbestos-Containing Materials

KCI recommends that all regulated asbestos-containing material (RACM) and associated debris be removed from the buildings in accordance with all applicable Federal, State and local regulations prior to demolition. The National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations define RACM as:

• All friable asbestos-containing materials

• Any Category I non-friable materials (floor coverings, roofing materials, packings and gaskets) that are in poor condition and friable or that will be subject to cutting abrading or grinding

• Any Category II non-friable materials (all other materials) that may become friable during demolition

KCI recommends that the following materials be identified as RACM:

• All pipe and pipe fitting insulation

• All glazing and caulking

• All terrazzo flooring

• Floor tile, unless in good condition at the time of demolition

If non-regulated asbestos-containing materials are left in the building, KCI recommends that the demolition contractor and other contractors be made aware of these materials that will remain in the subject properties, as these materials may influence demolition techniques and waste disposal options.

If Category I non-friable asbestos-containing materials are to remain in the building, the following activities are restricted:

• Burning of the structures or debris

• Re-use, recycling or salvage of any asbestos-containing materials

• Grinding or abrading asbestos-containing debris

8.2 Lead-Based Paint

KCI recommends that work that involves disturbing lead-based paint be performed in accordance with OSHA’s lead in construction standard 29 CFR1926.62. In addition, KCI recommends the use of dust suppression techniques to minimize the potential for lead dust to migrate off site. Finally, KCI recommends that a representative sample of any lead-containing debris generated during the demolition be tested for toxicity characteristic to determine proper disposal.
