About this file
This document is Amendment 0002 for a Request for Proposals (RFP) No. 36C10G24R0038 for Actuarial Support Services issued by the U.S. Department of Veterans Affairs OPAL Strategic Acquisition Center. The amendment primarily addresses two key items: (1) changing the proposal submission deadline to Wednesday, September 3, 2025 at 3pm ET, and (2) providing answers to 17 questions from potential offerors. Key clarifications include guidance on proposal preparation, such as handling proprietary information (place in italics and underline), submitting resumes without personal identifiers, and detailing labor hour and pricing information.
The solicitation indicates approximately 30,000 annual labor hours have been historically required, with potential for an additional 10,000 hours of support. Offerors are instructed to provide a single annual hours estimate and detail the buildup of fixed-price contract line items (CLINs). The government will respond to submitted questions within 10 days of the question submission deadline, which was set for Friday, August 1, 2025 at 3pm ET. No specific format is required for the Quality Assurance Surveillance Plan (QASP), but PDF and/or Excel file types are mandatory. Proposers should focus on describing their corporate capacity and preparedness to perform actuarial support services rather than summarizing past performance.
