About this file
This is Amendment 0003 to Solicitation 36C24126Q0398 for Bulk Oxygen Corrections at three Department of Veterans Affairs Medical Centers. The amendment, issued May 7, 2026, provides responses to Requests for Information, a site utility plan, Activity and Use Limitation documentation, and AUL maps for the Jamaica Plain campus. The proposal deadline remains June 30, 2026, at 4:00 PM EST, with submissions directed to Sean.Genereux@va.gov, Heather.Libiszewski-Gallien@va.gov, and NCO1ConstructionTeam2Proposals@va.gov.
The underlying contract requires correction of National Fire Protection Association (NFPA) deficiencies at VA Medical Centers in Brockton, Jamaica Plain, and West Roxbury, Massachusetts. Work includes selective demolition, fence replacement and repair, concrete apron installation, utility coordination, and bulk oxygen system modifications to achieve NFPA compliance. The contractor must perform ground penetrating radar mapping, topographic surveys, and field verification of all utilities prior to excavation. At Jamaica Plain, contractors must address suspected contaminated soils per specification 31 20 12 and comply with Activity and Use Limitation requirements. The contract period is 275 calendar days from Notice to Proceed. The contracting office is located at VA Central Western Massachusetts HCS Network Contracting Office in Leeds, Massachusetts. Key clarifications include that no permits are required as work occurs on federal property, schedules are not required for proposal but will be required at contract award, and the site superintendent may serve dual roles as Safety and Site Health Officer and Quality Control Manager if qualifications are met.
