About this file
This amendment modifies a solicitation for the Department of Veterans Affairs' VHA Integrated Healthcare Transformation initiative. The amendment clarifies that the term "Partner" refers to firms, not individuals, participating in vendor teams. It also clarifies that the one-page letter of commitment from partners needs to demonstrate their role and commitment to the team, but full subcontracting agreements don't need to be submitted. The amendment maintains the December 16, 2019 deadline for proposals in response to Solicitation Number 36C10X20R0002, which seeks firms to support the agency's efforts to improve veterans' healthcare through transformation and integration.

CONTINUATION PAGE
The purpose of Amendment 0011 is the following:
A. To clarify the terms “Partner” and “Other pertinent information”; and B. To clarify the requirements for the Letter of Commitment submittal.
Clarifications
1) The term “Partner(s)” is/are the firm(s), not key personnel, who will be part of your VIT should your VIT receive an award.
2) “Other pertinent information” term refers to any additional details your firm deems necessary to demonstrate the commitment of your partners that is within the parameters of the 1-page limit of the Letter of Commitment.
3) Letter of Commitment
a. The Key Personnel Letter of Commitment is not a new requirement for the IDIQ manager. This language was included as a footnote under the original release of the solicitation with Attachment D Proposal Forms, Key Personnel. “A Letter of Commitment shall also be submitted for the IDIQ Contract Manager to ensure individual proposed will be individual supporting the effort.”
b. The Partner(s) Letter of Commitment is not a new requirement. Solicitation section E.3.B.10.e says, “A copy of each Subcontracting teaming agreement between VITAL and each proposed VITEP/VITSO which demonstrates the partners role and commitment to the VIT.”
c. The Letter of Commitment (1-page form) represents any subcontract agreement. Full agreements should be established, but need not be submitted with your proposal. Each partner firm must be reflected within the submitted teaming agreement/letter of commitment.
i. Proof of partnership in the form of a teaming/subcontracting agreement or letter of commitment are acceptable documents that shall be submitted to the Government.
d. Page 5 of the Attachment D, Proposal Forms, is to provide firms additional spacing to include multiple applicable NAICS codes that correlate with functional capabilities areas identified on Page 4 (far right column). Note: NAICS crosswalk was provided as Attachment H, Functional Categories_NAICS Code Crosswalk during the initial RFP release for vendor reference.
The Government looks forward to all proposals on the due date of 12/16/2019 at 12:00pm/ET.
