About this file
This amendment modifies a solicitation for an Integrated Healthcare Transformation indefinite-delivery, indefinite-quantity contract. The Department of Veterans Affairs Strategic Acquisition Center in Frederick is seeking a VITAL, defined as a verified veteran-owned small business with capability across all Functional Category I areas and experience integrating large teams, to lead agile teams delivering business process reengineering, change management, and subject matter expertise. The amendment extends the deadline for Phase I capability statements to November 4th, clarifies that only the VITAL will interface with the government, removes an option to submit alternative offers, increases the email size limit to 5 MB, adds evaluation criteria requiring the VITAL and team to demonstrate full capability across all functional categories, and modifies labor categories and proposal forms.

The purpose of amendment 0004 is the following:
Note: All questions pertaining to Phase II will be answered the amendment that ends Phase I and initiates Phase II. All additions to the conformed attached solicitation are in red. All redactions are marked with a strikethrough.
1. Conform Request for Proposal (RFP) 36C10X20R0002 based on the changes listed below. See Attachment 1, Conformed 36C10X20R0002.
2. Revise section 20 of the 1449. Phase I Capability Statements are due on Monday, November 4, at 12:00 PM, EDT.
3. Add the following language to section B.1, Contract Administration Data:
I. Privity of contract – The Government will only deal directly with the VITAL for all matters regarding the IDIQ contract and all resulting task orders.
4. Remove the following from FAR 52.212-11 in section E, Solicitation Provisions:
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
5. Add the following language to Section E, Solicitation Provisions, C. Proposal Submission Instructions, #5:
Please note that Strategic Acquisition Center - Frederick (SAC-F) can accept e-mails no larger than 5 MB. Offerors are encouraged to submit zip files or submit volumes in multiple e-mails so as to not exceed this limitation. Caution: The choice of Proposal delivery method is up to the Offeror. The Offeror bears the risks of chosen delivery method.
7. Add the following language to Section E, Solicitation Provisions, E.3, Instructions and Evaluation Approach, D. Proposal Evaluation Approach, Written Proposal Evaluation:
Prior to evaluation of the price and non-price factors, the Government will make a determination as to the eligibility of the Prime Offeror (Proposed VITAL). VITALS and all proposed SDVOSB VITEPs must be VIP-verified SDVOSB at time of Phase II submission and small under the applicable NAICS to be eligible. Once a Prime offeror is determined eligible, the Government will evaluate as follows:
8. Add the following language to Section E, Solicitation Provisions, E.3, Instructions and Evaluation Approach, D. Proposal Evaluation Approach, Written Proposal Evaluation, a. Full Mission Capability:
The Government requires a VIT capable of simultaneously meeting unique and highly complex requirements across all FC areas. Therefore, based on the submission of the VIT PROPOSAL TEAM SUMMARY and associated CAPABILITY NARRATIVE forms, the Government will evaluate the proposed VIT to determine whether it is fully mission capable. For the purposes of this evaluation fully mission capable means that the VIT, inclusive of its collective team members, has capability in every FC capability area. In other words, prime awardees (VITAL) must be an eligible VIP-verified SDVOSB and have capability in all FC I Capability Areas and propose a team that collectively demonstrates capability in all three FCs and associated Capability Areas. The Government will determine capability of VIT members based upon the quality of the technical capability and relevance of past performance information provided in the CAPABILITY NARRATIVE form. If a VIT is found to be not fully mission capable, it will result in less than acceptable confidence on the part of the Government.
