About this file
This document is a Request for Information (RFI) compilation containing four separate RFIs with clarifications on project specifications and requirements.
RFI #1 addresses electrical and structural components. For parking lot lighting powered by 11 (100W) lights with 3.7 amps total load, contractors must use #12 AWG conductor size per the EX. PANEL EP-B schedule on sheet ES102, with flexibility to adjust based on actual load and voltage drop calculations meeting NEC requirements. No drainage system is required at the retaining wall footing. A fluid-applied waterproofing barrier is mandatory on all underground surfaces of retaining walls. Capstone length may be standard manufacturer sizing, but guard rail posts must be centered on each capstone and identified in product submittals for Acela/VA review. NYSDOT Type 2 subbase material must be crushed stone.
RFI #2 and #3 address project administration and site requirements. The contractor is responsible for appointing, coordinating, and paying an independent third-party testing laboratory with required accreditations. Badges are required for contractor personnel for both interior and exterior work. Contractors must stage/park in the designated contractor staging area shown in contract drawings. Construction and safety signs are required. Photographic documentation per Specification Section 1.23 is mandatory, with VA coordination required prior to submission. A commissioning agent will be provided by the VA if required. All work must follow contract drawings and specifications; precast concrete wall alternatives are not acceptable. No building or highway permits are required as work occurs on federal property. RFI #3 specifies a minimum 60-inch clear width between handrails for southeast concrete stairs. The retaining wall area shall be backfilled with onsite soil, with geo fabric and 2-inch minimum river rock landscape stone covering the ground surface beneath stairs and adjacent areas; stone color will be selected by the VA.
RFI #4 addresses bidding procedures. An allowance for leveling course covering 15,500 square feet must be included in the base bid.

RFI #1
1. Parking Lot Lighting – Conductor Sizing Clarification
a. We are currently reviewing the electrical distribution for the parking lot lighting circuit and have a question regarding conductor sizing shown on the contract documents.
b. The detail on ES100 indicates the use of #6 conductors with #8 fusible links at each pole. Based on our review of the anticipated load and circuit layout, it appears that smaller conductors may be sufficient while still meeting code requirements for ampacity and voltage drop.
c. Please confirm if the specified #6 conductors are required for the feeder conductors to the lighting circuit, or if conductor sizing may be adjusted based on actual load and voltage drop calculations, provided all NEC requirements and performance criteria are satisfied.
Answer:
The circuit is powering 11 (100 W) parking lot lights with a total load current of 3.7amps. Please use the #12 AWG conductor size as called out in the EX. PANEL EP-B schedule on sheet ES102. If current draw changes based on lighting design please use the actual load and voltage drop calculations to size the wire per the NEC requirements.
2. Drainage at Retaining Wall Footing
a. The contract documents do not clearly indicate whether a drainage system is required at the base of the retaining wall (e.g., perforated pipe, stone backfill, or drainage outlet).
b. Please confirm if any drainage system is required at the retaining wall footing, and provide details if applicable.
Answer:
There is no drainage system being proposed at the base of the retaining wall.
3. Waterproofing / Dampproofing
a. The drawings and specifications do not appear to indicate any waterproofing or dampproofing requirements for the retaining wall.
b. Please confirm if waterproofing or dampproofing is required on the retaining wall, and if so, provide the required system and locations.
Answer:
A fluid applied waterproofing barrier shall be provided on the retaining walls at all underground surfaces.
4. Retaining Wall Cap (Top Stone) Dimensions
a. The contract documents provide the width and height of the retaining wall capstone; however, the length dimension is not indicated.
b. Please confirm the required length of the capstone, or if it is intended to be field-determined or standard manufacturer sizing.
Answer:
The length of the capstone may be standard manufacturer sizing; however the guard rail posts must be set reasonably in the center of each capstone. The selected length of the capstones should be identified in a product submittal for Acela/VA review.
5. NYSDOT Type 2 Subbase Material Clarification
a. We are currently reviewing the pavement section details and note that the subbase is specified as NYSDOT Type 2 stone. To ensure proper material procurement and consistency with project requirements, we would like to confirm the intended material type.
b. Please confirm whether the specified NYSDOT Type 2 subbase is intended to be:
i. Type 2 crusher run limestone, or
ii. If processed gravel meeting NYSDOT Type 2 requirements is acceptable
Answer:
Please use type 2 crushed stone.
RFI #2
1. Please confirm that testing laboratory will be retained by the VA as noted in the Specs.
Answer:
The Contractor is responsible for the appointment, coordination, and payment of an independent testing laboratory for this project. This lab must be a third-party entity, not affiliated with the Contractor, and must hold all necessary accreditations to perform the inspections required by the project specifications.
2. Since all work is exterior, are badges required for contractor personnel?
Answer:
The V.A. does have badging requirements for interior and exterior.
3. Please provide location and # of available contractor parking spaces.
Answer:
Given the location of this project and the nature, which will limit parking in general, plan accordingly to stage/park in the contractor staging area which has been depicted in the contract drawings. .
4. Are construction and safety signs required given size and duration of project?
Answer:
Construction and safety signs will be required.
. 5. Is photo documentation required per Spec Section 1.23?
Answer:
Yes, photographic documentation is required in accordance with Specification Section 1.23. The Contractor shall coordinate with the VA prior to submitting any documentation.
6. Please confirm that commissioning agent will be provided by the VA.
Answer:
Commissioning agent will be provided by the V.A. if required.
7. Will consideration be given to a precast concrete wall alternative?
Answer:
All work shall be performed in accordance with the contract drawings and specifications provided.
8. Please confirm no building and/or highway permits are required for this work
Answer:
No building or highway permits are required, as all work is being performed on federal property.
RFI #3
1. Please provide the clear width between handrails for the southeast concrete stairs.
Answer:
Provide a minimum of 60” clear width.
2. Please confirm the subgrade/ground conditions for the stairs located adjacent to the retaining walls.
Answer:
The retaining wall area shall be backfilled with onsite soil. The ground surface beneath the stairs and adjacent area between the building and retaining wall shall be covered with geo fabric and landscape stone (river rock with 2” minimum size). Stone color to be selected by the VA.
RFI #4
1. I found that the project specifications indicate carrying an allowance.
Location: Page 6 Section 01 00 00 / 1.3 Statement of Bid Item(s) / B. Allowances:
Allowance No. 1: Provide an allowance for leveling course for 15,500 square footage.
Please advise how you would like this to appear on the bid forms (which show base bid only):
should it be included in the base bid, is it not applicable, or is there another preferred method?
Answer:
The allowance shall be included in the base bid.
