Responses to RFI received 6/12/18 to 6/29/18

1. In Section 00100, 3.3.3, it states that all proposals and charts shall be on 8.5 x 11 paper. Can the seed project schedules be on 11x17 or do those need to also be on 8.5 x 11? Please clarify.

VA Response: 8.5 x 11 is acceptable for the seed project schedules.

2. Exhibit E, 7. Infection Control, 7A, states to provide page numbers where the required information (listed above) can be found. There are no items listed to reference back to, the only item listed is the Providence VA Medical Center Infection Control Manual. Are we to compare our sample plan with this?

VA Response: Exhibit E.7 A full plan will be required if the proposer is awarded a contract. The full plan required after award shall be project specific and address the items contained in the Infection Control Manual of the Providence VA Medical Center. For the purpose of the proposal, reference the page numbers in the proposal which include the discussion, and plan if provided, that describes the proposers ability to comply with the requirements of the Infection Control Manual of the Providence VA Medical Center. If a sample plan is provided an item by item comparison of the Infection Control Manual of the Providence VA Medical Center is not required.

3. Can my SDVOSB as a commercial roofing company with a proven history of VA roof work apply for this MATOC solicitation or do I need to apply as a General Contractor covering all trades?”

VA Response: Yes, you will need to follow the solicitation process and provide a proposal by the closing date and time to the correct location, containing all the required documentation. See “SECTION 00120 PROPOSAL EVALUATION AND BASIS FOR AWARD 4.1. The evaluation of each Technical Proposal will evaluate and measure the ability of the offeror to effectively manage specialized discipline, as applicable, construction projects, provided in response to the submission requirements specified in Section 00110 and Exhibit E. The Government will determine, based on the information provided, if the offeror has demonstrated the ability to perform complete project management of construction projects at the dollar levels indicated in the Areas of Consideration.

PRICE EVALUATION - The purpose of the Price/cost evaluation is to provide an assessmentof the reasonableness of the proposed price/cost in relation to the solicitation requirements.Proposals will be evaluated in the following manner.
5.1. The Government evaluation team will conduct a Price evaluation of each offeror's Seed Priceproposal to determine whether or not each proposal complies with the stated criteria:"Reasonableness". If the proposed price is determined to be reasonable a REASONABLE ratingwill be given, if found to be unreasonable, an UNREASONABLE rating will be assigned to thePrice evaluation factor. If multiple seed projects are priced, each project will be assigned anindividual rating.
5.2. The Contracting Officer reserves the right to award a MATOC IDIQ contract to an offerorwith an unreasonable price rating if found to be in the best interest of the Government.
5.3. Those proposals evaluated as not satisfying all of the price/cost criteria may be eliminatedfrom consideration for award.

4. If I do need to apply as a general contractor, could I still be selected despite only references to commercial roofing projects?”

VA Response: There is no one specific way of providing a proposal to this solicitation. You will want to comply with as many of the solicitation requirements as possible.

See “SECTION 00120 PROPOSAL EVALUATION AND BASIS FOR AWARD 1.1.1. Thissolicitation is for Multiple Award Indefinite Delivery, Indefinite Quantity Task Order Contracts
(MATOC). The Government intends to award contracts to a minimum of twenty (20) contractsfor VISN 1 to qualified offerors deemed responsible in accordance with the Federal AcquisitionRegulation (FAR), whose proposals conform to the RFP's requirements and are judged torepresent the Best Value to the Government. The Best Value is the most advantageous offer, priceand other factors considered, and consistent with the Government's stated importance ofevaluation criteria. This may result in award being made to a high-rated, higher-priced offerorwhere the Contracting Officer determines that the Past Performance and Technical capability ofthe higher-priced offeror outweighs the cost difference.”

5. My concern is if I am prevented from doing work directly with the VA if not listed on the MATOC. If that were to happen then roofing work projects will increase given my costs as a sub plus applied overheads of general contractors.”

VA Response: Requirements solicited as the MATOC Government point of entry will be restricted to MATOC contract holders. Subcontracting opportunities if not selected to participate as a MATOC contractor, you would still be able to participate in those contracting requirements not solicited within the MATOC. In addition, you have the ability to participate as a subcontractor .
