About this file

This is a Department of Veterans Affairs (VA) Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) for national prescription eyeglass manufacturing services. The solicitation seeks a contractor to provide prescription eyeglasses for VA Medical Centers across the United States, including CONUS and OCONUS locations, with a ten-year contract consisting of a five-year base period and one five-year option period. The total contract ceiling is $2 billion, with a guaranteed minimum of $10,000 for the initial fiscal year.

The procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and will result in multiple awards for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Proposals are due by December 23, 2025, at 4:30 PM ET. The VA will evaluate offers based on technical acceptability standards, including sample frame kits, equipment, contingency plans, and complete proposal submission, with factors for experience, capabilities, and expansion plans. The government will award to offerors representing the best value, with single award Regional Delivery Orders based on regional coverage areas. Contractors must have daily manufacturing capabilities of 1,600 complete eyeglasses for Regions 1-4 and 600 for Region 5.

B.2 STATEMENT OF WORK

Department of Veteran Affairs

National Prescription Eyeglass Manufacturing Services

1. SCOPE

1.1. GENERAL

The Department of Veterans Affairs (VA) has an ongoing program to provide prescription eyeglasses (both dress and safety) for eligible Veterans. The Contractor is to provide prescription eyeglasses for beneficiaries of the Department of Veterans Affairs throughout the

VA including all CONUS and OCONUS locations throughout the United States.

The Contractor shall fabricate all eyeglasses in strict conformance to the eyeglass prescription that has been provided by the VA Clinic Team, Chief, Prosthetics, and/or authorized designee.

The Contractor shall not add or substitute components or alter the beneficiaries' prescription in any way without prior approval and written authority from the VA Clinic Team, Chief of

Prosthetics, Network Contracting Officer Representative (COR) and/or authorized designee. All items provided by the Contractor shall be new.

The number of patients covered by this contract is expected to increase/decrease within the VA dependent upon beneficiaries added or removed throughout the contract term. The requirement covers all sites, inclusive of all overflows from Veterans Integrated Service Networks (VISN)

10/12 and 20. Estimates are provided in the Price Schedule include internal orders and historical Community Care (CCN) orders. If CCN does not utilize this contract vehicle estimates are approximately 10% higher than advertised.

The terms “patient,” “Veteran,” and “beneficiary” shall be considered interchangeable throughout this document.

Eyeglass manufacturing contractors will not be permitted to engage in or provide Optician

Services to veteran patients at VA facilities while holding a current VA Eyeglasses

Manufacturing indefinite-delivery, indefinite quantity (IDIQ) contract. This ensures that veterans are not unduly persuaded to make out of pocket purchases outside of their VA optical clinic visits and that veterans maintain an unbiased, unaffected opinion when selecting frames, promoting fair opportunity among all IDIQ awardees.

1.2. CONTRACT TYPE

The Department of Veterans Affairs intends to establish firm-fixed price with economic price adjustment, IDIQ contracts. This solicitation will result in multiple awards. The IDIQ’s will cover the entire nation. Delivery Orders will be single award, and VA intends to award Delivery Orders to at least two contractors.

1.3. PERIOD OF PERFORMANCE

The contract performance period is ten years, inclusive of a five-year base period and one, five-year option period. Delivery Orders will have a one-year base period and four one-year option periods for a total period of performance of 5 years. Delivery Orders may be recompeted for the subsequent five-year performance period. VA will allow the new contractors up to 60 calendar days after the delivery order award for the new contractor to ramp up or transition in. Once a

Delivery Order is awarded and the actual transition time needed is known, VA will issue a modification, revising the contract's periods of performance.

VA is developing a Go-Live Schedule that will be provided at time of award notification. This schedule will provide information on transition from existing contract vehicles to performance under the national contract.

1.4. VA PROSTHETIC AND SENSORY AID SERVICE (PSAS) POINT OF CONTACT

LISTING

Space intentionally left blank. Will be provided at the time of award of a Delivery Order. The VA intends to establish group emails for each defined Region, VISN and local facilities to ensure all communications are received by the appropriate personnel.
