Question Answer We have compared the Room Contents list and the concept plan and there are discrepancies.

Mostly small differences, but one of the examples is (8) staff toilets called for in the room contents list that are not shown on the plan.

8 staff toilets are required.

RLP 3.06 (S) and (T), state that 2 Green Globe checklists need to be completed. I think the intent would be EITHER a GG‐NC or a GG‐SI be filled out depending on if we propose new construction or just a TI. Also, paragraph 3.10 requires LEED ID+C for this project. We believe this paragraph should be deleted and that the intent would be to meet the Green Globes requirements in 3.06 and NOT LEED.

Green Globes certification is required; LEED is not. Please see updated Form L100.

They are requiring separate staff parking, but do not give a breakdown of staff to patient. Also, are there any requirements to secure the staff parking with gates for example.

The developer is expected to design the space to accommodate 400 parking spaces. A portion shall be designated for staff/patient during the design phase of the project. No gates to separate staff/patient are expected.

ASR II, 3., a.: Confirm size of pad required and max. size of vehicle, since the ASR requires ‘adequate turning radius’.

Area for standard size semi‐truck (53 feet) and room for it to maneuver.

At Canteen, will a gate or grill be required to secure the canteen area when it is closed?

No. This will be an area for vending machines only. A gate is not required.

ASR V, 1, n,: ‘Provide storage space by main restrooms’. Is this lessor space and what is being stored in this space and how big? This room is not shown on the concept plan.

Yes it is lessor (RSF) space. It is shown as "HAC Space" near staff corridor across from main server/IT room. Appendix D.1, paragraphs(V)(1)(n)(i) and (V)(1)(n)(iii) shall be deleted.

Can TI payments be made progressively during the course of construction based on percentage of work completed?

No

Will the TI be amortized or a lump sum payment? Refer to L100 Section 1.08

What is the sustainable design requirement? RLP 3.10 indicates LEED ID+C. Lease 3.48 indicates Green Globes NC Two Globes.

Green Globes certification is required; LEED is not. Through Amendment 2, Paragraph 3.10 has been deleted. GG‐NC is the design criteria.

Appendix D.5 ORP Risk Assessment Plan appears to be a document for VA responses, not Lessor or A/Es. What is the purpose of this document and what is the requirement?

Through Amendment 2, this document has been removed as a requirement.

Appendix E.1 OIT Design Template shows Telecommunications Rooms. Are these rooms identified on Appendix B.1 Conceptual Floor Plan as "Area 21 Support IT" rooms measuring 170 SF

Yes. These rooms are identified on the conceptual floor plan.

They are in addition to the Main Server Room in the question below.

Please note: these questions and answer are for clarification purposes only. Please refer to the Request for Lease Proposal for requirements related to this solicitation.

RLP NO: 36C10F22R0047

VA Outpatient Clinic, Rolla, MO

Appendix E.2 OIT Extra Small Campus shows plans for a data center. Is this room identified as the larger IT room shown on Appendix B.1 Conceptual Floor Plan as measuring 780 SF?

Yes, conceptual floor plan includes a Server Main IT room measuring 780 SF.

Several ASR documents reference a mobile tech pad for future use. Are there any reference documents for the mobile trailer to use as a basis of design. Specifically for turning radiuses and structural loads along with any power/data hookup requirements?

Turning radiuses must accommodate for a standard size semi‐ truck (53 feet). Basis for design for concrete pad to support a structural load of 70,000 pounds. Basis for design to include 3 phase 480V power, and data. Pedestal for power and data connection (and underground conduits) required.

Is an emergency backup power generator required for this facility? If so, what are the systems requiring backup and run times?

Standby Generator listed in 4.6.1 is not a requirement for this project but will remain in the LDN for awareness.

Please confirm Order of Precedence of documents provided, Design Guidelines, FGI, etc. For example, if the ASR and VA Design Guideline conflict in information provided, which infromation should the design team incorporate into the pricing and design?

Any conflicts should immediately be brought to the attention of the Contracting Officer.

Please confirm mechanical components that are to be provided in Core and Shell pricing vs TI pricing allowance.

Please refer to Amendment 2, updated Appendix 1, GSA Template L100 for VA, Section 3 for building shell requirements.

Please confirm requirements of Progressive Collapse are to be integrated into design of single story building as noted per Lease Document 3.45 / Item 4 / Paragraph B.

Please refer to Amendment 2, Appendix 1, GSA Template L100 for VA.

Please confirm if building is to meet Two Green Globes or LEED Certified?

Lease 3.48 / 3.49 indicates building to achieve Two Green Globes for New Construction and Tenant Interiors. RLP 3.10 Green Building Rating Certification for Tenant Interiors indicates LEED‐ IC+C Certified Level for project TI's. Please confirm sustainability requirements for project.

Green Globes certification is required; LEED is not. Through Amendment 2, paragraph 3.10 has been deleted.

ASR II General Site Requirements / Item 4 / Paragraph B indicates "Staff entry to have larger covered entry with awning…." Please confirm what the sizing is referencing. Staff covering to be larger than what?

This is a design element that will be addressed during the post award phase of the project (part of TI pricing).

Per Section V / Item F / Para III ‐ Please confirm requirement "One toilet shall be designed so that a staff member shall observe patient in private without any view to the patient corridor" There appears to be an internal VA note in red asking "*Is this a Requirement?*".

This is referring to one of the blue water toilets in the Lab area.

This is a requirement. Please disregard the comment "*IS THIS A REQUIREMENT?*" from Appendix D.1(V)(f)(iii). The toilet is required as described.

Please note: these questions and answer are for clarification purposes only. Please refer to the Request for Lease Proposal for requirements related to this solicitation.

Please confirm construction of police suite walls: 8" block core walls (V Special Space Req / Item J / Para 1) or if walls are to be "built to underside of deck with mesh" utilizing gypsum board construction (IV Security Requirements / Item 8 / Para A‐ii).

Please refer to Amendment 2, which supplies developers with an updated Appendix D.2, Facility Security Level II document.

Please confirm red note adjacent to Paragraph Title CANTEEN ‐ V Special Space Req / Item L. Will a gate of some sort be required to lock off canteen when it's closed? Is this a requriement to be provided within the design?

No. This will be an area for vending machines only; a cash register will not be present.

Per Section V / Item Q / Para VII ‐ Please confirm automatic door locations in "high traffic or transfer areas" within the PMR area.

Main Entry and Exits to the building. Main Doors into each department (from public areas). All patient toilets. "High traffic or transfer areas" to be further verified during the post award phase of the project.

Per the statement "As appropriate to the scope of the project, the AE firm will employ additional professional specialists including but not limited to blast design engineer..." 'Please confirm if this project is required to contract a Blast Design Engineer as part of the Design Build Team.

Please refer to the updated Form L100, Appendix 1, for details regarding this question.

There are references to 2 different manufacturers along with reference to an “existing” solution.

This building is new and doesn’t have an existing solution. What manufacturer is preferred for Physical Access Control for this project?

Lenel OnGuard Physical Access Control System is required for compatibility with the main campus security office.

Per 4.11.8.9. Wireless Communications it states square footage of Wi‐Fi points based on facilities with and without Real Time Location Systems. Please confirm if this faciltiy will require Real Time Location Sytems as part of the scope?

Real Time Locations systems are not part of this scope

Regarding Intrusion Detection Systems ‐ due to multiple exterior doors required by the facility, where should control pads be located and is there a minimum quantity required?

This will be addressed during the post award/design phase of the project. Please also refer to Amendment 2, which supplies developers with an updated Appendix D.2, Facility Security Level II document.

Per Section 3.45 / Paragraph B / Item 1 "Window glazing, with a performance condition appropriate to the identified Facility Security Level" is required. Appendix D.2 refers to the lease for window design characteristics. Per The Risk Management Process for Federal Facilities: An Interagency Security Committee Standard ‐ Appendix B: Countermeasures "No special measures are required" for Blast Resistance Windows in a Level II facility. Please confirm no blast requirements for windows.

Please refer to Amendment 2, which supplies developers with an updated Appendix D.2, Facility Security Level II document. Blast film is not required for windows.
