OVERALL SATOC RFIs

1. Will the proposal due date and RFI due date be extended?

Response: The RFI due date is hereby extended to 7/31/18 @ 12 NOON EST. The proposal due date is hereby extended until 8/13/18 @ 12 NOON EST.

2. Can you clarify the locations of each of the site visits?

Response: There will be two addition site visits due to confusion of meeting spot.

a. Crescent House - Bedford Friday July 27, 2018 @ 10 am.

b. Renovate Nurses Station - Brockton Friday July 27,2018 @ 1pm.

Building 8 Lobby, 940 Belmont Street, Brockton MA. Follow signage for Building 8 and meet Avin Kannadan in the Building of Lobby 8. See attached Brockton Campus Map.pdf

3. Can you provide contact information for each of the seed CORs, if we need to contact them regarding the site visits?

Response: All communication must be directed to the POC david.gabrysiak@va.gov.

4. Should all RFIs be emailed to the main POC (david.gabrysiak@va.gov) only or should the Seed CORs be copied on RFI submissions?

Response: All communication must be directed to the POC david.gabrysiak@va.gov.

5. Is there a specific format you want RFIs to be submitted in?

Response: There is no specified format.

6. Per the Solicitation, it reads as though we can only submit quotes for two seed projects, of which we prioritize our 1st and 2nd preference for facility location awards? Can we submit proposals for more than 2 locations and be considered for an award at more than one facility location?

Response: The Contractor must furnish the above TASK ORDER PRICING on the attached Excel document: VISN 1 SATOC SEED Task Order Pricing Sheet for AT LEAST ONE (1) seed project, but may submit proposals for up to all eight (8) seed projects. Contractor shall prioritize their top two preferred facilities but may submit for more than two (2) facilities.

7. Can we be considered for a facility award and provide a quote for the associated seed project but indicate we are providing the quote for evaluation purposes only and do not want to be awarded the seed project?

Response: If you do not plan on submitting a proposal for a specific facility, do not submit a quote for that project or location.

8. Is the proposal to be submitted in standard format with SPC sheet?

Response: Yes, the Self Performed Calculation Sheet was accidently left out of the original solicitation. It has been added as an amendment to this solicitation.

9. Can you please clarify the number of Seed Projects in the SATOC Solicitation that we can submit a proposal Response: The Contractor must furnish the above TASK ORDER PRICING on the attached Excel document: VISN 1 SATOC SEED Task Order Pricing Sheet for AT LEAST ONE (1) seed project, but may submit proposals for up to all eight (8) seed projects. Contractor shall prioritize their top two preferred facilities but may submit for more than two (2) facilities. Contractor is required to submit Facility Interest and Preference Sheet which is attached to this amendment. Indicate the locations the contractor is interested in, and the top 2 preferred facilities on this sheet.

10. What should be included in the proposal for a seed facility? Only Task Order Pricing Sheet?

Response: Each proposed facility should include a Task Order Pricing Sheet with the requisite information. Please see all other proposal requirements in the solicitation.

11. Please confirm if bid bonds are required for the submission of the VISN1 SATOC Projects – page 5 of 78 :”Information Regarding Bidding Material, Bid Guarantee & Bonds” this page is completely blank except for the page title & the SF1442 front page has neither checked off – we just don’t want to be rejected because we didn’t submit when we should have.

Response: A surety letter from a bonding company showing bonding level capabilities is required to be submitted with the price proposal. There is no requirement for bid bonds for the SEED PROJECTs to be submitted with the proposal. Performance and Payment bonds will be required only if a contractor is awarded a SATOC and SEED PROJECT and will be required upon award of first Task Order.

SEED PROJECT RFIs Replace Flooring Manchester:

12. Are there any hazardous materials in the flooring materials or elsewhere in the work locations?

Response: Please see table below.

13. Regarding Bldg. 15, Rm # S2 & S2A – does the stairwell floor need to match the floor and be a continuation of the flooring pattern as you enter from the hallway door?

Response: No need to match existing patterns

14. Will there be any fixed furniture, plumbing or heating that will need to be moved by the contractor?

Response: Please see table below.

15. For all moveable furniture, plumbing or heating, and equipment will this need to be moved by the contractor?

Response: Please see table below.

16. Specific to Bldg. 7 Rm G-3/G-2, it appears that work will occur to add in a sink and counter over existing flooring. Will these be removed before work begins in this location so we can access the old flooring and install the new flooring?

Response:

a. If the permanent furniture is installed at the time the flooring is ready to be installed, install flooring around it.

b. If the permanent furniture is not installed at the time the flooring is ready to be installed, install flooring throughout the space.

Crescent House Bedford:

17. When was the work for the building settling completed?

Response: Within the past 8 years. Corrective measures were done roughly 2009-2010, corrective measures -- dug out the pit in apartments 107-108, about 30 feet wide and down 15 ft. Poured stone dust and dirt tamped it down repeatedly, when they were done they came in for a year 1-2 times per month to measure and seemed to only sink 1/10000 of an inch.

18. Does the Building Department in Lowell have a set of plants on this work?

Response: The City does not have plans other than the civil plans with inverts provided in the package. See attachments to original solicitation and City’s documents’ requirements for the engineered drawings and reports. (Stormwater report elements recd 07132018.pdf)

19. Was the 2nd floor leveled at the same time as the 1st floor?

Response: Second floor was not leveled at the time

20. What do we plan for the staging area/parking location while we do this work?

21. Response: Edward J. Early Parking facility is at 135 Middlesex Street. There are limited spots available across the way in the strip mall for parking. Parking at strip mall requires permission from them. Crescent house has 1 or 2 parking spots near the mechanical room (“The Keep”)/building, but the Post Office has a few designated spots there too that are off limits for contractors

22. Do we know the size of the storm drain in the street?

Response: See attachment from City with inverts’ info. (Stormwater report elements recd 07132018.pdf)

23. Are there any hazardous materials in the work locations?

Response: DEP website has no record of contaminated soils at Crescent House. Some surrounding properties report low levels of PB and arsenic but they are not at reportable levels. Just to be safe we probably should put in that the contractor should test for contamination when awarded and report results before performing work.

24. How do we handle pricing of hazardous soils?

Response: Will provide info, when City of Lowell responds to request for info.

25. What are the dimensions of the existing paving?

Response: 13,500 sf approx. wheel stops and striping and labeling of HP spots to be included in contract.

Renovation of Basement Bldg 9 CWM:

26. Security Wire - Please advise if it’s possible to change the wire mesh from WireCrafters to Husky Rack and Wire.

Response: Approved as an equivalent but ensure that material/components meet SOW salient characteristics.

27. The reason for the request is the Husky Rack and Wire material is made here in Massachusetts. It will be a lot less expensive to use it as well. Measurements of the locations of the wire mesh and there is not sufficient height to install slide doors. Heights vary from 81”- 83” between the columns and there are several pipes, duct and conduits that will not allow for the tracks to be mounted. Swing doors must be used on this project. Please advise.

Response: Approved but ensure that they can each open 180 degrees so there will be no obstruction of corridor.

28. There will need to be cut outs in the mesh system. Sprinkler pipes will need to cut around during the install. Cut out kits will be provided so no exposed wire will be seen. Please advise.

Response: Approved but ensure each cutout is as small as possible.

Renovate Nurses Station Brockton:

29. Please provide the name of the awning manufacturer.

Response: Contractor to specify awning vendor.

30. Please provide a sketch of the kitchenette

Response: Attached to this amendment is the sketch for the kitchenette requested. 2018-07-20_Interior Elevations rev 1.pdf

West Roxbury Junction RFIs will be answered in a subsequent amendment.
