About this file
This document is a Pre-Bid Request for Information (RFI) submission and response for IFB 36C24227B0002, Project 620A4-25-201, covering brick replacement, tuckpointing, and roof replacement at Building 13, VA Castle Point Campus in Hudson Valley, New York. The bidder is Tactical Construction, Inc., an SDVOSB, submitting 18 RFIs ahead of the October 14, 2026 question deadline for a project with an estimated value of $500,000–$1,000,000 and approximately ten weeks of field work.
Key clarifications from VA responses address staffing flexibility, roofing scope, and site logistics. For procurement and staffing, VA confirms the Site Safety & Health Officer (SSHO) may serve as a collateral duty of the Superintendent if the person holds required professional safety certification and three years of dedicated construction safety experience; the SSHO must be on-site during mobilization and construction activities. The Construction Quality Control (CQC) System Manager role may be provided by the project manager and must be on-site during construction activities. Regarding roofing work, the metal roof at octagonal bays shall be removed for ACM vapor barrier abatement; the 300 SF abatement area and 500 SF roof area referenced are the same locations. For EPDM coverage, the coverboard shall be 5/8" DensDeck Prime with 16 fasteners per 4'x8' board or 1/2" SecurShield HD Plus with 24 fasteners per 4'x8' board to meet a 30-year warranty at 120 mph wind speed. The "corridor roof area" (1,200 SF line item) refers to the EPDM low-sloped area at the building's rear, and contractors must provide a schedule of values with unit prices for repair allowances; there are no fixed allowances. The 9,500 SF shingle roof area accounts for sloped surface areas, with one existing layer of shingles and existing wood planking of 2½" (+/-) thickness. New vinyl soffits are not required; however, contractors must provide a bid cost to replace approximately 100 linear feet of soffits to cover any damaged soffits during construction. The existing fall-protection lifeline should not be disturbed, and contractors must supply their own fall protection system. For hazardous materials, the flashing tar in all roof areas and tar vapor barrier under the metal roof will be removed as asbestos-containing materials with revised quantities of 300 SF of roofing materials and 150 SF of flashing. Lead-based paint removal (presumed present, not tested) on approximately 200 SF of gable wood siding and trim requires scraping, priming, and repainting per lead-safe practices. Regarding brick replacement, the contractor is responsible for mortar and brick analysis; sound brick salvaged from the rear stair demolition may be utilized if approved by the Contracting Officer, though bids must include new replacement brick. Existing brick specifications are modular type 2-3/16" (+/-) x 3-5/8" (+/-) x 7-5/8" (+/-) in the red color range. For civil work, sidewalk and plaza replacement shall involve saw-cutting and removing only existing asphalt necessary for demolition and foundation installation, with backfill using on-site soil or clean aggregate to match existing finished grades, then patching with asphalt to match existing plaza construction. The complete 100% Construction Document set issued on March 20, 2026 (ASB-100) includes all current drawings, with S-100 replacing the listed S-101 due to typographical error. Schedule details indicate NTP will be issued in early January–February 2027, with a 180-calendar-day period of performance including 30 days for closeout; VA will work with the contractor on weather delays but will not extend the overall performance period or permit re-mobilization costs. Weeks 1–12 of the phasing plan are allocated to submittals and mobilization, leaving approximately 66 calendar days for field work. Boom lifts and telehandlers may be operated during normal construction hours (8:00 AM–4:30 PM) for loading and material removal with appropriate safety controls; roofing dumpsters may be placed close to Building 13 per staging coordination. Bridging (300 psf capacity) designed and sealed by a New York-licensed structural engineer is required at six identified door openings around the building where people may enter or exit and need protection from falling debris. Parking is limited to one vehicle in or beside the proposed staging area, with other crew vehicles parked in the Newburgh parking lot east of the jobsite; parking permits are not required. For asbestos abatement, the contractor must employ and incur costs for a Professional Industrial Hygienist (CPIH/CIH) and Industrial Hygienist (IH) technician, with the VA also employing an independent Professional Industrial Hygienist for monitoring and inspection per specification 02 82 13.21.

Procurement & staffing
RFI 1 — SSHO as a collateral duty of the Superintendent
Reference: Section 01 35 26, §1.9.A and §1.9.C.
§1.9.A requires a full‐time SSHO "with no other duties." §1.9.C requires the SSHO to be "a separate qualified individual from the Prime Contractor's Superintendent and/or Quality Control Manager." This project is exterior‐only work on a single building, with a magnitude of $500,000–$1,000,000 and roughly ten weeks of field work.
Question: Will VA permit the Superintendent to serve as SSHO as a collateral duty, provided that person holds the required professional safety certification and 3 years of dedicated construction safety experience? When the Superintendent/SSHO is off site, a qualified Designated Representative would be provided per §1.9.A.
Response: VA confirms that this is acceptable.
Question: If a separate SSHO is still required, please confirm the SSHO must be on site only while construction activities are under way, and not during the submittal and mobilization period.
Response: The Site Safety & Health Officer will only need to be on site while site activities occur. They would not need to be on‐site during the submittal process, but while mobilization activities are occurring, they should be on‐site.
RFI 2 — CQC System Manager
Reference: Section 01 45 00, §3.4.
Question: Given the project size, may the CQC System Manager be a part‐time role or a collateral duty of the Project Manager? Please confirm whether the CQC System Manager must be on site full‐time during construction.
Response: Yes, the CQC role can be provided by project manager and must be onsite during construction activities.
Roofing
RFI 3 — Octagonal Bay roofs: metal roof to remain, or tear off to wood deck?
Reference: AD‐101 and AS‐101 legends; ASB‐100 legend; Section 02 82 13.21, Extent of Work.
AD‐101 and AS‐101 state the existing metal roof at the two octagonal bays is to remain, with the water‐ resistant coating mechanically removed and the roof covered with PVC membrane (500 SF). ASB‐100 states the abatement contractor removes the ACM tar vapor barrier, and that removals include all non‐
ACM roofing and insulation layers down to the wood deck. Section 02 82 13.21 places the ACM tar vapor barrier on the bottom layer of fiberboard on the wood decks of the two small flat roofs at the NW and
SE ends (300 SF).
