Project #402-14-567 Electrical Distribution System Upgrade
1. On the demolition one-line diagrams something is in bold designation indicates equipment to be demolished. For feeders in bold designation to be demolished is it the intention to demolish both the conductors and conduits or is it the intention to demolish only the conductors and leave the conduits for reuse where appropriate? For Example: Reference Drawing 46-E10.10: Existing Switchboard N-1A-DP is being demolished along with the feeder from transformer T23. The new SwitchboardN-1A-DP is being installed in the same location as the switchboard being demolished. Is it the intention to only remove the feeder conductors and use the existing conduits to pull in the new feeder conductors or is it the intention to also install new conduits from transformer T23 to the new Switchboard N-1A-DP?
VA Response: In general, the intent is to replace both conduit and cable where shown bold on the demolition one-line diagrams. In some instances, the existing conduit may be retained if the conduit is in good condition and new wire and cable can be pulled without risk of damage.
In the specific example presented on Drawing 46-E10-10, considering the close proximity of T23 to N-1A-DP, the existing underground conduits could be re-used. Transition into the switchboard will be necessary to ensure the existing stub-up location is compatible.
If existing conduit is reused cabling will need to be meg-ohm tested to ensure that wire was not damaged by any unforeseen existing conduit conditions. If the test fails the contractor will be responsible to replace the conduit and provide new cabling.
2. Can the feeder sizes for feeds to the various SPD’s be provided?
VA Response: SPD feeders shall be sized in accordance with the manufacturer’s recommendations.
3. The routing of load feeders to various building from SWITCHGEAR-GEN-10 and SWITCHGEAR-GEN-11 is not clear on the drawings. Can more accurate drawings be provided which will leave no question as to the routing of feeder conduits to the buildings?
VA Response: The contractor is responsible for field coordinating appropriate routing and obtaining final approval with the VA prior to execution.
4. Drawing 27-E10.05: The three elevator transformers are indicated via Keyed Note 2 to be relocated. On Drawing 34-E11.05, these three transformers are in “bold” print which, according to General Note 1, means that these are new. Are these three transformers to be relocated or new?
VA Response: The three elevator transformers referenced in Keyed Note 2 may be relocated per the note.
5. Drawing 32-E11.03: There is to be a new feeder from the 200AT Breaker to existing 200-UPS-2. Panel 200-UPS-2 is not shown on the floor plans for Building 200. Please provide the location.
VA Response: Per panel 200-UPS-2 schedule on sheet Drawing 45-E60.01, Panel 200-UPS-2 is located in Room 267, approximately 50’ from the source, above the page East side of Room 157- Histology.
6. Drawing 32-E11.03: Keyed Note 3 indicates to reference Sheet E60.02 for information regarding migration of existing circuits to Panels 200-UPS-2 and 200-UPS-1. There is no Sheet E60.02.
VA Response: Keyed Note 3 should have referenced Drawing 45-E60.01.
7. Drawing 33-E11.04: There is to be a new feeder from “MDP-MRI” to existing Panelboard “200-XR”. Panel “200-XR” is not shown in the floor plans for Building 200. Please provide the location.
VA Response: It is expected that panel 200-XR is in Room 134, approximately 60’ in total distance from existing MDP-MRI location.
8. Drawing 33-E11.04: There is to be a new feeder from “MDP-MRI” to existing 200-MRI-Machine #20. 200-MRI-Machine #20 is not shown on the floor plans for Building 200. Please provide the location.
VA Response: It is expected that 200-MRI-Machine #20 is located in either Room M117, or adjoining Rooms M118 or M116; approximately 40’ from the existing MDP-MRI location.
9. Drawing 33-E11.04: There is to be a new feeder from “MDP-MRI” to starter to existing 200-AHU-#20. 200-AHU-#20 is not shown on the floor plans for Building 200. Please provide location.
VA Response: 200-AHU-#20 appears on Drawing 37-E30.03. Reference Room 20 Partial Demolition Plan and Keyed Note 3. (35’ from source).
10. Drawing 33-E11.04: There is to be a new feeder from “MDP-MRI” to existing Panel 200-MP1. Panel 200-MP1 is not shown on the floor plans for Building 200. Please provide the location.
VA Response: Panel 200-MP1 was removed from room 102 as part of a project completed after this design. No feeder is required.
11. Drawing 33-E11.04: There is to be a new feeder from “MDP-MRI” to existing Panel 200-MP. Panel 200-MP is not shown on the floor plans for Building 200. Please provide the location.
VA Response: Panel 200-MP is located in Room 102.
12. Drawing 33-E11.05: There is to be a new feeder from “Equipment Branch” panel in Room 135 to Panel 200-EE-B-A. Room 135 is not indicated on the floor plan and the “Equipment Branch” panel is also not shown. Please provide the locations.
VA Response: The “Equipment Branch” panel and Panel 200-EE-B-A are shown on Drawing 41-E31.04. The “Equipment Branch” Panel is located in Room 195 (Room 135 was a typo), reference Room 160, 162, 164, & Room 195 Partial Power Plan. Panel 200-EE-B-A is located in the new electrical room 151, reference Room 151 Partial Power Plan on the same sheet.
13. Drawing 33-E11.05: There is to be a new feeder from Panel 200-EE-B-A Section 2 to 7.5 HP 200-P1 TR and to 7.5 HP 200-P2 MTR. 200-P1 MTR and 200-P2 MTR are not indicated on the floor plan. Please provide their locations.
VA Response: Branch circuits in existing Panel 200-EE-B-A Section 2 may be spliced and extended to new panel location.
14. Drawing 35-E11.06: There is to be a new feeder from existing “200-MSGA”, left section, to new Panelboard “P-MCC4”. 200-MSGA is shown on the Building 200E Basement Floor Plan, Drawing 43-E31.06 and P-MCC4 is shown on the Building 200E Fourth Floor Power Plan, Drawing 44-E31.07. However, there is no indication as to the location of Room E400 (Location of P-MCC4) in relation to the location of Room C54 (Location of 200-MSGA). Please provide information as to how the two rooms line up over each other so that the routing of the new conduit can be determined.
VA Response: Reference Drawing 16-E05.01 for building 200/200E layout. “200-MSGA” is located on the sub level, North-East corner of building 200E. Room E400 is located dead center of the building layout, fourth floor. (As another reference point, the letter B in ‘B200E’ on sheet E05.01 is in the same spot on the building as the number 4 in ‘E400’ on sheet E31.07) P-MCC4 is approximately 335’ from 200-MSGA.
15. Drawing 35-E11.06: There is to be a new feeder from new Panel P-MCC4 to the existing VFD for 200E-RF-10-MTR. The location of the VFD for 200E-RF-10-MTR is not shown on the floor plans. Please provide the location.
VA Response: 200E-RF-10-MTR appears on Drawing 40-E31.07 and is labeled as “AHU-10 RETURN”, approximately 185’ from the existing MCC-4 location. The existing circuit may be spliced and extended to the new P-MCC4 location.
16. Drawing 35-E11.06: There is to be a new feeder from new Panel P-MCC4 to the existing 200E-RF-8-MTR. The location of 200E-RF-8-MTR is not shown on the floor plans. Please provide the location.
VA Response: 200E-RF-8-MTR appears on Drawing 40-E31.07 and is labeled as “AHU-8 RETURN”, approximately 75’ from the existing MCC-4 location. The existing circuit may be spliced and extended to the new P-MCC4 location.
17. Drawing 35-E11.06: There is to be a new feeder from new Panel P-MCC4 to the existing 200E-P-11-MTR. The location of 200E-P-11-MTR is not shown on the floor plans. Please provide the location.
VA Response: 200E-P-11-MTR is within E400 Mech Rm, 200E-P-11-MTR is approximately 105’ from existing MCC-4. The existing circuit may be spliced and extended to the new P-MCC4 location.
18. Drawing 36-E11.07: There are new feeders originating from existing MCC-2NE. MCC-2Ne is not shown on the floor plans. Please provide the location.
VA Response: MCC-2NE is located in electrical/mechanical Room E254, second floor of Building 200E (lower right corner of building) (true NE, 2nd floor).
19. Drawing 36-E11.07: There is to be a new feeder from MCC-2NE to 200-EF-22-MTR. Please provide the location of 200-EF-22-MTR.
VA Response: 200-EF-22-MTR is located in electrical/mechanical room E254. The feeder for 200-EF-22-MTR may be spliced/extended rather than replaced, as per keynote 2 on sheet E10.08.
20. Drawing 36-E11.07: There is to be a new feeder from MCC-2NE to 200E-AH-6 Supply Fan MTR. Please provide the location of 200E-AH-6 Supply Fan-MTR.
VA Response: 200E-AH-6 Supply fan motor is located in electrical/mechanical room E254. The feeder for 200E-AH-6 Supply fan motor may be spliced/extended rather than replaced, as per keynote 2 on sheet E10.08.
21. Drawing 36-E11.07: There is to be a new feeder from MCC-2NE to 200E-EF-6 Supply Fan MTR. Please provide the location of 200E-EF-6 Supply Fan-MTR.
VA Response: 200E-EF-6 Supply Fan motor is located in electrical/mechanical room E254. The feeder for 200E-EF-6 Supply fan motor may be spliced/extended rather than replaced, as per keynote 2 on sheet E10.08.
22. Drawing 41-E31.04: Note at Room 155B indicates to “Reference Room 155B Partial Plan This Sheet”. There is no partial plan on the sheet.
VA Response: The reference to Room 155B Partial Plan can be disregarded.
23. Drawing 46-E10.10: Switchboard N-1A-DP is to be fed from existing transformer T23. Transformer T23 is not show on any site plan. Please provide the location of the transformer.
VA Response: Transformer T23 is shown on Drawing 48-E30.08 and on Drawing 49-E30.09, on the North side of electrical room 102.
24. Drawing 47-E11.10: New Switchboard N-1A-DP is to be fed from existing Transformer T23. Transformer T23 is not shown on any site drawings. Please provide the location.
VA Response: Transformer T23 is shown on Drawing 48-E30.08 and on Drawing 49-E30.09, on the North side of electrical room 102E. (T23 located 15’ from N-1A-DP).
25. Drawing 47-E11.10: There is to be a new feeder from new Switchboard “N-1A-DP” to 202 Elevator Motor. Please provide the location of the elevator motor.
VA Response: The elevator motor is located in the area of the elevator shaft shown on Drawing 48-E30.08 and on Drawing 49-E30.09. It is expected that the existing motor is located in the small elevator penthouse near the roof access stairs, approximately 140’ from the new Switchboard.
26. Drawing47-E11.10: There is to be a new feeder from new Switchboard “N-1A-DP” to the Dust Collector. Please provide the location of the dust collector.
VA Response: Dust Collector motor in Room 101. Local disconnect in adjoining room in close proximity to panel N-1E. The overall feeder length is approximately 170'.
27. Drawing 56-E11.12: There is to be a new feeder between existing Switchboard “MDP” and new ATS-204. “MDP” is not shown on the floor plans. Please provide the location.
VA Response: “MDP” can be seen on Drawing 57-E30.10 and on Drawing 58-E31.10 on the First Floor Demolition Plan, and First Floor Power Plan, respectively. The MDP is located in the SE corner of room 118A, adjacent to Room 118B. (Labeled as MDP-204) (ATS located 35’ from MDP).
28. Drawing 64-E11.14: There is to be a new feeder from new Panel “P-206-CRIT” to existing renamed Panel LP3B-CR. The location of Panel LP3B is not shown on the floor plan. Please provide the location.
VA Response: LP3B is located in Room 351 Electrical Closet on the Third Floor of Building 206; three floors above Restroom #120A, adjacent to utility chase labeled Room #118, shown on Drawing 66-E31.14.
29. Drawing 64-E11.14: There is to be a new feeder from new Panel “P-206-CRIT” to existing renamed Panel LP3A-CR. The location of Panel LP3A is not shown on the floor plan. Please provide the location.
VA Response: LP3A is located in Room 374 Electrical Closet on the Third Floor of Building 206; three floors above Room #149, adjacent to utility chase labeled Room #147, shown on Drawing 66-E31.14.
30. Drawing 64-E11.14: There is to be a new feeder from new Panel “P-206-EQUIP” to existing disconnect serving existing Panel CH-1. The disconnect is not shown on the floor plan. Please provide the location.
VA Response: CH-1 disconnect is located outside, page NW of Room/ Stairway 185 on Drawing 65-E30.14, approximately 145’ from the source. The existing feeder may be spliced and extended to the new source.
31. Drawing 64-E11.14: There is to be a partial new feeder from new Panel “P-206-EQUIP” for existing Panel HP-2. Neither the splice point nor Panel HP-2 are shown on the floor plan. Please provide their locations.
VA Response: It is expected that HP-2 can found in a room 214, the splice point shall be field coordinated.
32. Drawing 64-E11.14: There is to be a partial new feeder from new Panel “P-206-EQUIP” for existing Panel HP-3. Neither the splice point nor Panel HP-3 are shown on the floor plan. Please provide their locations.
VA Response: HP3 is located in Room 374 Electrical Closet on the Third Floor of Building 206; three floors above Room #149, adjacent to utility chase labeled Room #147, shown on Drawing 66-E31.14; approximately 210’ from P-206-EQUIP.
33. Drawing 68-E11.15: There is to be a new feeder from existing Switchboard “MDPB” to existing Panelboard “EP” There is only a demolition floor plan and no floor plan showing new work. Switchboard “MDPB” is shown on the demolition floor plan but Panel “EP” is not shown. Please provide the location.
VA Response: Panelboard “EP” is located in the Penthouse elevator room, approximately 80’ from the source.
34. Drawing 71-E11.16: The one-line indicates one enclosed breaker from the secondary side of the transformer T-210-EM which then feeds ATS-210. On Drawing E31.16 there is shown Circuit Breaker T-210-SEC-CB in Room 107. There is also shown an unmarked circuit breaker adjacent to transformer T-210 in Room 001A which appears to be a transformer secondary breaker. Is only one transformer secondary breaker required or are two secondary breakers required?
VA Response: Only one transformer secondary breaker is required for transformer T-210-EM.
35. Drawing 71-E11.16: There is a new feeder from the new transformer T-232 secondary breaker to existing ATS-232. The floor plan, Drawing 7 shows an item labeled “232-ECB-260A-ATS”. Is it actually ATS-232?
VA Response: Correct, the item labeled “232-ECD-260A-ATS” is referencing the same piece of equipment as ATS-232.
36. Drawing E05.03 shows an existing manhole 20 and a new manhole #246. There are existing feeders in manhole 20 that need to be re-routed to the new switchgear 246 via new manhole 246. However there are no conduits shown between the existing manhole 20 and new manhole 246. Are these required? If so how many and what size? If no please explain how the existing feeder will terminate in to the new SWGR 246.
VA Response: The transition between the existing manhole and the new manhole structure shall be field coordinated during construction.
37. What is the distance between the existing switchgear MV-246 and the existing MV switchgear? The existing conduit duct bank route is not shown on drawing E06.03 or related drawings? This feeder is scheduled to be removed and the actually routing is not shown.
VA Response: MV-246 is directly adjacent to and contiguous with the existing MV switchgear to be abandoned. Reference Drawing 18-E05.06 and Drawing 3-C05.03.
38. What is the conduit routing of the existing MV feeder to the existing T-24 pad mounted transformer at building 239. This feeder is being removed and we need to know how many manholes this feeder passes thru. Is it safe to assume the feeder “f” runs through Manhole 20, Manhole 21 then T-24?
VA Response: It is expected, contractor to verify, that the existing feeder currently runs through Manhole 20, 21, and then to T-24, as suggested.
39. Where is the MH23 in relationship to drawing E06.02? Is the MV feeder from the MV switchgear “C” on E10.01 & E10.02 shown to be removed or is this existing to remain?
| VA Response: MH23 is located approximately 130’ page SE of the location of MH23A which appears on the SW |
| corner of Drawing 19-E06.02. The underground duct bank shown extending South extends to MH23. In |
| reference to Drawing 16-E05.01, MH23 is located approximate 35’-0” page SW of transformer T20, |
| shown near B210. |
40. Keynote #3 on E10.1 states “fuse cutouts and holder to be replaced. Reference sheet E11.01 for further details. Coordinate with Utility prior to replacement for appropriate fuse and fuse holder type #1-800-750-4000”. Is this work the responsibility of the Utility Company including all related fees and back charges?
| VA Response: The work is the responsibility of the contractor and shall be coordinated directly with Central | Maine Power. The understanding is that the fuses and associated fuse holders are the property of VA, as such |
| all work is anticipated to be in the scope of the contractor and executed in accordance with Central | |
| Maine Power’s requirements. |
41. Can you provide a name and contact number or email of the person responsible for the Utility Coordination?

42. Are there any Utility Company back Charges associated with this project? If so will the VA pay these fees and charges or will it be up to the contractor to include these costs in their bid?
VA Response: These fees will be paid by the VA.
43. Drawing E06.02 shows a duct bank running thru an area designated as “large boulders” for the feeder to the new Transformer T4. Please explain what is required to pass thru this area? Several of the site contractors have excluded blasting and we need to know if this is required? If it is can this be listed as an allowance or unit price? Additional information and surveys are required to determine what is actually needed? Please advise.
| VA Response: The “large boulders” noted are on the surface and that blasting will not be necessary. Excavation | and removal of boulders to accommodate the new duct bank may be required depending on conditions |

44. What are the sizes of the existing medium voltage feeders coming from Cony Road and Blaire Road? These are required to be intercepted and extended into the new SWGR-246.
VA Response: Records indicate 250kCMIL, however field verification will be required.
45. In question #9 where do these feeders enter the existing switchgear or do they pass thru the existing manhole 20 as shown on E05.03? Is it the intent to splice onto the two primary feeders from Cony & Blaire Roads at a manhole #20 and route to the new SWGR-246 or will the primary feeders be replaced in their entirety by the Utility Co at the VA’s expense. Please provide a detail explanation of the incoming services?
VA Response: The intent is to splice onto the two existing primary feeders from Cony and Blaire Roads and then route to the new SWGR-246. The feeder that comes from page East may be able to be pulled back and re- pulled directly into the new Switchgear structure in lieu of a splice in MH20, however, the final approach shall be field coordinated.
46. The existing MRI machine #20 as shown of E10.04 is being powered from MDP with 4-4/0 1#4 but E.11.04 shows this being refed from new MDP-MRI with 3 4/0 1#4. Is this equipment three phase three wire and the neutral is no longer required? Please advise.
VA Response: E11.04 shall be revised to include (4)4/0 in lieu of (3) for the feeders shown extending to 200- MRIMACHINE #20.
47. Drawing E10.4 and E11.04 show the feeders to AHU-20-MTR, 200-MPI and 200-MP are all changed from three phase 4 wire to three phase 3 wire and increased in size. Is this an actual change or was it an oversight during the design? Also, where are these panels located in relation to drawing E30.03? This is required in order to determine the proper length.
VA Response: E11.04 shall be revised to include (4)4/0 in lieu of (3) for the feeders shown extending to 200- MP1 and 200-MP. The feeder shown extending to AHU-20-MTR may remain 3 wire as shown.
48. Where is the room of the fourth floor specifically motor control center P-MCC4 in relation to the MSGA switchboard as shown on the basement level of E31.06? A detail with column lines would be helpful in determining the location of this area.
VA Response: Reference Drawing 16-E05.01 for building 200/200E layout. “200-MSGA” is located on the sub level, North-East corner of building 200E. Room E400 is located dead center of the building layout, fourth floor. (As another reference point, the letter B in ‘B200E’ on sheet E05.01 is in the same spot on the building as the number 4 in ‘E400’ on sheet E31.07) P-MCC4 is approximately 335’ from 200-MSGA.
49. What is the distance between floors in Building 200 and 200E specifically for the feeders to the new P-MCC4? Can you identify the approximate location of where these conduits are expected to rise up to feed this equipment? Please reference E31.06.
VA Response: The distance between floors in Building 200 and 200E is approximately 20’-0”. The conduits can likely follow the same route as the existing conduits that extend to MCC-4, however this should be coordinated in the field during construction.
50. Demolition drawing E10.10 Building 202 shows 3 sets for 3-600 & 1-3/0 gnd in a 4” conduit to the existing T23 transformer. Drawing E11.10 shows the same feeder as 3 sets of 4-600 & 1-3/0 gnd. Is it the intent to replace the three existing sets of secondary conductors and reuse the existing conduits or are you looking for a neutral (4th) conductor to be installed in the same conduit to make a three phase 4 wire system? Is this an oversight?
VA Response: The intent is to replace the three existing sets of secondary conductors and to re-use the existing conduits. It is expected that the existing system is 4-wire, and that the (3) noted on Drawing 46- E10.10 should be a (4).
51. Drawing E11.10 shows new feeders to the existing equipment. Are these feeders to be installed overhead and considered new or is it the intent to reuse existing conduits and conductors to the new panel? Not enough information is provided to adequately address this work. Also the elevator motor disconnect switch and the dust collector equipment is not shown on E30.08 if we are required to replace as new. Please advise.
VA Response: If the condition of portions the existing conduit is in good condition, they may be re-used. All cabling installed in existing conduit to be meg-ohm tested and if cabling is damaged conduit and cabling will need to be replaced. Provide new conduit as needed to accommodate installation of new feeders. The elevator motor is located in the area of the elevator shaft shown on Drawing 48-E30.08 and on Drawing 49-E30.09. It is expected that the existing motor is located in the small elevator penthouse near the roof access stairs, approximately 140’ from the new Switchboard. The Dust Collector motor is located in Room 101, the associated local disconnect is in adjoining room, in close proximity to panel N-1E. The overall feeder length is approximately 170'.
52. Where is switchboard MDP in Building 204 as shown on drawing E10.12 in relationship to the Building 204 power plan as shown on E31.10? Is this in the same room as 118D as the ATS?
VA Response: “MDP” can be seen on Drawing 57-E30.10 and on Drawing 58-E31.10 on the First Floor Demolition Plan, and First Floor Power Plan, respectively. The MDP is located in the SE corner of room 118A, adjacent to Room 118B. (Labeled as MDP-204).
53. Is it possible to get a one week extension in order to revise our proposal based on the responses for the previous 17 questions?
VA Response: Bid date has already been extended to July 10, 2018. Refer to amendment posted to FBO.
