About this file
This document provides details for a Multiple Award Task Order Contract (MATOC) opportunity with the Department of Veterans Affairs. The scope of work involves construction projects valued between $2,000 and $20 million at VA medical centers in Lebanon and Altoona, Pennsylvania. Services include healthcare construction, renovation, and campus maintenance and expansion. This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. The agency aims to award 5-10 contracts. A seed project to demolish Buildings 26 and 27 is estimated at $2-5 million with a 365-day period of performance. Interested parties should monitor the website for the solicitation and amendments. A pre-proposal conference will be held within two weeks of issuance. The ceiling for the MATOC is $250 million and individual task order ceiling is $5 million. The minimum guarantee is $5,000 per awardee.

Please see below for answers to questions received in response to solicitation 36C24419R0064.
1. Please issue the pre-bid meeting minutes and sign-in sheets.
Please see meeting minutes attached. The sign-in sheets will not be posted. Please review the interested parties list on FBO.
1. In the revised Seed Project Task Order Package second to last paragraph on page 2 it still states “proposals are to be submitted via email…”. I expect this is an error as Amendment 1 clarified to submit to each location. Please confirm.
Please see update Seed Project Task Order Package attached. This line has been removed.
1. Amendment #1 states to submit a separate proposal package for both Lebanon and Altoona. Please clarify the intent of having to submit (2) separate proposal packages to each location. For example does this mean if we only want to be considered for Lebanon work, we only submit a proposal to Lebanon and not Altoona?
The Lebanon- Altoona MATOC is for both sites. Participation in bidding on every project for every site is NOT optional. The intent is for there to proposal packages delivered to both sites as required.
1. Scope of work defines Bldg. 27 laydown area to consist of a concrete pad with electrical and communication hookups for each trailer. Please confirm all scope shown on Drawing AS201 to be included in our price or just what is explicitly stated in the written scope of work. For example there’s a Premanufactured Canopy referenced in the drawing but not in the scope.
All scope depicted on Drawing AS201 is included in the project for the Trailer Layout Area to include references to other drawings that provide additional details on the Trailer Layout Area within the drawing set.
1. Reference drawings ESD101, ES202, GSD101, GS201, GS211, GS233, CUD101, CUD103, CUD105 and MUD101. What is the extent of work associated with only removal of Building 26?
ESD101: Tie Points ES-01 and ES-07 are included; demo conduit from building at Tie Point ES-07 to curb equal to extent of sidewalk demolition limits for building 26. During this phase of the demolition of Building 26, coordination with the Contracting Officer’s Representative (COR) COR and hospital electrical shop will be required to determine required electrical utility shutdowns and coordinate with adjacent buildings, discuss impacts, and course of action for electrical demolition.
ES202: This drawing does not apply to the removal of building 26.
GSD101: All Notes within the curbed perimeter surrounding building 26 apply to the project scope of work. However, removal of light poles is not part of this project. Demolition of parking areas and roads beyond the curbed perimeter of building 26 IS NOT permitted nor part of this project scope of work. All structures other than light poles are to be removed as specified within the contract drawings for Building 26 by the awardee. The removal of the Sign and Sign Base for building 26 does not apply. The Sign does not exist.
GS201: The limits are the curbed perimeter surrounding building 26 and include all disturbed ground required for the demolition of all structures as the contract documents specify for building 26. All other building footprints and perimeters are to remain undisturbed during this project. The contractor shall grade the ground disturbed for the demolition of building 26 and associated structures according to the direction depicted on the contract drawings and in accordance with the contract specifications.
GS211: Contractor must provide erosion and sediment control for the demolition of all structures associated with the demolition of building 26 as specified by the contract documents. Locations of Silt Sock, Silt Fence and Soil Stockpile/Laydown and Staging Area shall be coordinated prior to demolition commencing.
GS233: The contractor shall grade the ground according to the direction depicted on the contract drawings and in accordance with the contract specifications. The contractor shall also provide topsoil, seed and mulch to restore the disturbed ground where demolition operations took place for and structures associated with building 26.
CUD101: See tie point SD-01 and LEGEND FOR DEMOLITION DRAWINGS for scope of work. All storm drainage systems shown on the drawings for Building 26 shall be removed.
CUD103: See Tie Point SS-01 for scope of work.
CUD105: All scope of work for Tie Point DW-03 is included in the contract. For Tie Point FW-03, cut at building, cut at branch tee, cap at branch tee, and remove branch piping from building to branch tee.
MUD101: See Tie Points ST-02, ST-03, and ST-04 for information regarding the extent of the scope of work.
1. Addendum #1 indicates that proposals are to be emailed to contract specialist. Does this include both Volume I and II?
Please see response above. No proposals should be emailed.
