General RFIs
1. Solicitation, Page 7. 3.4.3. Seed Requirements: All offerors, regardless of the areas of consideration on location and dollar value of projects, shall price the seed projects for evaluation purposes as identified on the Exhibit F. Failure to provide a priced Exhibit F and the Exhibit F-1, or other “F” sections as applicable, may be grounds for elimination from consideration/evaluation. If an offeror is not interested in a particular project as a Task Order Award, ensure that the F-1 clearly states NOT INTERESTED FOR TASK ORDER AWARD, FOR EVALUATION PURPOSES ONLY. Offerors are only required to submit pricing information for projects within the dollar value of projects that are requesting consideration. For example, if you are only requesting consideration of a CAT I ($2,000 to $1,000,000), only providing pricing for the projects estimated to be within that dollar value.
Questions: 1. If a small SDVOSB is capable of performing work at the CAT I level, please confirm that pricing/ estimates for seed projects for CAT II & III are not required. 2. Please confirm if a company is not required to submit estimates on CAT II & III seed projects, that they can submit proposal for consideration for only CAT I.
Pricing is only needed for the categories a firm is interested in. Ex.) If a firm is only interested in category 1, only price the seed project that falls within the dollar value of category 1. If a firm is interested in all three categories, pricing is needed for all seed projects. If you are not interested in being awarded one of the seed projects, simply state “NOT INTERESTED FOR TASK ORDER AWARD< FOR EVALUATION PURPOSES ONLY” on your submission
2. In Exhibit E, Section 5 Scheduling Methodology, item 5B it states that for all schedules for seed projects should use a Notice to Proceed date of July 1, 2017. Please confirm that this is the correct date to use.
Please use the date July 1, 2018
3. Please advise if a separate QC Person & Safety Officer are required for each of the 4 projects.
If it is not specifically stated within the requirements of the seed projects, separation of these roles is not required.
