About this file

This is a Questions and Answers (Q&A) document from a federal construction solicitation for morgue freezer replacement at James J. Peters VAMC in Bronx, New York. The solicitation number is 36C24226B0046, Project No. 526-20-508, with RFI responses dated 8/5/2026.

The project involves demolition of existing morgue freezers and construction of new morgue freezers/walk-in-coolers using premanufactured polyurethane walls and ceilings with stainless steel outer and inner jackets. Key project parameters include: all demolition and construction work performed during regular Monday-Friday business hours; one morgue remaining operational at all times with phased construction (see drawing 100-PH-100); freight elevator permitted for hauling construction materials; floor-to-deck height of 10'6" for the temporary construction partition wall; closure of one door opening on the west side of the main morgue; and Armstrong Ultima ceiling tiles (model #BP1940) for ceiling replacement. The scope includes spray-on fireproofing at ceiling suspension bars, metal fabrication for stacking water-cooled condensing units, a new Square D 208Y/120V three-phase subpanel with lighting and temperature monitoring, and asbestos abatement based on quantities shown in drawing 100-HA-101. The VA will hire independent third-party agents for both commissioning requirements and asbestos abatement air monitoring, with the contractor not responsible for air sample analysis. Phase 1 and Phase 2 boundaries are independent but temporary barriers may be moved upon phase completion. Bidders should allocate an allowance for legacy software integration issues with existing digital controls. No known hazardous materials other than asbestos are present in scheduled demolition areas.
