About this file

This is a Service Contract Act Wage Determination document (WD #2015-4047, Revision 34, effective June 25, 2026) issued by the Department of Labor's Division of Wage Determinations for federal service contracts in specific Massachusetts counties.

The wage determination applies to service contracts in Essex, Middlesex, Norfolk, Plymouth, and Suffolk counties in Massachusetts. It establishes prevailing wage rates for 150+ occupation classifications spanning administrative, automotive, food service, furniture maintenance, general services, health, information technology, instructional, laundry, machine tool operation, materials handling, mechanics and maintenance, personal needs, plant operations, protective services, recreation, technical, transportation, and miscellaneous occupations. All listed occupations receive a base health and welfare benefit of $5.55 per hour (up to 40 hours per week, or $962.00 per month), with an alternative rate of $5.09 per hour for Executive Order 13706 coverage ($882.27 monthly). Employees are entitled to two weeks paid vacation after one year of service, three weeks after five years, and four weeks after ten years. A minimum of eleven paid federal holidays per year is mandated. The document includes special provisions for computer employees exempt under Fair Labor Standards Act regulations, air traffic controllers and weather observers receiving an additional 10% night shift differential or 25% Sunday premium pay, and an 8% hazardous duty differential for ordnance and explosives work, with a 4% differential for lower-hazard work. Uniform allowances are reimbursed at $3.35 per week when required by contract. The conformance process for unlisted job classifications requires contractor submission of proposed classifications to the contracting officer within 30 days of contract performance initiation, with Department of Labor review and approval required before implementation.
