About this file
This document is a Questions and Answers (Q&A) matrix for a Department of Veterans Affairs (VA) Outpatient Clinic (OPC) project located in Port St. Lucie, Florida. The project involves a 142,811 ABOA square foot facility with 160,662 rentable square feet and 850 parking spaces, planned for completion by June 2025. The Q&A matrix addresses numerous technical and design details, including elevator specifications, electrical requirements, medical gas systems, HVAC configurations, parking arrangements, and sustainability certifications like Green Globes and ENERGY STAR.
Key project details include a projected award date in Q4 2026, patient service hours of Monday to Friday 7:00am to 7:00pm and Saturday 7:00am to 5:00pm, and specific requirements for specialized areas such as surgery, imaging, and dental spaces. The facility will have a backup generator providing 100% building load coverage, multiple medical gas systems, and specific design considerations for patient safety, accessibility, and operational efficiency. The Q&A matrix provides clarification on numerous technical specifications, indicating the complexity and detailed planning required for this VA medical facility project.

Narrative - 2.5.1.5 and 4.6.2 Additional Electrical Requirem ents.
Please confirm whether the Emergency Generator described in 4.6.2 is considered a Shell Cost or TI Cost. Section 2.5.1.5 notes that "any portion of a code required alternate power source" is part of Shell Cost; however, the 100% building load coverage listed in
4.6.2 exceeds code requirements for this type facility.
Any requirements beyond EES requirements per NFPA 99 is TI. The Governments estimates distribution between shell and TI between 60- 40 and 85-15 and will be finalized during TI negotiations.

Narrative - 4.3.7.1.1 and 4.3.8 Additional
Screen Requirem ents.
The 4.3.8 additional requirements discusses double blind setup. We believe this is referring to double roller shades at windows, which would be under 4.3.7. However, we typically see a double roller shade including a black-out or solid shade, and 4.3.7.1.1 indicates most rooms would receive the semi-transparent shades. Please clarify intent.

Roof top is acceptable with enclosure/penthouse.
L100 - Section 2.09.B.1 and Section
3.06.J.1.a
The specifications include detailed ENERGY STAR requirements, specifically in Section 2.09.B.1, which calls for: Preconstruction certification that the design meets ENERGY STAR criteria, and Post-construction certification within 18 months of project completion.
However, there is no mention of Green Globes certification or any alternative sustainability certification system.
Additionally, Section 3.06.J.1.a references the GSA Form 12000 for fire protection and life safety evaluation (Part A or B, as applicable), but no further clarification is provided regarding scope or applicability.
Please confirm the following:
Is Green Globes certification required for this project, or is ENERGY STAR compliance the sole sustainability objective?
Does the Government intend to engage or approve a consultant to assist with ENERGY STAR tracking and documentation?
Can you clarify which Part (A or B) of GSA Form 12000 applies to this project and whether a consultant is needed to support this evaluation?

4.5.2.2
Normally legionella prevention would promote circulating water at 140° to local mixing valves to then mix to 110° for this type of facility. Section 4.5.2.2 reads to provide a master mixer set at 115°. Is it requested to provide a master mixer to circulate water at 115° and then to provide point of use mixing valves to supply 110° at the fixture?
Follow LDN and applicable code requirements.

6.2.1
6.2.1 Additional Electrical Requirements
Bullet 1 states the lessor to provide backup generator for 100% building load coverage without load shedding for 96 hours. Bullet 14 states that an external plug quick connect for second generator can be provided for facility full capacity. Is the intent to provide code required generator to be on site for 96 hour run time that will provide power to one isolation panel in each operating room, all egress lighting, fire alarm, medical refrigerators/freezers and safes used to store medication, laboratory refrigerators/freezers, IT equipment and associated HVAC installed in the MCR, security system (access control, cameras), and the telecommunication rooms for 96 hours? A portable generator connection would be provided for this generator as well as a second connection to allow for a whole-building portable generator. If the intent is different, please clarify.
The 96 hour run time is for the tank's fuel capacity. The entire facility is to be on 100% generator power at full load until normal power is restored.
