About this file

This document includes an asbestos sampling report and a notice for an upcoming federal contract solicitation. The asbestos sampling report details testing conducted at the Veterans Affairs Medical Center in Syracuse, New York, where samples were taken from various building materials and analyzed for asbestos content. None of the samples contained more than 1% asbestos. The related federal contract opportunity notice indicates the Syracuse VAMC will release an invitation for bid around November 2, 2020 for project number 528A7-18-720 to replace air handler units 04, 06, 22, 34, and 36. The work will be conducted in two phases, with a 365-day period of performance and estimated value between $2,000,000 to $5,000,000. The solicitation is reserved as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses.

Re: Asbestos Sampling

Veterans Affair Medical Center Colden Project No. 20532

Dear Mr. Fellenzer:

This letter and attachments will serve as our final report for the referenced project.

1.0 Introduction

Colden Corporation was retained by the Fellenzer Engineering LLP to conduct asbestos sampling of suspect materials at the Veterans Affairs Medical Center located at 800 Irving Avenue in Syracuse, New York. The areas to be surveyed were identified by Fellenzer Engineering. The materials to be sampled were identified by Colden. Joseph Cantone, CSP, an Industrial Hygienist with Colden, conducted the asbestos sampling on July 22, 2020. A copy of Mr. Cantone’s New York State Department of Labor (NYSDOL) asbestos inspector certificate and Colden’s NYSDOL asbestos license is provided in Attachment A.

2.0 Analytical Methods

Asbestos samples were submitted to and analyzed by AmeriSci Laboratories of New York, New York. The laboratory is certified for bulk asbestos analysis by the New York State Department of Health (NYSDOH) under the Environmental Laboratory Approval Program (ELAP). The Laboratory’s ELAP number is 11480. Friable bulk samples were analyzed for asbestos content using polarized light microscopy (PLM) in accordance with ELAP PLM Analysis Protocol

198.1. Non-friable asbestos samples were analyzed by PLM and by transmission electron microscopy (TEM) in accordance with ELAP PLM/TEM Analysis Protocol 198.6/198.4.

3.0 Results and Discussion

Sampling results are summarized and discussed in the following section. A copy of the laboratory reports is provided in Attachment B.

Mr. Eric Fellenzer Fellenzer Engineering 7/30/2020

Asbestos sampling results are summarized in Table 1. Material conditions were listed as good, damaged, or significantly damaged in accordance with the U.S. Environmental Protection Agency (EPA) definitions noted below.

• Good – Material with no visible damage, or showing only very limited damage.

• Damaged – Less than one-tenth of the material is damaged if the damage is evenly distributed, or one-quarter of the material is damaged and the damage is localized.

• Significantly Damaged – One-tenth or more of the material is damaged if the damage is evenly distributed or one-quarter or more of the material is damaged and the damage is localized.

The U.S. EPA and the NYSDOL define Asbestos Containing Materials (ACM) as materials that contain greater than 1 percent asbestos.

7/30/2020

As indicated in Table 1, none of the materials sampled contain asbestos. In accordance with EPA and NYSDOL regulations, materials containing 1 percent or less of asbestos may be treated as non-ACM.

Photographs of the sampled materials are provided in Attachment C.

3.2 Survey Area Discussion

3.2.1 Kitchen and Pantry Area

The area identified for assessment was above the ceiling and in a chase. The ceiling is a metal pan ceiling system. The Veterans Affairs Medical Center employees opened up the ceiling system and provided access for Colden. No suspect materials were identified. The pipes and elbows are wrapped in fiberglass insulation.

3.2.2 Roof Top Units 34 and 36

The two units are stand alone and have interior access. The suspect materials identified were white caulk, gray caulk, dark gray caulk, white insulation paint and gray duct insulation coating.

None of the materials sampled contain asbestos.

3.2.3 Auditorium

The auditorium stage area was assessed. The only suspect material was seam tape applied to the ducts.

There was no asbestos detected in the seam tape.

3.2.3 Auditorium Roof

A roof top vent system and a gooseneck exhaust vent were assessed. White caulk and black sealant were identified on the roof vent system and seam sealant was identified on the gooseneck exhaust vent. None of the materials sampled contain asbestos.
